PUBLIC HEARING None NEW BUSINESS 1.300 N. Central Ave: Neglected property. Vice Chair Anderson will lead discussion. 2.August Meeting date: Consider rescheduling the August meeting date due to conflicts. August 16th (Walter unavailable) August 23rd (Anderson/McCormick unavailable) August 30th (Anderson unavailable) OLD BUSINESS 1.Update on 20 Alice Avenue: Staff will provide an update on the neighborhood analysis regarding the predominant neighborhood pattern of detached versus attached garages. 2. Brochure: Board Members Moore and Walter will provide an update on the brochure. 3. Historic Preservation Mobile application: HPB to provide staff with initial feedback. 4. Historic Preservation Ordinance (Chapter 21.33): Continue discussion regarding update of the City’s Historic Preservation Ordinance. Pursuant to the CLG Agreement, OHP must have the opportunity to review and comment on ordinance changes prior to adoption. HISTORIC PRESERVATION BOARD REGULAR MEETING MINUTES 4:15 p.m. - Wednesday City Council Chambers March 22, 2017 CALL TO ORDER Chair Blake called the Historic Preservation Board Regular Meeting of Wednesday, February 22, 2017, to order at 4:15 p.m. in the City Council Chambers, located at 70 North First Street, Campbell, California, and the following proceedings were had to wit. Tabled due to a lack of quorum (Anderson absent, Moore abstained). NON-AGENDIZED ORAL COMMUNICATIONS None PUBLIC HEARING None Historic Preservation Board - Meeting Minutes March 22, 2017 Page 2 of 3 NEW BUSINESS None OLD BUSINESS 1. Brochure: Board Member Walter advised the HPB that photos of historic homes in Campbell are needed. Chair Blake has offered a photo of her historic home and is in the process of obtaining permission from at least one other homeowner. 2. Historic Preservation Mobile application: Federico Madden, summer intern with the Community Development Department, gave a presentation to the HPB on the progress he has made to date on the historic preservation app. The HPB discussed the color palette, city logo, graphics, and the additional pages dedicated to the Historical Museum and the Historical Foundation. Chair Blake indicated that she had materials for 140 S. Peter to be used for the app. Kerry Perkins (Museum staff) indicated that she is working on the audio narrative files that will be incorporated into the app. Ms. Perkins also suggested that the app logo include the Water Tower in lieu of an orchard tree, since it better represents historic Campbell. 3. Historic Preservation Ordinance (Chapter 21.33): The HPB continued their discussion regarding update of the City’s Historic Preservation Ordinance. FUTURE AGENDA ITEMS (no discussion) 1. Chair Blake asked the HPB to discuss the following items at a future meeting. a. Solar panels (date TBD) b. Meeting starting time (agendize on April meeting). c. Historic Preservation Month (agendize on April meeting). d. 91 S. Second Street – proposed Landmark designation (date TBD). HPB MEMBER / STAFF ANNOUNCEMENTS / COMMUNICATIONS 1. March 24th Workshop: Staff reminded everyone about the upcoming CLG workshop on Friday, March 24th. 2. HPB Recruitment: Staff announced that the new HPB member, Mike Foulkes, was sworn in on March 10th and will begin attending meetings in April. 3. 209 Railway – no update Historic Preservation Board - Meeting Minutes March 22, 2017 Page 3 of 3 4. General Plan Update – Staff announced that the next GPAC meeting would be held on March 27th. Review of March 22, 2017 minutes tabled due to a lack of quorum (Anderson absent) 2. Board member Walter made a motion to approve the Meeting Minutes of February 22, 2017. Board Member Moore seconded. Motion Passed 3-0-2 (Anderson absent, Foulkes abstained). 3. Board member Walter made a motion to approve the Meeting Minutes of May 24, 2017. Board Member Moore seconded. Motion Passed 4-0-1 (Anderson absent). NON-AGENDIZED ORAL COMMUNICATIONS None Historic Preservation Board - Meeting Minutes June 28, 2017 Page 2 of 3 PUBLIC HEARING None NEW BUSINESS 1. 20 Alice Ave: As part of the pre-application review, Senior Planner Cindy McCormick requested feedback from the HPB following a presentation by staff and the applicant. The applicant is proposing to demolish the existing detached garage and build an addition at the rear of the existing home. The project will come back to the HPB once the application is ready for formal public hearings. Staff informed the HPB that the General Plan has a land use strategy [LUT-20.1b] that is intended to ensure that the predominant neighborhood pattern is maintained. Recently the City received an application for a home with an attached garage where the predominant neighborhood pattern is detached garages. The project was denied by the Community Development Director and an appeal of that decision was rejected by the Planning Commission. Ms. McCormick indicated that an analysis of the neighborhood will be needed to determine whether the applicant should develop the property with a detached garage. The applicant responded by stating that the property next door has an attached garage that is accessed from the alley. The applicant would also like to attach the garage to the rear of the home in order to retain a streetscape without a garage on this narrow lot. The applicant also indicated that many of the garages on Alice Avenue are not visible from the street. The proposed site layout is desired by the applicant in order to place the garage next to the commercial business / parking lot next door in order to limit noise to the living spaces in the home. The applicant would also like to retain the black walnut tree on the other side of the home which limits the buildable area of the lot. Chair Blake acknowledged the importance of the General Plan strategy but indicated that the subject property is unique given its proximity to the commercial business next door and the ability to access the garage from the alley. Therefore, Chair Blake supports the proposal to attach the garage. Board Member Walter indicated that preservation of the historic home is most important and is driving the design and placement of the garage. Therefore he also supports the attached garage. Board Member Moore also supports the attached garage and preservation of the tree. Board Member Foulkes also supports the attached garage given the commercial adjacency. Staff also asked the HPB to comment on the applicant’s proposal to retain the driveway off Alice Avenue even though the garage would be accessed from the alley. The HPB was supportive of retaining the driveway but asked the applicant to consider using a Hollywood drive and to also move the access gate back further on the lot so that the historic portion of the home can be seen from the street. Central Ave: Following a discussion of the changes that were made to this home in 1993 (adding a second-story to the original one-story home), the HPB directed staff to schedule a future meeting to remove this home from the HRI, along with other homes that have been demolished or otherwise altered to the extent that they no longer have historic value. 3. 166 Alice Ave: Senior Planner Cindy McCormick informed the HPB that the owner has submitted building plans to replace two existing windows with one new window on the side elevation. The existing vinyl windows to be replaced are not historic. The HPB asked the applicant to consider using new windows that will match the character and style of the historic home. 4. 300 N. Central Ave: Discussion tabled until July 26th meeting. 5. Meeting time: Board member Foulkes made a motion to change the regular HPB meeting time to start at 5:00 p.m. on the fourth Wednesday of each month. Board Member Walter seconded. Motion Passed 4-0-1 (Anderson absent). OLD BUSINESS 1. Brochure: Board Members Moore and Walter described the latest draft which may require future changes once a new Ordinance is adopted. 2. Historic Preservation Mobile application: Senior Planner Cindy McCormick informed the HPB that the beta test of the mobile application was well received by the City Council. Museum staff have provided comments to help improve the app. The HPB was also asked to provide comments for improvements. 3. Historic Preservation Ordinance (Chapter 21.33): Senior Planner Cindy McCormick provided a brief summary of the changes that will be made to the draft ordinance following feedback from the City Council.
