Planning Overview of Administrative Planned Development applications processed
Division between September 2013 and August 2014
PURPOSE
Staff is providing this report in response to a Planning Commission request at its August 28, 2012
meeting. (See Attachment 1, staff report) to provide the Commission with an annual report on the
number of Administrative Planned Development Permit applications the City has processed. This
report will provide an overview of the Administrative Planned Development Applications that the
Community Development Department has processed between September 2013 and August 2014.
BACKGROUND
Since 2012, an annual summary and description of the types of Administrative Planned
Development Permit applications have been provided to the Commission. These applications are
processed by planning staff, and are reviewed and approved by the. Community Development
Director. Essentially, this permit process was established to allow the Community Development
Director the ability to approve minor applications. in the P-D (Planned Development) zoning
district to encourage development and streamline the review and determination process for these
applications. The following is a historical summary outlining the establishment and progressive
development of the Administrative Planned Development Permit process:
2001 The General Plan was comprehensively updated, and included Strategy LUT-20.1 e (See
Attachment 2) that focused on allowing single-family residential. development projects to be
approved by the Community Development Director in P-D zones.
2004 — The Zoning Ordinance was amended to comply with the General Plan policy to allow for a
more streamlined approach by authorizing the Community Development Director. to process
development projects in single-family residential P-D zones. It was also expanded to allow the
Director to process other minor planning applications in 'a P-D zone. The types of minor
applications that may be reviewed through this process include:
• Establishment of a new use in an existing building in- a Planned Development (P-D) zone
where no development plans are required.
• Construction of a new single-family residence or addition to an existing single-family
residence on an existing lot with only one single-family residence on the lot
• Additions to commercial and industrial buildings when the addition is less than 10 percent of
the existing gross floor area or 5,000 square feet, whichever is less.
• Remodels and faeade changes.to commercial and industrial buildings
