Pre-Application - Authorization to Proceed GPA - 2014
TITLE: Authorization to proceed with a General Plan Amendment and associated
Zoning Map Amendment for property located at 1323 Parsons Avenue to
consider a change in General Plan Land Use from Low -Density Residential
(Less than Six -Units per Gross Acre) to Low -Medium Density Residential
(6-13 Units per Gross Acre), and zoning from R-1-6 (Single -Family
Residential) to a P-D (Planned Development) Zoning District as requested
by the applicant, Omid Shakeri.
RECOMMENDATION
That the City Council consider the applicant's request and take the following action:
Reject the applicant's request to authorize the initiation of a General Plan
Amendment and Zoning Map Amendment for property located at 1323 Parsons
Avenue to consider a change in General Plan Land Use from Low -Density
Residential (Less than Six Units per Gross Acre) to Low -Medium Density Residential
(6-13 Units per Gross Acre), and zoning from R-1-6 (Single -Family Residential) to a
P-D (Planned Development) Zoning District.
DISCUSSION
The Municipal Code specifies that only the City Council can initiate a General Plan Map
Amendment (Section 21.60.020.A) and the City Council may also initiate the Zoning Map
Amendment correspondingly. Therefore the applicant, Omid Shakeri, is requesting an
authorization from the Council to proceed with the submission of a General Plan Map
Amendment and associated Zoning Map Amendment application. The Council's
authorization to proceed does not guarantee that the .amendments will be approved, only
that the request warrants further review and analysis as part of a formal application. Upon
due consideration of all facts, supporting documents, and public participation, the Council
may ultimately find that a change in the General Plan or Zoning Map designation would be
inconsistent with the draft Housing Element which includes no changes to existing General
Plan designations in demonstrating sufficient housing production availability to satisfy the
City's regional share of housing. -
As such, the authorization request process provides the City Council an early opportunity
to evaluate a request on its face' value in consideration of General Plan goals, policies and
fundamental land use compatibility.
