02 - Planning Commission Report - Dec 13 2016ITEM NO. 1 CITY OF CAMPBELL • PLANNING COMMISSION Staff Report • December 13, 2016 PLN2016- Public Hearing to consider the application of GKW Architects for an 170/171/297 Administrative Planned Development Permit (PLN2016-171) to allow an interior and exterior renovation of an existing movie theater, including GKW expansion into an adjoining tenant space, a Conditional Use Permit Architects (PLN2016-170) to allow beer and wine service ("liquor establishment") in association with the existing movie theater with late -night operational hours; and a Sign Permit (PLN2016-297) to allow a marquee sign, on property located at 2501 S. Winchester Boulevard in the P-D (Planned Development) Zoning District STAFF RECOMMENDATION That the Planning Commission take the following action: Adopt a Resolution, approving an Administrative Planned Development Permit (PLN2016- 171) to allow an interior and exterior renovation of an existing movie theater, including expansion into an adjoining tenant space and a Conditional Use Permit (PLN2016-170) to allow beer and wine service ("liquor establishment") in association with the existing movie theater with late -night operational hours; and 2. Adopt a Resolution, approving a Sign Permit (PLN2016-297) to allow a marquee sign in association with the remodel of an existing movie theater. ENVIRONMENTAL DETERMINATION Staff recommends that the Planning Commission find that this project is Categorically Exempt under Section 15301 Class 1 of the California Environmental Quality Act (CEQA) pertaining to minor alterations to an existing private structure, involving negligible or no expansion of use beyond that existing at the time of the lead agency's determination.
