After notification and public hearing, as specified by law, and after presentation by the Community Development Director, proponents and opponents, the hearing was closed. After due consideration of all evidence presented, the Planning Commission did find as follows with respect to application M 97-03. 1. The proposed project is consistent with the General Plan and Zoning designations which indicate a commercial land use for this property. 2. The proposed project entails only exterior modifications which will not add additional square footage for the restaurant use and will, therefore, not require the provision of additional parking spaces for the shopping center. 3. The proposed building modifications are compatible with uses on site, the immediate area and the overall design of the Pruneyard Shopping Center. M 97-03/SA 97-06 ?ublic Hearing to consider the application of Wrap Works for Wrap Works approval of a Modification (M 97-02) to a previous Site Approval to allow facade modifications for a new restaurant use (Wrap Works) and a Sign Application (SA 97-06) to allow additional signage on property located at 1875 B, Saaw Avesive in a C-2-S (General Commercial) Zoning District This project is Categorically Exempt. Planning Commission decision final, unless appealed within 10 days to the City Clerk. Ms. Aki Irani, Planner 1, presented the staff report as follows: • Application is for a modification to a site approval to allow the addition of a tower element as well as a sign request. • The building modifications include the installation of a uew storefront with two skylights and the tower element. • The tower element will be 21 feet high and in0ide the stucco and the roofs used throughout the center. Therefore the modification is cemo_ atible with the center. • Staff is supportive. • There is no parking impact as a result of this modificatioe request. • The sign request is for a total of four signs. two reading Wrap Works and two logos, for a total sign area of 64 square feet. • Under the Sign Ordinance, one wall sign is allowed for a total of 23 square feet, one foot of signage for every square foot of linear square footage along the business frontage. This business has 23 square feet of linear frontage. • Staff is supportive of additional signage but recommends eliminating one of the logos. Staffs proposal will allow three signs with a total of49 square feet. • SARC reviewed this application and was supportive. Commissioner Alne presented the Site and Architectural Review Committee report: • SARC met twice with the applicants. After the first meeting, the applicants redesigned the tower element to more closely match the architecture of the center. • SARC recommended that the applicant change the background color of the signage. • Staff recommends approval. Commissioner Jones asked if SARC was recommending one or two logo signs. Commissioner Alne advised that SARC was recommending one logo sign. The applicant is requesting approval to allow the "WrapWorks" sign and Pineapple City logo on the west side of the tower element which has 54.5 linear feet of frontage (facing the parking lot) and also the same signage of the south side of the tower facing Campbell Avenue. Given that there is only 23 linear feet of business frontage facing Campbell Avenue, the applicant would only be allowed a 23 square foot sign on the south side of the restaurant. Because visibility from this frontage is more critical to the success of the business, the applicant is also requesting approval to allow the 32 square foot "WrapWorks" sign and Pineapple City logo to be placed on the south elevation of the tower. The design of the sign will include individual pan channel letters for the "WrapWorks" sign with neon back lighting and brushed aluminum face. The "Pineapple City" logo will be a black vinyl and brushed aluminum sign with halo illumination. Staff has reviewed the sign exception request and recommends support for the 17 square foot "WrapWorks" sign and 15 square foot Pineapple City logo on the south elevation of the tower to allow for better visibility from Campbell Avenue. However, on the west elevation of the restaurant, Staff recommends that the "Pineapple City' logo be removed and only the "WrapWorks" sign be allowed on the west side of the tower. This would allow for a total sign area of 49 square feet, which would meet the sign area requirements of the Sign Ordinance. The sign exception would then entail a request for two (2) additional signs than permitted by the Sign Ordinance and larger sign area allowed on the south elevation facing Campbell Avenue.
