Staff is recommending that the Commission approve signs 113 6 U7 and require removal of all other signs indicated in the report. City Attorney Bill Seligmann explained that signs 11 3 6 #7 were exempt from the Zoning Ordinance; therefore, a denial of the application would be appropriate. Commissioner Christ thought that the application should be denied, otherwise the "Now Hiring" (sign 07) would n.,t be temporary any longer in that it's painted on the fence. STAFF RECOMMENDATION That the Planning Commission adopt the attached findings and APPROVE signs 113 6 7, AS INDICATED BELOW, and removal of all other signs indicated. DISCUSSION Background: The Planning Commission continued consideration of this item from its previous meetings of January 24, 1989, and February 28, 1989, so that the applicant could meet with Staff regarding possible signing alternatives. Sinne that time, Staff has met with the applicant at the site to discuss alto -native signing proposals. The applicant, however, has not submitted a revised signing proposal as of this date; consequently, Staff is recommending approval of Signs 3 6 7 only, and removal of all other signs discussed. Sign #3 indicates the business address; and Sign k7 reads, "Now Hiring," and is used on a temporary basis. Both of these signs are exempt from the sign regulations in that they are directional or temporary in character. At its meeting of October 13, 1987, the Planning Commission approved the applicant's proposal to remodel the front facade of an existing car wash business. This approval allowed the placement of a new sign on the I remodeled building elevation and the erection of a new free-standing sign. Condition 4 of the Planning Commission's approval required the j removal of a polar bear -shaped building element and unapproved signage. Planner II Tim Haley reviewed the Staff Report and stated that Mr. Yuen contacted the Planning Department to request a continuance. Continued application of Mr. Edmund Yuen, on behalf of Plaza Car Wash, for modifications to the front elevation of the car wash for property known as 16E7 S. Basco^ Ave. in a C-2-S (General rommercial) 2onino District . Principal Planner Stafford reviewed the Staff Report of October 13, 1987, noting that Staff is recommending approval. Commissioner Walker reported that this application Was considered by the Site and Architectural Review Committee. The Committee is also recommending approval. Comcissioner Olszewski stated that he would like to see provision of landscaping closer to the sidewalk area. Mr. Dennis Livengood, Federal Sign. Co., Dublin, stated that the applicant is questioning the specific reason for the trellis and is requesting that he be Allowed to make the trellis one-half the suggested size in order to provide a safe pedestrian walkway for his customers. Discussion ensued regarding the removal of vending machines; the safety element of the walkway with the trellis; and other possible areas to provide landscaping on the site. Mr. Liven000d indicated that Mr. Yuen would rather let the plans stand as redlined than to be continued for further discussion. MIS: Stanton, Walker - That the Planning Comrission adopt findings and conditions (attached hereto) as indicated in the Staff Report of October 13, 1987, and approve M 87-11. Bascom Ave. in a C-2-S (General Commercial) Zoning District. STAFF RECOMMENDATION That the Planning Commission adopt the attached findings and approve this application, subject to the attached conditions. STAFF DISCUSSION At its previous meetings of July 14, August 25, and September 22, 1987, the Planning Commission has continued •'ie applicant's proposal to remodel the front elevation of an existing car wash. The applicant, at this time, has submitted a revised proposal which indicates the construction of a new building facade and a new free-standing sign. The revised proposal indicates a stepped building facade with two wall signs. This horizontal element would be supported by four pillars. The applicant's submittal additionally proposes that the existing free-standing sign would be removed and replaced with a new conforming free-standing sign. Staff and the Architectural Advisor are of the opinion that the revised proposal is a substantial improvement from the previous proposal. The following concerns, however, are expressed: 1. The Architectural Advisor is of the opinion that the proposed free-standing sign with three background colors may be too busy. It is recommended that the proposed sign be simplified. 2. Staff and the Architectural. Advisor would recommend that a trellis element with plantings be introduced as a part of the building elevation to provide some landscaping at the entrance to this project. 3. Staff would recommend that one of the proposed wall signs be eliminated on the building elevation so that this proposal could be consistent with the Sion Ordinance. 4. Staff would recommend that the color scheme of the building facade be carried to the decorative screen walls or fences towards the street frontage. :staff is of the opinion that these issues are minor in nature and could be addressed with the submittal of revised plans for the Site and Architectural Review Committee's approval. I find this extremely offensive and am very much con- cerned about the effect on the adjacent property which I own. I understand that an application is pending to approve this garish and inappropriate sign. Please be advised that the owners of Bascom Financial Center strongly object and recommend that this be removed. Motion carried unanimously (6-0-1). -2- ARCHITECTURAL APPROVALS MM 87-11 Application of Mr. Edmond Yuen, on Yuen, E. behalf of Plaza Car wash, for modifications to the front elevation of an existing car wash on property known as 1667 S. Bascom Ave, in a C-2-S (General Commercial) Zon ng District. Commissioner Christ reported that this application was considered by the Site and Architectural Review Committee. The Committee is recommending a 30-day continuance in order that the applicant may suomit revised plans. Planning Director Kee stated that Staff concurs with this recommendation for continuance. Commissioner Kasolas requested that the record show that he has reviewed the comments of the Architectural Advisor on this project is in conplete agreement with him. Discussion ensued regarding the guidelines and procedures for a minor modification, and, the existing signage on the subject site. It was the consensus of the Commission that the next Staff Report contain a review of the signage on this site. Plaza Car Wash, for modifications to the front elevation of an existing car wash on Property known as 1667 S. Bascom Ave. in a C-2-S (General Commercial) Zoning District. STAFF RECOMMENDATION 1. That the Planning Commission continue this application to its meeting of August 11, 1987 in order that the applicant may submit revised plans, or 2. That the Planning Commission adopt the attached findings and deny this application. STAFF DISCUSSION In May of this year, Staff noticed that a large plywood bear had been constructed over the exit at the Plaza Car Wash. Staff notified the owner that approval by the Planning Commission is required for major modifications to buildings and suhsequently an application was filed. The bear stands approximately 14 feet high and is 28 feet in length. Cars exit underneath the bear. This application was referred to the Architectural Advisor for review. Attached is a letter from him expressing his concerns. In Summary, he states: 1. The structure lacks integrity in its use of symbolic imagery. It is not a good mimetic building, as the rest of the building ignores the theme developed by the facade. 2. It doPs not offer anything to improve the 'quality of life' along south Bascom Ave. as the theme of the car wash has not been integrated into the site. For such a prominent site, we should accept nothing less. As the Commission may he aware, the entire car wash property is in need of renovation. Staff believes a complete plan for the renovation involving more than just the facade is needed. Some thought should be given to the area between Column B 6 C - perhaps a trellis with a planter at the base would hide the softdrink machine and add even more mass to the building, while serving as a way to introduce come landscaping up front. There are too any colors on the pylon sign. As can be seen by the attached photo, multi -colored signs are too busy. It is very hard to find this building. We want to help with simple signage. We need color samples or a rendering. I would suggest any additional items such as the trellis and planter be painted to match the false front. How about incorporating the "wall" noted on the right front on the plan into this scheme by virtue of shape, color, or detailing. It is shaped and painted to resemble a polar bear (see enclosed photo.) Architectural historian Chester Ltebs recently published a book which chronicles the growth and history of American roadside architecture titled "Mail' Street to Miracle Mile". He discu­cs the merchants of the 1920s and later who developed visual symbuls that could be read quickly from a passing auto. He categorizes sumo of the ruin typos, including what. he calls "Fantastic Imagery". Fantastic inugery or mimetic buildings were usually "designed to illustrate the name or surreal images were .., ye[ another nature of the business or the merchandise sold inside". "'These strategic -capon in the roadside merchants' developing arsenal of selling tricks - the lure of the bizarre". I would categorize the Plaza Car Wash as a mimetic building. Historical precedence for this building type occurred as early as the Middle Ages when "a tooth -puller was represented by a (sign in the shape of a) tooth the size of an armchair" or a cobbler by a huge boot. The concept of the use of a huge sign to advertise the business within also has links with later examples such as "the Renaissance art of topiary (shaped like animals), eighteenth -century garden follies, and the iconic work of French visionary architects", (such as Ledoux). Thus, representational imagery reached its peak with the actual building becoming the billboard. The building Itself is the advertisement thatarrests the motorist's attel'tlull and induces him to stop. Two very good examples of this genre are attached. The dutk_ shaped building shown on the right has become so famous that the term "Duck Architecture" is another description fur this building type. parse 2 Plaza Car Wash/Campbell Plne Commis June 30, 1987 In order for the "building as billboard" to be successful in our society, the building must have symbolic integrity. An example is the steamboat used by the another nuulby car wash. Note on the euc lased photu that: 1. The entire building is built to look like a steum boat, not just the side facing the street. 2. The steamboat theme has been carried through the landscaping using a must that looks like a river, and extending to pavement patterning and accessories to puke the site look like a wharf. One can easily grasp the image of a steamboat used as u car wash,,as one "boards" the river ferry for the calwash and "disembarks ut the wharf". There the fantasy works, but I cannot see what a polar bear Iles to do with a car wash. The Plaza Car Wash with its treatment o` the facade as a plywood sign front only does nut exhibit symbolic in.egrity. The rest of the building is ignored. It is not the sane quality as the Classic Car Wash as the design idea stups at the plywood front. Therefore, I recommend that this application be denied for tha following reasons: 1. The structure lacks integrity in its use of symbolic imagery. It is not it good mimetic building, as the rest of the building ignores the theme developed by the facade, 2. It does not offer anything to improve the "quality of life" along south Bascom Ave. as the theme of the car wash has not been integrated into the site. For such a prominent site, we should accept nothing less. If the applicant were to bring forth a scheme that encompassed these items, then the Commission would have to addless the larger issue of whether using a 4uilding as a billboard is appropriate for this location atthis stage of development of Iluacum Avenue.
