Motion
It was moved by Commissioner Fairbetks, and seconded by Commissioner Meyer,
that this r'quest for a modificati,�n to a previously approved planned develop-
ment permit (PD 80-09) be approved, subject to the condition as stated by the
Planning Director.
Discussion on Motion
Commissioner Howard stated he could be voting 'ho" because he felt the Commission
was being taken advantage of, in that the subject driveway approach was re -opened
by the property owner prior to reque'.ting approval of the City.
Mtr. Helms noted that at the time of the original application the City did not
have a median strip down Bascom Avenue, and now vehicles can only make right-
hand turn . the Public Works Department is in agreement with this request.
r,omnicsioner Dickson stated he felt comfortable with approving this request,
in light of Staff's ccmmts.
Commissioner Kasolas noted he also felt comfortable with an approval, in
light of the fact that there are no left -turns made from this property.
Vote on Motion
Mbtion for approval carried with a vote of 6-0-1, with Commissioner Howard
voting "no".

a PD (Planned Development/Commercial) Zoning
District.
STAFF RECOMMENDATION
That the Planning Commission approve the proposed modification, subject to
the condit on discussed in the Staff Comment Sheet.
STAFF DISCUSSION
The applicant is requesting approval of a modification to allow the addition
of two driveways to a previously approved parking area. The previous approval
of a Planned Development Permit which allowed a retail addition to the subject
property indicated the provision 0f a parking area along Bascom Avenue with
access provided throug`, one driveway along Bascom Avenue. At this time, the
applicant is requesting approval of two additional driveways. One of the
requested driveways is on the Ridgeley Drive frontage and the other is along the
Bascom Avenue frontage abutting the northern property line.
If the requested driveways are approved, three of the indicated parking stalls
would be eliminated. The approved parking ratio for thi, project is 1 space
for every 209 sq.ft. of building area; with the elimination of the three
parking spaces, the resulting parking ratio would be 1:218. .As the Conmission
may r9call, the parking standard for retail uses is 1:200.
Staff is of the opinion that the provided parking with the elimination of the
three parking stalls will be adequate for the existing uses, however, in the
event that the character of the tenant may change in the future, an increase
in parking demand is possible. In light of this concern, Staff is recommending
that an agreement satisfactory to the City Attorney be provided in 15 days from
date of approval "that in the event that a determination is made by the Planninn

We request a modification of plans for the parking lot that was
originally approved under PD 80-09 to the existing parking lot.
Our present tenants have petitioned us to do this as they feel
the better ingress and eoress is very important to them and that
the present front lot parking is underutilized and the rear
parking is only used about 10% of the time. The tenant mix has
changed to a less intensive use of the parking lot since the
original plan was approved.
(i.e.) Pants Store replaced with Ecos 1 Imports,
Stereo Store replaced with Oriental Furniture Store,
Barber Shop replaced with Software Computer Store.
The Oriental Furniture Store lease expires in 1989, Wallpapers
to Go in 1992, Ecos Imports in 1987, Bookmania in 1991 and
Software Computer in 1986. We request temporary approval to
allow the extra driveway as long as the above tenants are in
business and agree that the Planning Staff should periodically
examine the parking lot and that at any time the Staff feels the
parking is inadequate to immediately close the driveway and add
the three spaces.
It has been difficult forT" tenants since the divider, no )eft
turn and stop signal have been in place and any help we can give
them will be greatly appreciated.

The Planning Department has recently beer, asked to clarify driveway improvements
as approved under the Planned Development Permit (PD 60-09), an addition to an
existing retail building on the northeast corner of Bascom and Ridgley Avenue.
The city Council, at its meeting of January 26, 1981 adopted Ordinance 1314
which approved the subject Planned Development Permit. "he approved site
plan called for elimination, of the driveway midway between the north and south
property line along Bascom Avenue and the provision of three parking stalls
and a landscape area.
The Planning Director approved a minor modification to the approved site plan
on February 24, 1981. The prnposed change included:
1. A minor change in elevations of the proposed addition; and
2. Elimination of the northerly most driveway along Bascom Avenue
rather than the previously indicated driveway. (This change
was supported by the Traffic Engineer due to the proximity of
this project to the signalized intersection to the north.)
On August 7, 1981 the Planning Department conducted a final inspection of
this project and notified the owner regarding the elimination of the driveway.
The owner/developer subsequently requested an extension to complete these
improvements and was granted such. A letter is attached dated August 7, 1981.
On October 28, 1981 the Planning Departnent notified Mr. Marcus, the owner,
regarding the lack of performance of these site improvements. The owner
has installed the three parking spaces and eliminated this driveway as per
the approved plan; however, the curb cut along the sidewalk must still be
eliminated and the landscaping in this planter area installed.

Dear Mr. Marcus:
On August 7, 1981, the Planning Department received a letter from you
stating ycur intentions regarding the elimination of a driveway approach
on the above-^eferenced project. The approved site plan indicated the
elimination z)f the northerly most driveway along 3ascom Avenue and the
installation of 3 parking spaces and a planter area.
The Planning Department requests that this driveway be eliminated
because the potential traffic conflict is greatest at this driveway
approach. Its proximity to the signalized intersect -;on north of
this property on Bascom Avenue creates a potential traffic problem.
The removal of this driveway and installation of landscaping shall
be completed by November 20, 1981. It is the Planning Department's
opinion that this date represents a reasonable period to complete
these improvements.

Planning Department.

RECOMMENDATION
That the City Council adopt the attached ordinance approving the plans,
elevations and development schedule for a planned development permit
and approval of plans, elevations and development schedule to allow
construction of a retail addition,on property known as 1810 South
Bascom Avenue in a P-D (Planned Development/Commercial) Zoning District.
DISCUSSION
The applicant is proposing to construct a 3,600 square foot retail
addition to an existing retail building located on properties known
as 1810-1840 S. Bascom Avenue. The property is presently occupied
by a swim school which is to be removed with the construction of
this addition.
The proposed addition is similar in material and character to the
exist+ng retail structures to the south. Building materials re
indicated as slumpstone masonry and cement plaster for siding and
metal sheeting for roofing. The majority of the Bascom Avenue
frontage is indicated as bronze tint glass.
The applicant has provided an additional 18 parking spaces for the

for the proposed structure is at a ratio of 1:200. The Commission

the attached resolution recommending approval of this application by

Mr. Kee reported that the applicant requested that this item be removed from
the agenda; therefore, staff's recommendation would be changed to denial
without prejudice.
Commissioner Kotowski moved that the request for approval of a minor modifi-
cation for a previously approved retail addition on property known as 1810 S.
Bascon Avenue be denied without prejudice since the applicant has withdrawn
his request. This motion was seconded by Commissioner Meyer and unanimously
adopted.

STAFF RECOMMENDATION
Denial of the requested change in building materials from slumpstone to
cement plaster.
STAFF DISCUSSION
At its meeting of December 16, 1980 the Planning Commission took action to
recommend approval of a retail addition to an existing camiercial development.
The elevations of the proposed addition indicated that the northerly elevation
was to be slumpstone. At this time, the applicant is proposing a minor amend-
ment to the Commission's recommendation in that the northerly elevation of
the addition be constructed of cement plaster.
It is the staff's opinion that the propsoed change from slumpstone to cement
plaster should not be approved, since it is visible from Bascom Avenue. The
westerly elevation of the proposed addition, fronting to Bascom Avenue, is
proposed to be constructed of slumpstone.

closed, seconded by Commissioner Kasolas and unanimously adopted.

project. This project is additional subject to the provision that a
recorded agreement be provided satisfactory to the City Attorney which
states "that in the event that a determination is made by the Planning
Director that the three additional parking spaces are needed, the
owner of the property shall provide such spaces and eliminate one drive-
way approach as approved by the Planning and Public Works Directors on
the Bascom Avenue frontage." This agreement should be submitted to
the City Attorney's office for review by March 15, 1983.

On August 7, 1981, the Planning Department received a letter from you
stating your intentions regarding the elimination of a driveway approach
on the above -referenced project. The approved site plan indicated the
elimination of the northerly most driveway along Bascom Avenue and the
installation of 3 parking spaces and a planter area.
The Planning Department requests that this driveway Le eliminated
because the potential traffic conflict is greatest at this driveway
approach. Its proximity to the signalized intersection north of
this property on Bascom Avenue creates a potential traffic problem.
The removal of this driveway and installation of landscaping shall
be completed by November 20, 1981. It is the Planning Department's
opinion that this date represents a reasonable period to complete
these improvements.

Dear Mr. Marcus:
After review by the Architectural Advisor and Planning Director, the
Planning Director has conditionally approved your proposed modifica-
tions to the approved site plan.
The change in material from slunpstone to stucco for the north
elevation is considered acceptable. Additionally, the revisions
of the east elevation to match the existing building is acceptable.
The Archi'ectural Advisor, however, recommends that the roof treat-
ment, metal roo, screen and cement plaster with wood trim, be continued
along the north elevation.
If there are any questions concerning this approval, please call the
Planning Department.

Submitted to the City of Campbell in partial fulfillment of the
Planning Commission Application.
Environmental Setting
Item 33
The project s_.t , as it exits, 9,684 S.F. is currently occupied
by a swimming school. The school consists of a pool and a
single story wood structure, both covering apprcximately 758 of
the site. The remaining 25% is landscaped areas, ground covers,
shrubs and native vegetation. Based on a field investigation,
the near surface soils consists of sandy silty clay with scattered
small gravels, within 16 ft. borings no free ground water was
encountered. The site being surrounded by existing structures on three
sides leaves an open view to Bascom Avenue, there are no significant
views nr vistas.

The surrounding properties are occupied by various retail establish-
ments, tire sales and general repairs to the Nortt„ wall coverings,
stereo and an import store to the South.
Being in P.D. zone, the adjacent property have a 33% coverage
with a ratio cf 1 parking space per 212 S.F. landscaping is approxi-
mately 12% of the paved area. The buildings are single story, wood
frame construction with plaster and masonry exteriors.

Dear Mr. Stafford:
Thank you for meeting with us on Thursday to consider the problems that we
have encountered since our plan was first approved.
Our problem is mainly economic. We have expected this little 3600 square
foot building to cost about $150,000. Instead the bids have come in over
$235,000 plus architect's fees, etc.
We are now in a position where we must look at every possibility of trim-
ming costs or the bank will not finance this project. We earnestly solicit
the help of the Planning staff in making a few rh;�nnPs which we sincerely
believe will not materially affect the beauty of the building, but will
materially reduce the cost.
These changes are all noted on the enclosed drawing. In all cases we will
end up with a building almost exactly like the present one. In other words,
the approved plan has items in it that were not part of the existing
architecture. So, we are simply asking that we end up with a building
exactly like the one we now have.
We do not feel this would be harmful to the community and it will help us
out of a real predicament.
