Mr. Kee reported that this proposal is for a commercial building to
he constructed in the County. The property is within the Campbell
Sphere of Influence, as well as the Urban Service. Area, and the,
Architectural Review Committee and staff concur that the property
should be annexed tc the City and processed through the appronriate
departments as well as the Planning; Comtiissi.on. Mr. Kee stated
that the Commission could forward a recommendation to the City
Council that they recommend to the Board of Supervisors that the
property be annexed to the City and that it develop in accord with
the City of Campbell regulations.
Commissioner Cool: moved that the Planning Commission recommend to
the City Council that the property he annr7rod to the City of
Campbell and that the project be processc•I ;;nd developed in aZcerd-
ance with tho City of Campbell regulations, seconded by Commissioner
Samuelson and unanimously adopted,

STAFF RECOMMENDATION:
1. That the Planning Commission recommend to the City Council that this k
development be processed and built in the City of Campbell. !
2. If built in the County that it be made subject to the attached conditions.
STAFF DISCUSSION:
This application was referred to the City Council from the County Planning
Department. The proposal is for a 2.475 square foot commercial building
on a parcel containing 12,782 square feet. The resulting c-)verage would
be 19%• Materials are indicated as stucco walls with a Spanish tile roof.
Parking is Indicated with 24 spaces of which 16 meet the Campbell Code
parking standard. Londscapinq is indicated on approximately 13% of the net
area.
The Architectural Advisor has not had time to review the plans due to their
late arrival, but an oral presentation will be given as to his opinion at the
Planning Commission meeting.
It is the staff's opinion that the property is within the Campbell Sphere of
Influence, as well as the Urban Service Area, and that it should be annexed
to the City and processed through the appropriate departments as well as the
Planning Commission.

CONDITIONS OF APPROVAL

I. Property to be fenced and landscaped as indicated and as added in "red'
on plans.
2. Landscape plan indicating type of plant material, location of hose bibs,
or sprinkler system and type of fencing to be submitted for approval of
the Planning Director at time of application for building permit.

Landscaping shall be maintained in accordance with the approved land-

scape plan.
4.
Faithful performance bond in the amount of $3,000 to be posted to

insure landscaping, fencing and striping of parking area within three
(3) months of completion of construction, or applicant may file written
agreement to complete landscaping, fencing and striping of parking area
prior to final building department clearance.

All mechanical equiDment located on roofs shall be screened as approved
by the Planning Director.

The
applicant is notified as part of this application that he is required to
meet the following conditions in accordance with Ordinances of the City of
Campbell.

A.
All parking and driveway areas to be developed in compliance with
Section 21.50 of the Campbell Municipal Code. All parking spaces to
be provided with appropriate concrete ujrbs or bumper guards.
B.
Underground utilities tc be provided as required by Section 20.16.070
of the Campbell Municipal Code.
C.
Plans submitted to the building department for plan check shall indicate
clearly the location of all connections for underground utilities in-

cluding water, sewer, electric, telephone and television cables, etc.
D.
Sign application to be submitted in accordance with provisions of thu

sign ordinance for all signs. No sign to be installed until applica-
tion is approved and permit issued by the building department.
E.
Ordinance No. 782 of the Campbell Municipal Code stipulates that any
contract for the collection and disposal of refuse, garbage, wet garbage,
and rubbish produced within the limits of the City of Campbell shall be
made with Green Valley Disposal Company. This requirement applies to
all single family dwellings, multiple apartment units, to all commercial,

business, industrial, manufacturing, and construction establishments.
F.
Trash container(s) of a size and quantity necessary to serve the
development shall be located in area(s) approved by the Fire Department.

Unless otherwise noted, enclosure(s) shall consist of a concrete
floor surrounded by a solid wall or fence and have self -closing
doors of a size specified by the fire department. All enclosures
to be constructed at grade level.
