1. Building width to he reduced approxim„tely five (5) feet

5. Landscape plan indicating type of plant mate^ial, location
of hose bibs or sprinkler system and type of fencing, to be

6. Faithful performance bond in the amoun_ of $1,000 to be
posted to insure landscaping, fei,cing and striping of parking
area within three (3) months of completion of censrruction,
or applicant may file written agreem�nc to complete land-
scaping, fencing and strininP, of parking area prior to
final building department clearance.
7. Landscaping shall be maintained in accordance with the
approved landscape plan.
8. An enclosure consisting of a concrete floor surrounded by
a six foot high solid wall or fence shall be constructed
to house trash container in an area approved by the Fire
Department.
9. Applicant to file an agreement with the City that would be
satisfactory to the City Attorney that eight (8) additional
parking spaces on the west side of Bascom Avenue be provided.
The applicant is notified as part of this application, that he
is required to meet the following conditions in accordance with
Ordinances of the City of Campbell:

pliance with Section 9319 of the Campbell Municipal Code.
B. Underground utilities to be provided as required by
Section 9110.6 of the Campbell Municipal Code.

for underground utilities including water, sewer, electric,
telephone and television cables, etc.
D. Applicant to construct new curb, gutter, sidewalk, s'.reet
lighting and appurtenances on E1 Solyo.
E. Applicant to pay storm drainage fee in the amount of S385.00.
F. Applicant to process and file parcel map.
G. Applicant to obtain excavation permit for driveway con-
struction.

STAFF DISCUSSION:
The Planning Commission, on June 1, 1970, continued this item to
this meeting in order that revised plans could be submitted by
the applicant indicating improvements of the loading area, and in
order for the staff to make a three-week parking survey.
As of this writing revised plans have not been submitted. However,
it is the staff's understanding that the new plans will be avail-
able for review by the architectural committee.
Staff will present the material from the parking survey at the
regular Planning Commission meeting.
The June 1. 1970, letter from Mr. and Mrs. Edward Kublick was read
by Mr. Kec, requesting that the proposed fence along their west
property -line to modified to give them betoee protection from the
parking lot proposed for The Yardstick expansion.
Plarning Director Kee also stated that Mr. and Mrs. R. V. Frazier,
1154 E1 Solyo Avenue, had contacted the planning staff and had
expressed objections to the plans for the expansion of She Yardstick.
The Commission questioned whether the offsite parking across

Bascom Avenue could be considered as meeting ordinance requirements.
Mr. Kee states. that the county considers offsite parking, areas.
within 300 feet as meeting parking requirements. It is up to the
Commission to determine if this parking should be considered as meet-
ing part of the required parking.
Mr. Richard D. Shilling, 1115 El Solyo Avenue, representing the
residents on E1 Solyo Avenue, stated he was opposed to the expansion
in that this additional parking provided was not sufficient,the
loading dock problems now existing wuuld not be resolved by this
addition, and that the fronting of this addition on E1 Solyo would
encourage more commercial development along E1 Solyo Avenue.
Mr. Boyd Tripp, 1085 El Solyo, questioned the adequacy of the proposed
additional parking.
The Commission was of the opinioz that the plans for the expansion
should be revised to provide a better design for the loading area,
a better location for the trash container, and that the parking
problems in the area should be studied.
Commissioner Scott moved that "S" 70-30 be continued until the
Planning Commission meeting of July 6, 1970, to allow the applicant
to submit re•.!ised plans for the improvement of the loading area and
to allow the staff time to conduct a three week survey (including
three weekends) of the parking situation in the area. Motion
seconded by Commissioner rack and unanimously adopted.

STAFF DISCUSSION:
Tne propos,il is to construct an additicn to the existing, Yardstick
building on property zoned C-2-S in the City of Campbell. The plan
indicates that some of the required parking is located on the adjoin-
ing lot w;ich is currently zoned for single-family use under County
jurisdiction. It is intendeu by the anplicant that the property be

annexed to the City and zoned R-1, single-family. Such R-1
zoning would allow the "transitional use" of parking for a
commercial business for a distance up to 100 feet from the
commercial zone. This annexation of the proposed parking area
is now being processed.
The proposed material for the building expansion is concrete
block similar to the existing building. I: includes approximately
5,600 square feet of floor area on the main floor intended for
retail sales area, and a mezzanine of approximately 4,500 square
feet. The mezzanine is intended to be used for accessory uses
such as storage, office, and instructional classrooms.
A review of the parking requirements indicates a need for 29 spaces
for the additional main floor sales area. As indicated above, the
applicant has stated that the mezzanine would be used for non -sales
accessory uses (storage, office, instruction, etc.). Staff is of
the opinion that a parking ratio -f orc (11 space per 500 square
feet is realistic for the mezzani.e area. This ratio results in
a parking requirement of eight (6) spaces. Therefore, the total
parking required for the proposed expansion would be thirty-seven
(37) spaces. The plan provides for thirty-seven (37) new spaces
to support this need.
Staff is of the opinion that if all conditions are met, the proposed
building expansion will meet the City's development standards for
this type of use.
The applicant is notified as part of this application that he is
required to meet the following conditions in accordance with Ordinances
of the City of Campbell:
A. All parking and driveway areas to be developed in compliance
with Section 9319 of the Campbell Municipal Code.

Dear Mr. Alter:
It has been brought to the attention of this office that
delivery trucks at The Yardstick are unloading perpendi-
cular to El Solyo. This riot only causes on and off -site
vehicular circulation problems for nearby business, but
blocks pedestrian traffic on the sidewalk.
In 1971 you were granted permission to construct a center
driveway approach for ingress only to allow the delivery
trucks adequate circulation without blocking a public
street. The attached letter reflects your apparent know-
ledge of the problem and indicates your willingness to
help enforce it.
If the situation cannot be controlled and trucks continue
to block the sidewalk or street, then consideration shall
be given to closure of the center driveway or other possible
alternatives.

Gentlemen:
Your attention is directed to "S" 70/30 +,)roval for which we respectfully
request your consideration to make modification to driveway approaches and
method of removing Trash Bin, as shown on attached print.
As outlined in our verbal discussion, modification is requested in order
that tracks can enter property and back to loading dock at 28' new approach
and exit at 34' approach. "Enter Only" sign would be posted stating that
no truck may stop for unloading whereby they would block sidewalk or
street. Mr. Bernard Alter has also assured us of his personal responsi-
bility for deliveries and would enforce said order.
A- shown on present "S" 70/30 approach, trucks would back into dock area
from E1 Solyo Avenue at 40' driveway causing traffic congestion at Bascom
and E1 Solyo, or, drive in parking area and then back to dock, which could
very likely cause damage to parked cars.
Kindly advise if Mr. Alter or myself can be ot further assistance in this
matter.

APPROVED JULY 6, 1970
1. Building width to be reduced approximately five (5) feet
in order that it be contained within the commercially zoned
area.
4. Easterly lot to be annexed to thn City and so zoned as to
allow parking prior to issuance of building permits.
3. Use of mezzanine area to be limited to accessory uses, such
as storage area, office area, and instruction area, unless
additional parking spaces are provided as required by the
Planning Commission.
4. Property to be fenced and landscaped as indicated on plans.
5. Landscape pl.,n indicating type of plant material, location
of hose bibs or sprinkler systert, and type of fencing, to be
submitted for approval of the Planning Director at time of
application for building permit.
6. Faithful performance bond in the amount of $1,000 to be
posted to insure landscaping, fencing and striping of parking
area within three (3) months of completion of construction,
or applicant may file written agreement to complete land-
scaping, fencing and striping, of parking area prior to
final building department clearance.
7. Landscaping shall be maintained in accordance with the
approved landscape plan.
8. An enclosure consisting of a concrete floor surrounded by
a six foot high solid wall or fence shall be constructed
to house trash container in an area approved by the Fire
Department.
9. Applicant to file an agreomen; with the City that would be
satisfactory to the City Attorney that eight (a) additional
parking spaces on the west side of Bascom Avenue be provided.
The applicant is notified as part of this application that he
is required to meet the following conditions in accordance with
Ordinances of the City of Campbell:

A. All parking and driveway areas to be developed in com-
pliance with Section 9319 of the Campbell Municipal Code.
B. Underground utilities to be provided as required by
Section 9110.6 of the Campbell Municipal Code.
C. Plans submitted to the building department for plan check
shall indicate clearly the location of all connections
for underground utilities including water, sewer, electric,
telephone and television cables, etc.
D. Applicant to construct new curb, gutter, sidewalk, street
lighting and appurtenances on El Solyo.
E. Applicant to pay storm drainage fee in the amount of $385.00.
F. Applicant to process and file parcel map.
G. Applicant to obtain excavation permit for driveway con-
struction.

ing the parking situation on sl Sol.yo.
Since the meeting when it vas decided to rim a trrflic survey,
Yr. Alter, owner of the fardstiek, has had his employee's perk
across the street. This has left E1 Solyo free of cars parked
all day in front of our homes. Cf Course this will be resume
arain when the survey is over. This is the wev he operates.
This brines me to the main reason for this letter. Ny main con-
cern as well as other residents of 41 Sol•ro is with the large
number of employee's at the 'fatdstic'-. You can see how many by
counting the number of cars across the street. 'dhat happens
when the site or the Yardstick is doubled including the nw.iber
of emplovees=.and they no lorver nark across 3esco-7 If you
were a resident of E1Solvo von would be concerned also.
I personal.r feelthat env 3mployer should be required to provide
sdequet parUinc for employees as wellas customers. I also think
the ratio of a 1-510 for the mezzanine area is unrealistic, where
it is roinr to be used as class rooms and offices.

a parking lot adjacent to our home, on the property now desig-

dwelling, we request that the planning commission stipulate,
that the dividing masonry wall between our property and the
