Commissioner Klein expressed concern about the coinv)a access to
parkin,,, area along the southeriv property line of the station. Ile
noted that cars Lsin; the nine parking spaces located along the

that this is a hazardous situation and that the station sit ---
should be protected from adjoining uses by a complete landscape
barrier or fence.
Mr. Oscar Sohns, Architect, stated that he had prepared a co-
ordinating plan between the service station and the furniture
store and after discussion with Shell and the City, this park;.ng
plan was developed. Ile stated that this plan provided eight
additional parking spaces for the furniture store.
Commissioner Scott stated that the Review Conmittee had met
with Shell on several occasions and have reviewed several modifi-
cations of the site plan. It was the committee's feeling that
this was a workable and acceptable plan.
Commissioner Pack stated that he also was concerned about the
relationship of this parking area to the service station site.
Ile would like to see a barrier between the two uses.
Mr. Wheeler, representing Shell Oil Conpany, stated that he did
not consider the parking area a hazard. However, they would
agree to putting a line of wheel bunper guards in order to guide
and separate the traffic.
Commissioner Klein stated that lie was concerned that the City
would be committed to a future layout for parking for the furniture
store and, also, concerned that this type of arrangement would be
proposed elsewhere in the city.
Commissioner llebard moved that the application of Shell Oil
Company for approval of "S" 70-S5 be approved as recommended by
the Architectural Review Committee with the addition of adequate
parking barriers to be placed on the south property line as
approved by the Planning Director. The motion was seconded by
Commissioner Scott and adopted with one "No" vote. Commissioner
Klein voting "No."

STAFF DISCUSSION:
The applicants are proposing, to construct a 4-bay service station
of board -on -board stainless steel with r•asonry veneer decorative
features and a Spanish tile roof, and two separate pump islands. Staff
has recommerded slumpstone which is agreeable to the applicant.
The revised plot plan has eliminated the 20 foot easement from
Bascom Avenue to the property of Barbano fronting on Michael Drive
to the west, and relocated the service stiation and parking so as
to be in compliance with the Campbell Municipal Code.
The applicant is notified as part of this application that he is reeuired
to meet the following, conditions in accordance with Ordinances of
the City of Campbell:

Shell Oil Co. of a service station to be located on the
southwest corner of Bascom and Campbell Avenues
in a C-1-S Zone. (See map attached).
STAFF RECOMMENDATION:
Recommend that the plans as presented be continued to allow the
applicant time to make changes in the pleas to comply with the
recommendations of staff, or denial of the plans as presented.
STAFF DISCUSSION
The applicants are proposing to construct a 4-bay service station
of board on board stainless steel with masonry veneer decorative
features and a Spanish tile roof, an6 two separate pump islands.
Staff has recommended a change in the masonry veneer to slumpstone
and has added additional slumpstone to the building.
The plot plan as presented would provide for a 20' wide joint
easement running along the southerly property line from Bascom
Avenue to a residentially develooeu lot having frontage on Michael
Drive cue -de -sac. This portion of Michael Drive is located in
the County although the City is presen+.ly proposing an annexation
of the property. This easement is indicated on the attached map.
As proposed, :!,e site will include a 12 foot portion of the resi-
dential property in the County with the remaining 8 feet being
taken from the existing site in the City.
Staff has recommended a shift in property line so that the
southerly property line will be a continuation of the existing
City limits line.
The Engineering Department has also stated that the 1-way driveways
(3) will be limited to 16' widths and that the joint use of the
driveway (easement as shown) should not be allowed.
CONDITIONS OF V?ROVAL RECOMMENDED FOR SHELL OIL CO. "S" 70-55
1. Easement on the southerly property line will not be approved
as a part of this application.
2. Joint use of driveway (easement) will not be allowed.
3. Service station site to be redesigned so as to meet existing
boundary line of the residentially developed property to the
northwest located in the County. (This property is before
LAFCO at the present time and proposed to be annexed to the
City of Campbell).
u. Applicant to rear^ange building so as tc provide a 10' aide
yard setback on the west and south property lines.
5. Applicant to provide 12 on -site parking spaces as required
by the Campbell Municipal Code.
6. Fencing and landscaping to be provided as required by Ordinance
and as redlined by the Planniug Staff.

8. Applicant to secure permit from Fire Department for all under-

general architectural decor of these facilities be in conformity

development of these facilities is the placement of their trade-
mark sign. We believe that more attention should be paid to the
size, placement, and elevation of these trademark signs so as to
Insure that the overall facility is enhanced.

relative to these signs.

Please be advised that the Planning and Public Works Department Staff
have reviewed your preliminary submittal for a remodel of the existing
service station at the southwest corner of Campbell Avenue and South
Bascom Avenue. Based upon this review the following comments are
offered:
1. In the future, the Public Works Department would like to increase
the right-of-way at this intersection to provide additional capacity
at this intersection. A redlined potential right-of-way line is
attached. If you should have any questions regarding this
requirement, please contact Bill Nelms, Engineering Manager, at
866-2150.
2. Landscaping - It is recomme.ded that a minimum of five feet
landscape perimeter be provided and that substantial landscaping be
provided for buffering purposes.
3. Architectural - The City of Campbell has encouraged the use of
Spanish motifs in projects within close proximity to the Pruneyard
Shopping Center. It is recommended that any remodel incorporated
some elements of this building style.
4. Planning Process - The establishment of a car wash at this location
will require the approval of a Zone Change from C-1-S to C-2-S and
approval of a Conditional Use Permit.

The Planning Director has reviewed you preliminary landscape concept to change
the app:owed landscaping at your service station from a combination of shrubs
and flowers to a sodcled area with annual color. The Planning Director is
generally supportive of this landscaping concept, however, he requests that
more definitive plans be submitted. He additionally comments that these
landscape areas should maintain both a shrub and tree element more substantial
than presented in your revised plan.
It is recommended that you contact a local landscape architect or a landscape
architect of your choosing to prepare a revised plan. The revised plan should
address the following .:oncerns:
1. Provision of tree planting in all landscape areas, a minLaum of 15 gallon
size should be provided.
2. Provision of shrub plantings adjacent to the free-standing sign, and
adjacent to the vane pipes from the undergr.)und tanks to provide a more
attractive screened appearance to the project.
3. Provision of drought -tolerant plant materials. A fescue grass should be
provided.
Generally, the landscape concept as submitted at this point does not present a
substantial buffer or softening of the paved areas in the project. It is
important that these landscape areas provide a visible introduction of
greenery. A list of local Landscape Architects that have worked with the City
is attached for your information

Dear Sir:
The following comments will relate to your letter of
September 9, which accompanied your Company's application
for use permit for a new facility at southwest corner of
Bascom and Campbell Avenues in Campbell.
This office will become involved in the review of your site
plan during the "S" Approval considerations which will follow.
I would like to advise you prematurely that I hcce some definite
ideas as to access to the site, as well as to aesthetic treat-
ment of the frontages, which I would like to discuss with you
at an appropriate time.
We do feel that the site in question has rather unique
importance, particularly in view of its proximity to the Prune
Yard. Needless to say, we are all impressed with the quality and
care which are becoming to be quite apparent factors in the
development of that corner. The City is extremely interested
in doing its beet to ensure the continuation of this sort of
approach throughout the entire commercial neighborhood on Bascom
Avenue.
Your reference to ^ipening up the corner" and "improvement of
safety conditions" are good points with which we agree, except,
it is unfortunately the case in every instance that the newly
"opened" corner in immediately "closed" by the miscellaneous
signs and advertising paraphernalia which is invariably represented
as being critical to the ultimate life and success of the
facility involved. It is our sincere hope that the virtuous

Enclosed please find two letters which we have sent to the
Atlantic Richfield Oil Corporation and the Shell oil Corpora-
tion pertaining to the development of their service stations
within Campbell.
The members of this committee are quite concerned that the
general architectural decor of these facilities be in conformity
with the surrounding developments. A significant part of the
development of these facilities is the placement of their trade-
mark sign. We believe that more attention should be ;aid to the
size, placement, and elevation of these trademark signs so as to
insure that the overall facility is enhanced.
We would appreciate your informing the Planning Commission of
our letters to these companies and of our continued concern
relative to these signs.
