( See map and applicant's statement attached). STAFF RECOMMENDATION: 1. Approval, subject to the establishment of a policy by the Planning Commission regardirg small outdoor business activities such as the one propused. 2. If approved, subject to the attached conditions. STAFF DISCUSSION The applicant is proposing to constrict a photo exchange service building in the Hamilton Plaza Shopping Center. The building is approximately 45 square feet and would cover two parking spaces within the main parking lot of the Center. Construction materials would be rough sawn cedar with glass panels and a mansard roof. In the staff's opinion, the use as such of the photo service is not objectionable. However, the appearance of Cie building, which is in effect a free-standing sign within the parking area, is objection- able. In addition to the signs, the color of the mansard roof could not be recommended. Other ir.form�tion pertinent to the application is as follows: 1. The proposal is in accord with the outdoor business activities ordinnce which permits such uses to be located in shopping centers which hav< in excess of five acres, or are located at the intersection of two major st-eets which have in excess of four lanes of moving traffic. 2. A request for a similar building and use in the Kirkwood Plaza Shopping Center, which is zoned C-1-S, was denied by the Commission in November 1968, primarily on the basis of the zoning district, C--1-S, the appearance and the relationship of the site to the shopping center. 3. The C. mmission denied a request of Fotomat in April of 1969 for a similar use to be located at 1723 South Bascom Avenue. The basis of denial was that it did not meet the requirements of the outdoor business activities ordinance and the appearance of the building,. F W CONDITIONS OF APPPOV.AL - "S" 72-8 I. Roof material and appearan_e shall be revised —d approved by the Planning Commission. 2. Landscape plans indicating type of plant material, location of hose bibs or sprinkler system and type of fencing to be submitted for approval of the Planning Director at time of application for building permit. All planter areas to be enclosed within 4" to 6" raised concrete curbs. 3. Landscaping shall be malntaiied in accordance with the approved landscape plan. 4. Faithful performance bond in the amount of $1,000 to be posted to irsure landscaping, fencing and striping, of parking area within three (3) months of completion of construction, or appli- cant may file written agreement In complete landscaping, fencing and striping of parking area prior to final building department clearance. The applicant is notified as part of this application that he is required to meet the following conditions in accordance �;th OrdinanceF of the City of Campbell. A. Underground utilities to be provided as required by Section 20.16.070 of the Campbell Kinicipal Code B. Plans submitted to the building department for plan check shall indicate clearly the location of all connections for underground utilities including water, sewer, electric, telephone and television cables, etc. C. Sign application to be submitted in accordance with provisions !' of the sign ordinance for all signs. No sign to be installed until application is approved and permit issued by the building department. The proposed position for this store is indicated on the enclosed plot plan. I am also enclosing, for your inspection, a copy of Fox-Stanley's most recent annual report. Also enclosed find a photo of one of our ex- isting Photo Square units. The purpose of the Photo Square unit is to provide qual- ity photofinishing to its customers. The majority of this photofinishing is pricessed in our plant in Oakland and returned to the Photo Square overnight thereby giv- ing our customers 24-hour service. We endeavor to keep our units in a clean and orderly manner at all times and spend a great deal of money throughout the year to achieve this. Each unit is closely supervised.
