(Conti: ed from December 4, 1977 meeting). The committee does recommend a change to condition K to read as follows: "Roof covering shall be fire retardant Class "B" and tie into the adja-'nnt development to the north in appearance." The applicant was in agreement wit} the 10,000 square feet of area to be landscaped and would come back to the Planning Director with the land -.cape plan. Commissioner Larson moved that "S" 72-64 he approved subject to the following conditions: 1. Property to be fenced and landscaped as indicated and as added in "red" on plans. 2. Landscape plan indicating type of plant material, location of hose bibs or, sprinkler system and type of fencing to he submitted for approval of the PlanninP Director prior to application for building nermit. All planter areas to be enclosed within four inch to six inch raised concrete curbs. ' 3. Landscaping shall be mai.ntai:ied in accordance with the approved landscape plan. 4. I k ''`ONTINUED TO PLANNING COMMISSION MEETING OF DECEMBER 18, 1972 STAFF COMMENT SHEET - PLANNING COMMISSION MEE'iING OF DECEMBER 4, 1972 "S" 72-64 Applicetionof Hammarberg 6 Herman Architects Hammarberg G Herman for approval of construction of a Longs Drug Store and 5,000 square foot of shops to he located at 1720 and 1730 South Bascom Avenue in a C-2-S Zone. (See map and applicant's statement attached). STAFF RECOMMENDATION: Approval, subject to the attached conditions. STAFF DISCUSSICV: The applicant is proposing to construct a 26,170 square foot Longs Drug Store and an additional building containing 5,000 square feet proposed for shops. These two buildings will be located between the existing shopping center and the Bonanza Store located in the Hamilton Plaza Shopping Center on the southeast corner of Hamilton and Bascom Avenues. The total site area is indicated at 537,820 square feet; the total building area, including existing and pro -posed, is indicated as 120,349 square feet. The fenced area at the side of Bonanza is not calculated in the coverage or parking. Parking for the shopping center including the proposed addition is being provided at 1/182.6 square feet of gross floor area. (659 parking --paces). The landscaping requirement for this development under our present ordinances would be approximately 41,747 square feet. The existing landscaping plus the new landscaping, proposed is approximately 11,095 square feet. The building is indicated as concrete block to the east with a truck ramp and flat roof. The front of the building (west elevation) is indicated as concrete columns, color panels (Mirrowell-trade name), glass windows and doors, wood soffit and concrete tile roof. The north and south ends tie into the existing buildings. Longs Drug Store building indicates a 20 foot setback on a portion of the building from the rear property line and the Fire Department has requested a minimum 25 foot clearance from the rear of the building to the rear property line. The parking area fox, this entire complex is located in front of the buildings with the exception of the service center located on the southwest portion of the property. "S" 72-64 Ham marberg 6 Herman Page Two The existing landscaping does not comply with present ordinance requirements and staff is of the opinion that inasmuch as the major portion of this development was constructed prior to the adoption of the landscape ordinance that the requirement of 41,747 square feet of landscaping at this time would not be realistic. It is, however, the opinion of the staff that additional land- scaping should and can be provided for this development and recommends that the applicants obtain approval of the landscaue plan b- the Planning, Commission. In terms of area it would not seem unreasonable to consider a minimum area that would be required by the ordinance if this were a commercial development on an individual lot. In that case, landscaping of 10% of the lot area after excluding the building would be required. For this proposal approximately 10,000 square feet would result. It also seems to the staff that 10,000 square feet of landscaping spread in the parking area of the shopping center where little exists would be a major improvement. I 1.11117-- a CITY OF CAMPBELL PLANNING COMMISSION APPLICATION FOR "S" APPROVAL Statement concerning Nature and Purpose of improvements to Hamilton Plaza Center Campbell, California The new buildings proposed for the Hamilton Plaza Center will consist of a Longs Drug Store and 5000 square feet of shops. The specific shop tenants are undetermined at this time. The new buildings shall be placed adjacent to existing buildings as shown on the site plan and shall be related in architectural design. Parking, r- proposed, will exceed requirements of city standards. Commissioner Stewart reported that the Architectural Review Committee did not review these plans as the applicant was not present at the meeting. Chairman Hehard asked if the Architectural Advisor had commented on the plans. -4- I -At Mr. Kee advised that ne had not. However, the general design of the building is very similar to the existing buildings in the shopping center. The Architectural Advisor's comments were not available due to the holiday and lack of time to get his comments back prior to preparation of the staff report. Commissioner Stewart was of the opinion that the Commission should have the benefit of professional opinion on the plans. Also, he questioned the landscaping. He thought it might be advisable for the Commission to provide the applicant with some direction. Chairman Hebard believed that without the benefit of the Archi- tectural Advisor's comments and the Architectural Committee's review that they should not put the application before the Commission. Commissioner Alexander stated that if this were built on an individual lot the Commission would require a certain amount of landscaping. He thought that the same requirements should apply to this building and that it should be discussed by the Architectural Review Committee. Chairman Hebard asked if the applicant wished to be heard. Mr. Herman stated that he was not aware that he was to attend the morning meeting,. He had overlooked the time of the Archi- tectvral Review Committee meeting that was outlined in the letter. He added that the parking requirements were over what was re- quired and there has been some new landscaping provided at the front of the buiiding. He did say there was some urgency on the part of the owner for approval and he would appreciate consideration of the application. Commissioner Alexander moved for continuance to the December loth meeting. Motion seconded by Commissioner Howe. Discussion followed as to the landscape requirements. Motion adopted unanimously.
