Commissioner Cook questioned the Architectural Advisor's recom- mendation that the concrete slab should be broken up by land- scaping. Commissioner Lubeckis advised that this was discussed briefly at the meeting and the Architectural Advisor was not opposed to the approval recommendation at the committee mccrinF. The applicant was not present as the airport was closed due to fog. K] 0 Chairman Alexander Asked Commissioner Lubeckis for the report of the Architectural Review Committee. Commissioner Lubeckin report- ed that the Architectural Review Committee d;21—rased this appli- cation and recommends that the entire Commission review it and make the recommendation to the Council. The committee's main concern is that the proposed building, is in the Interim 'Lone. It was pointed out that there was little chance that the loop street would affect this particular area. Commissioner Hebard stated that the proposed development is very close to tl:e loop street development and it was difficult for the committee to decide that a project like this could he approved by itself. It was his feeling„ and Commissioner Lubeckis concurred, that this should be referred to the Interim Zone Committee. lie stated that he would not want to approve a project that would be presenting obstacles in the next few months in the area of- the Interim Zone. They felt this was beyond the Architectural Review Committee's purview. Chairman Alexander asked Mr. Kee for his comments. Mr. Kee stated that the staff recommends approval with attached conditions. The staff considered the parking layout, the land- scaping, and site design. The Architectural Advisor did express some concern on the design, however, there is a condition that speaks to resolving this matter. STAFF DISCUSSION: The applicant is proposing a revision to plans for an 84 unit apartment complex for senior citizens on a parcel of property which has approximately 150,200 square feet (3.5 acres) an increase of 14,700 square feet to the previously approved site. Building coverage is 26.5% and open space is in exce-s of code requirements. (19,000 square feet required, over 83,700 square feet provided.) The density is 24 units/acre which is below the allowed 27 units/:cre allowed by the R-3-S zone. The applicant is proposing 60 parking spaces, since the development is to be used for senior citizens' housing. The revised site plan indicates an additional eight spaces over and above the number previousiy approved for this de -lopment. The staff is concerned, however, and is recommending the addition of a condition that the applicant is to sign an agreement satisfactory to the City Attorney that additional parking will be provided in conformance with the Campbell Municipal Code if, and when, this project, or any part thereof, is used for other than senior citizens' housing. Building materials for the project are basically stucco walls with wooden railings and trim. The only exception to this is the recreation hall which has walls made of wood siding. The roofing material for all the buildings is shown as asphalt shingles. Previously, the Planning and Engineering staffs were concerned because of the easement which allowed through traffic across this site from South Bascom to White Oaks. The revised site plan eliminates this problem by cutting off the driveway. There will still be access to a small parking lot (3 soaces) from White Oaks. An additional parcel of land has been added which is 133.78' x 110' fronting on whiteoaks Road, to meet a requirement made by HUG to provide more street frontage. As you will see on the revised Plot Plan attached, the added land will be used almost entirely as landscaped open area, no structures are to be placed on this addi- tional parcel. Visitors' parking for t'iree cars together with access to the proposed Manager's office is provided together with parking on the R-3 parcel for three tenant cars. This arrangement should create a minimum of additional automobile traffic on whiteoaks Road, and will at the same time, provide a large land- scaped area for the benefit of project residents and a park like street front exposure for the benefit of the adjacent property owners, In order to assure continued use as described we propose to tie the additional parcel to Parcel B, upon which the apartment structures are to be constructed, by an appropriate recorded document. STAFF DISCUSSION: The applicant is proposing to construct an 84-unit single bedroom apartment complex for senior citizens on a parcel of property which has approximately 136,000 square feet (3.1 acres) in area. Building coverage is 22% and open space is in excess of code requirements (19,000r square feet required,over 69,000 square feet provided.) The density is a maximum in the R-3-S Zoning District of 27 units per acre. In regard to parking, the applicant is proposing a reduction in parking to provide 54 spaces in lieu of 126 required by tae Zoning Code. Since the development is to be used for senior citizen hous- ing, the applicant is requesting a major reduction in the parking he will have to provide. Whereas the Camo:eLl Municipal Code would require 126 spaces (84 covered) for a project of this size, provi- sion is being made to provide only 54 (42 covered). In 1970, the staff conducted a survey of other developmencs of this nature in conjunction with the application for the Christian Science Retirement Project to be located at 250 Budd Avenue. The results of this survey showed that one space per unit was normally more than adequate for a project of this type. The 54 spaces shown on the application which is before the Commission at this time conform closely to the ratio which was approved for the Christian Science Project. The staff is concerned however and is recommending, the addition of a condition that the applicant is to sign an agreement satisfactory to the City Attorney that additional parking will be provided in conformance with the Campbell Municipal Code if and when this project or and part thereof is used for other than senior citizen housing. The applicant has provided an alternate parking plan with the appli- cation which shows that additional parking can be provided on -site to meet the Code requirements. If this alternate plan were imple- mented, it would be done at the expense of the landscape/open space area, but the Code requirenents would still be met. The basis for this recommendation is that traffic from Bascom Avenue has access over a private way to Hhiteoaks Road and that traffi, circulation from a high density development will have access through a single family neighborhood. In addition, numerous objections from the residents on Hhiteoaks Road have been expressed to the Commission and City Council in the recent past concerning increased traffic on Hhiteoaks Road. STAFF DISCUSSION: This item was continued from the Planning Commission meeting of May 21, 1973, in order to allow time for referral of the plans and elevations to other agencies and groups. As of this writing, the staff has received comments from the Housing Authority for Santa Clara Councy, the Nest Valley Progressive Seniors, and the Archi- tectural Advisor. The comments from the Housing Autho­ty and the Progressive Seniors are attached to this comment sheet. Those from the Architectural Advisor indicate that he supports the design and building materials to be used in this project. Additional comments will be forthcoming from the Civic Improvement Commission after their meeting of June 14, 1973. Revised plans were submitted to the staff since this item was last be_ore the Planning Commission, and are more acceptable to both the staff and Architectural Advisor. Basically, the plans call for a relocation of some of the parking areas, although the actual number of parking spaces remains unchanged. The 25 foot easement to Nhiteoaks Road has been eliminated from the new plans in compliance with the request of both the Planning and Engineering Departments. The applicant has also submitted information relevant to the parking spaces being provided for similar developments in other cities. This information supports the staff's earlier recommendation for approval of this project with a parking ratio of 0.6 spaces per unit. This project, as it is proposed, would be developed under the HUD Turnkey Leasing Program. Under this program, the developer constructs the project using conventional financing. Upon completion of construction, the Housing Authority signs a long-term lease (20 years) with the developer. Legally, the Housing Authority becomes the tenant and the developer will give the Housing Authority the right to sublease the apartments to senior citizens of low income. The Housing Authority will be responsible for the upkeep and maintenance of the entire project including the land- scaping. The staff of the Housing Authority will, in effect, become th managers of the project; placing the tenants, collecting rents, and performing maintenance tasks, etc. The project will be constructed for the sole use of senior citizens, although the proposed community building will be available for use by senior groups not otherwise associated with the Housing Authority. Applicants for this project will be chosen based on factors relating to age, income, degree of need, and position on waiting list. We have, in the overall program, some 2,000 MAILING ADDRESS: P.O. E0A 2260 MISSION STATION, SANTA CLARA, CALIFORNIA 96061 I applicants on the waiting list and are presently in the process of developing a list of eligible applicants for this particular project. We feel this project, as proposed on this location, will provide a relaxed atmosphere conducive to the happiness and well-being of the senior citizens. The project is in our opinion, large enough so that the tenants will be of themselves, a "close knit" community, and yet the project will not be so large as to permit a loss of identity by individual tenants. With a separate agree- ment, the developers will provide a minibus for transportation to and from shopping areas. We feel we can pit .de a genuine and, indeed, exciting environment at this location. We whole-heartedly urge the city of Campbell to encourage the developers to go forward with this project as soon as possible. The buildings are staggered to create a more interesting exterior and the wide corridors are off set frequently in order to reduce the long "bowling alley" feeling which can occur. We are in the process of building a 32 unit project on Blaine Street, also leased to the City Housing Authority which the city approved, providing a 15 car parking area. HUD's recomendation for that project was 1 ca, ': each 4 units. During the past 3; years we have developed quite a few Senior Citizen projects each being located in appreciably different enviorments and areas. We have and are continually keeping track of the number of cars on each project and except in two cases where no transportation was available and where the project was located in a renewal area, the parking existing averaged approxi- mately 22% or 1 car for each 4.55 units.
