Plassmeyer, R. of plans for conversion of a residential building
to a professional office at 2190 South Bascom
Avenue in a C-2-S 'Lone. (See map and applicant's
statement attached).
STAFF RECOMMENDNTION:
Approval, subject to the attached conditions.
STAFF DISCUSSION:
1'he applicant is requesting approval of an existing converted resi-
dence which is being, used as a professional office. This parcel,
and the one to the north, were just annexed to the City. A
condition of annexation was that the applicant was to secure site
and architectural approval of the residence. The parcel to the
north is also owned by the applicant and is a converted residence
that is being used as a professional office. However, this building
received formal approval from the County.
The converted residence is approximately 1,650 square feet on a
lot containing 9,030 square feet. Thz resulting coverage is 18%.
The property is bounded by a professional office to the north, a
single family residence to the east and a Foster Freeze to the south.
The applicant constructed a six foot high masonary wall between the
subject property and the residence to the east. Parking is provided
within the code requirements with twelve spares. However, ingress
and egress are over the parcel to he north. A condition of approval
would be the filing of a parcel map combining the two properties.
Building materials are indicated as stucco walls and a mansard roof
on the front. The side elevations have partial mansards and a hip
roof. Landscaping is provided at 24% of the net area. Alor; the
rear property line are five gallon Monterey Pines.
In January of 1972, the County referred the proposed residential
conversion on the property to the north to the Campbell Planning
Staff. The staff responded (see attached letter) with the criteria
for a residential conversion within the Campbell City limits and
additionally noted that the parcel should he annexed to the City.
It is the staf:'s opinion that the conversion of the residence to
the north set a guide for the conversion to the south. when the
applicants requested annexation to the City of Campbell they were
advised that the subject conversion would be subject to site and
architectural control since it did not receive any in the County.
It is the staff's opinion that the applicant has made a better
conversion of the second residence than cf the first. Circulation
and parking are good on the two parcels and the landscaping well
maintained.
CONDITIONS OF APPROVAL - "S" 73-32

1. Property to be fenced and landscaped as indicated and as
added in "red" on plans.
2. Landscaping shall be maintained in accordance with the approved
landscape plan.
3. Faithful performance bond in the amount of $500 to be posted
to insure landscaping, fencing and striping of parking area
within three (3) months of completion of construction, or
applicant may file written agreement to complete landscaping,
fencing and striping of parking, area prior to final building
department clearance.
4. Trash container(s) of a size and quantity necessary to serve
the deve'opment shall be located in area(s) approved by the
fire department. Unless otherwise noted, enclusure(s) shall
consist of a concrete floor surrounded by a solid wall or fence
and have self -closing doors of a size specified by the fire
department.
5. Plans shall he submitted to building department for issuance
of building,plumbing, electrical and heating permits.
The applicant is notified as part of this application that he is
required to meet the following conditions in accordance with Ordinances
of the City of Campbell.
A. All parking and driveway areas to be developed in compliance
with Section 21.50 of the Campbell Municipal Code. All parking,
spaces to be provided with appropriate concrete curbs or bumper
guards.
B. Underground utilities to be provided as required by Section:
20.16.070 of the Campbell Municipal Code.
C. Plans submitted to the building department for plan check
shall indicate clearly the location of all connections for
underground utilities including water, sewer, electric,
telephone and televis-on cables,etc.
D. Sign application to be submitted in accordance with provisions
of the sign ordinance for all signs. No sign to be installed
until application is approved and permit issued by the building
department.

E. Ordinance No. 702 of the Campbeli Municipal Code stipulates
that any contract for the collection, and disposal of refuse,
garbage, wet, garbage and rubbish produced within the limits
of the City of Campbell shall be made with Greer. Valley
Dispcsal Company. This requirement applies to all single
family dwellings, multiple apartment units, to all commercial,
business, industrial, manufacturing and construction establish-
ments.

Section 21.42.090 of the Campbell Municipal Code reads as follows:
Any approval granted under this section shall expire one year after
the date upon which such approval was granted, unless an extension
for such approval is obtained by making written application for same
to the Planning Commission at least fifteen (15) days prior to the
expiration date of such approval.
No building permit shall be issued after the expiration date of any
approval until a new approval has been obtained in the manner provided
for in this Chapter.

1. Property to be fenced and landscaped as indicated and as
added in "red" on plans.
2. Landscaping shall be maintained in accordance with the approved
landscape plan.
3. Faithful performance bond in the amount of $500 to be posted
to iiisure landscaping, fencing and striping; of parking area
within three (3) months of completion of construction, or
applicant may file writLen agreement to complete landscaping,
fencing and striping of parking area prior to final building
department clearance.
4. Trash container(s) of a size and quantity necessary to serve
the development shall be located in area(s) approved by the
fire department. Unless otherwise noted, enclosure(s) shall
consist of a concrete floor surrounded by a solid wall or fence
and have self -closing doors of a size specified by the fire
department.
d 5. Plans shall be submitted to building department for issuance
of building,plumbing, electrical and heating permits.
The applicant is notified as part of this application that he is
required to meet the following conditions in accordance with Ordinances
of the City of Campbell.
A. All parking and driveway areas to be developed in compliance
with Section 21.50 of the Campbell Municipal Code. All parking
spaces to be provided with appropriate concrete curbs or bumper
guards.
B. Underground utilities to be provided as required by Section
20.16.070 of the Campbell Municipal Code.
C. Plains submitted to the building department for plan check
shall indicate clearly the location of all connections for
underground utilities including water, sewer, electric,
telephone and television cables,etc.
D. Sign application to be submitted in accordance with provisions
of the sign ordinance for all signs. No sign to be installed
until application is approved and uermit issued by the building
department.

E. Ordinance No. 782 of the Campbell Municipal Code stipulates
that any contract for the collection and disposal of refuse,
garbage, wet garbage and rubbish produced within the limits
of the City of Campbell shall be made with Green Valley
Disposal Company. This requirement applies to all single
family dwellings, multiple apartment units, to all commercial,
business, industrial, manufacturing and construction establish-
ments.
FIRE DEPARTMENT:
F. Provide one "2ABC" fire extinguishers. 13.30 (a) U.F.C.
G. Provide hard surface access road to rear of building aT,d
parking lot (Plan does not show access road to rear).
BUILDING DEPARTMENT:
N. Building shall be made to comply with F-2 occupancy requirements.
I. North and south walls shall be one hour. North wall shall have
protected openings of one hour rate assembly table 5-A, Section
2203 (d) U.B.C.
J. North exterior wall shall have 33" high parapet above roof.

PUBLIC WORKS DEPARTMENT:
K. Storm drainage area fee based on $765 per acre.
