Daniel to construct a restaurant on property located at 1815 South Bascom Avenue. (Continued from November 19, 1973 meeting). (See map attached). STAFF RECOMMENDATION: Approval, subject to the attached conditions. STAFF DISCUSSION: This :tem was continued from the Planning Commission meeting, of November 19, 1973, in order that the applicant could submit revised plans. The revised plans are significantly changed from the original application. The following would be a summary of the changes: Landscaping increased from 8% to 13% with maple trees placed around perimeter of the entire lot. Parking reduced from 89 to b4 spaces. Site location of building, - Shifted from 5 feet from the nortb property line to 5 feet from the south property line. Building, setback from the front property line has been increased from 20 feet to 30 feet. The building design has been changed to a low -profile design. Height has been reduced from a total height of 34 feet to around 17 feet. Materials are indicated as a gold the roof, plaster ocher walls and white ornamental decorations. Both designs are in the Chinese motif. It is the staff's opinion and that of the architectural advisor that the revised plan is a significant improvement over the original design. The shifting of the building to the south allows a greater sensitivity to the site and separation from the proposed bank building to the north, which is approved o:, the oroperty line adjoining the restaurant property. The architectural advisor has expressed concern over the north ele- vation of the building which is rather plain. It is felt that the type and size of landscaping will play an important role in the enhancement of the Duilding. A condition of approval would be a detailed landscape plan as well as a rear elevation to be approved by staff, which was not included in the revised pldns. q i CONDITIONS OF APPROVAL - " 73-52 Pang, Daniel 1. Property to be fenced and landscaped as indicated and as added in "red" on plans. 2. Landscape plan indicating type of plant material, location of hose bibs or sprinkler system and type of fencing to be submitted for approval of the Planning Director at time of application for building permit. 3. Landscaping shall be maintained in accordance with the approved landscape plan. 4. Faithful performance bond in the amount of $3,000 to be posted to insure landscaping, fencin;7. and striping of parking area within three months of completion f construction, or applicant may file written agreement to complete landscaping, fencink and striping, of parking area prior to tinal building department clearance. 5. All mechanical equipment located on roofs shall be screened as approved by the Planning Director. 6. Applicant to submit rear elevations for approval l,v Planning, Director. The applicant is notified as part of this application that he is required to meet the following conditions in accordance with Ordinances of the City of Campbell. A. All parking and driveway areas to be developed in compliance with Section 21.50 of the Campbell Municipal Code. All parking spaces to be provided with appropriate concrete curbs or bumper guards. B. (See map attached). STAFF RECOMMENDATION: 1. Denial of plans as submitted or continuance until plans can be revised. 2. If approved, subject to the attached conditions. STAFF DISCUSSION: The proposal is for a Chinese Restaurant which has approximately 9,010 souare feet on a parcel containing 44,950 square feet. The resulting coverage is approximately 20%. The seating capacity is stated as 275-300 persons resulting in a parking requirement of 100 spaces. The site layout reflects 89 spaces that would meet zoning code requirements. Landscaping is shown as 8% of the net areas, (less building) which is 2% less than indicated by the code. Building materials are indicated as wood, plaster, and stucco in a Chinese motif. In the staff's opinion, this site plan does not meet guidelines of the zoning code as it relates to developments recently approved in this area, and in particular to the plans that have been approved for the property immediately to the north. Areas of concern inclu,le builaing !!t setback from Bascom Avenue, lack of overall attention to landscape areas, on -site circulation and general appearance in relation to the adjacent property. Section 21.42.040 reads as follows: 21.42.040 Consideration in review of applications.
