Mr. Kee reported that condition M5 relates to the required park-
ing. This condition provides that the parking will be used
jointly for the developments as shown on the proposed site plan
and recorded with the County Cler};. He advised that in terms
of a ratio of 1,200 square feet fcr commercial development,
which is normally recommended, this would be in the range of
1/187 square feet which would provide more spaces available
than would normally be required in a commercial complex.
Commissioner Hebard asked Mr. Kee what kind of an agreement
would be required to be binding, upon the adjoining property in
case that this property is sold.

Mr. Kee stated that it would require the recordation of cross
easements providing parking to not only one but also to the
other property. it would become a common parking area for both
parties and there would be "x' number of spaces available to
both developments. Commissioner Hebard asked if this would
have to be accomplished to the staff and City Attorney's
satisfaction prior to occupancy.
Mr. Kee advised that before the planning staff would give its
approval for occupancy the agreement would have to be filed.
Commissioner Hebard moved that "S" 74-1 be approved subject
to the following conditions:
1. Property to be fenced and landscaped as indicated and as
added in "red" on plans.
2. Landscape plan indicating type of plant material, location
of hose bibs or sprinkler system and type of fencing to be
submitted for approval of the Planning Director at time of
application for building permit.
3. Landscaping shall be maintained in accordance with the
approved landscape plan.
4. Faithful performance bond in the amount of $2,500 to be
posted to insure landscaping, fencing and striping of
parking area within three months of completion of construction,
or applicant may file written agreement to complete landscap-
ing, fencing and striping of parking area prior to final
building department clearance.
S. Parking will be used jointly for the developments as shown
on the proposed site plan and recorded with the Coun+y Clerk.
The applicant is notified as part of this application that he is
required to meet the following conditions in accordance with
Ordinances of the city of Campbell.
A. All parking and driveway areas to be developed in compliance
with Section 21.50 of the Campbell Municipal Code. All
parking spaces to be provided with appropriate concrete
curbs or bumper guards.
B. Underground utilities to be provided as required by Section
20.16.070 of the ,ampbell Municipal Code.
C. Plans submitted to the building department for plan check
shall indicate clearly the location of all connections for
underground utilities including, water, sewer, electric,
telephone and television cables, etc.
D. Sign application to be submitted in accordance with provisions
of the sign ordinance for all signs. No sign to be installed
until application is approved and permit issued by the build-
ing department.

The Planning C-imission of the Citv of Campbell convened this
day in regular session at the regular meeting place, the Council
Chambers of the City Hall, 75 North Central Avenue, Campbell,
California.

MINUTES Commissioner Hebard moved that the minutes
of the January 21, 1974 meeting be approved
as received, seconded by Commissioner
Alexander and unanimously adopted.
COMMUNICATIONS Mr. Kee reported communications received
relate to specific items on the agenda.
Also, there is an addendum to the agenda,
Item k8, parcel map for Zeigler Development
Corporation.
ARCHITECTURAL APPROVALS
Vice Chairman Alexander reported for the Architectural Review
Committee.
"S" 74-1 Recommends approval of the application of

struct a United California Bank building
on property known as 1970 South Bascom
Avenue in a C-2-S Zone.
Mr. Kee reported that condition ®5 relates to the required park-

E. Ordinance No. 782 of the Campbell Municipal Code stipulates
that any contract for the collection and disposal of refuse,
garbage, wet garbage and rubbish produced within the limits of
the City of Campbell stall be made with Green Valley Disposal
Company. This requirement applies to all single family dwell-
ings, multiple apartment units, to all commercial, business,
industrial, manufacturing, and construction establishments.
F. Trash container(s) of a size and quantity necessary to serve
the development shall be located in area(s) approved by the
fire department. Unless otherwise noted, enclosure(s) shall
consist of a concrete floor surrounded by a solid wall or
fence and have self -closing doors of a size specified by the
fire department.
PUBLIC WORKS DEPARTMENT
G. Storm drain fee in the amoun+- of $765 per acre.
H. Remove existing driveways not utilized by proposed development
and replace with stanuard street improvements.
I. Remove existing sub -standard curb, gutter, sidewalk and appur-
tenances and replace as directed by City Engineer.
BUILDING DEPARTMENT
J. Provide 30" high parapet wall at south property line. Sect. 1709,
K. Roof covering shall be fire retardant. Sect. 1704. .
L. South wall shall be one hour wall. Table 5-A, Sect. 1705,
2203 (a).
M. Openings in south wall shall be 3/4 hour. Table 5-A.
The applicanol is notified that he shall comply with all applicable
Codes or Ordinances of the City of Campbell which pertain to the
development and are not herein specified.
Mr. Kee advised that the applicant has stated that they have re-
ceived many comments from visitors and delivery people that they
have experienced difficulty in locating their place of business
approaching from the east along Hamilton Avenue. In fact, the
President of their company had difficulty in locating the business.
Commissioner Hebard moved that the Planning Commiss+.on recommend
to the City Council that S. A. 74-5 be approved, seconded by
Commissioner Alexander and unanimously adopted.

Chairman Stewart asked Mr. Kee for his comments.
Mr. Kee advised that this item has been on the agenda since
November 5, 1973. Since that time the applicant has consistently
requested continuances in order that revised plans would be sub-
mitted. However, the staff has not heard further from the
applicant and is, therefore, recommending denial without prejudice.
Chairman Stewart declared the public hearing open and asked if
anyone wished to be heard.
Commissioner Alexander moved that the public hearing be closad,
seconded by Commissioner Cook and unanimously adopted.
Resolution No. 1362 Commissioner Alexander moved that Resolution
No. 1362 be adopted denying without prejudice

Bascom Avenue in a C-2-S zone. (See map and
applicant's statement attached).
STAFF RECOMMENDATION:
Appro7al subject to the attached conditions.
STAFF DISCUSSION:
The applicant is proposing a commercial -office building which has
a floor area of approximately 5,940 square feet on a parcel of land
which has approximately 219900 square feet. The proposed development
is to the north of the existing California Savin;s and Loan building
and proposing a joint use of parking facilities with the Savings
and Loan development. 'ihe landscape area is over 20 percent of the
lot area after the building areas have been subtracted and 23 feet
of landscaping is proposed between Bascom Avenue and the front
portion of the building. The setback is in line with that of the
Savings and Loan building in relation to Bascom Avenue. A '.ive-up
window is proposed to the rear of the hank. Access would be from
Bascom Avenue and a stacking lane is indicated for vehicles enterinf
onsite from Bascom Avenue.
The staff is of the opinion that the overall site plan including,
the California Savings and Loan development is approFriate at this
location. It shculd be emphasized and brought to the attention of
the Planning Commission, however, that this is one of the first
new buildings across from the Pruneyard on Campbell and Bascom
Avenue which has not indicated a mission style tile roof. It should
also be noted that the architectural advisor is of the opinion that
the design is not incompatible with other development in the general
area and is acceptable in terms of the overall design.
The staff has recommended a condition which will require a determin-
ation by tl�e Planning Commission that parking on the Savings and
Loan property can be utilized by th.� DroDosed development. It is
a further recommendation of the staff ;hat the agreement as rer.om-
mended be recoraed in order that common parking facilities are a
matter of record.
