Mr. Kee advised that on May 3, 1974, the Planning Ccmmissio,:
r,^anted the applicant .. one-year temporary use of a trailer in
conjunction with an emergency ve•teri-,arian clinic. The applicart
has stated his in_ent to cnlatre the rxistiny b A lding, but due
to economic conditions is unable to eo so at this time. It is
the staff's opinion that a one-year extnvsion would be ir keep-
ing with last approvals of temporary strictures in the City.
The request has been routed to other departments and staff has
not received anythinr. hack from them.
Comeissioner Stewart stated that veterinary clinics are lirensed
by the County or State and would have to meet code requirements j
of the County or State.

or that a policy decision be made by the Planning Commission to _
change the professional office land use to commercial.
The staff is of the opinion that commercial land use would be
workable for the area shown for office Jand use, but that the
area to the south should remain as residential. The zoning, is
currently Planned Development and staff is of the opinion that
the toning should remain P-D.
A letter has been received from Daniel Jones, representing Mr.
Alan Sims, Mr. Sondeno, Mr. Veaver and Mr. Hodginson, owner!: of
the subject properties. (A copy of subject letter distributed
to the Planning Commission.)
Chairman Alexander asked Mr. Kee if the Comm''-ssion is to con-
sider the lots that face to the rear in the study area. Mr.
Yee advised that the lots Cc all the way through from Campbell
Avenue to Mich;cl Drive.

STAFF RECOMMENDATION:
Approval of one-year extension.
STAFF DISCUSSION:
On May 2, 1974, the Planning Commission granted the applicant a one-year
temporary use of a trailer in conjunction with an emergency veterinarian
clinic. The applicant has stated his Intent to enlarge the existing building,
but due to economic conditions is unable to do so at this time.
It is the staff's opinion that a one-year extension would be in keeping with
past approvals of temporary structures in the City. It should be noted
to the applicant that a second extension of t"me will be more difficult to
secure because the intent in approving temporary structures is to provide
time for the approval and construction of permanent structures.

STAFF RECOAMENDATION:
a; Approval subject to the following condition:

the removal of the trailer by June 1, 1975.
STAFF DISCUSSION:
r The applicant is proposing to locate a 10 x 40 foot trailer in
back of the existing animal hospital. The attached statement in-
dicates that the demand for an emergency facility has exceeded
the existing space and the applicant is therefore requesting the
use of a temporary trailer until such time as plans can be pro-
cessed for a larger facility.
It is the staff's opinion that the temporary use of trailers is
acceptable if adequate provisions are made for the removal of the
trailers within a reasonable length of time. Staff is recommending
a period of time of one year in which the trailers would have to be
removed. This would allow greater control ever the use of temporary
structures and continued use in lieu of a permanent structure.

I feel a short description of our clinic and its function as a service !
to the public, miq`;t be ;n nrder. Our facility was set up, and is 1
sponsored by, the Santa Clara County Veterinary Medical Association
and its member hospitals. We serve the public as a Veterinary I:mergeney
Hospital when the other hospitals are closed (en. week niqhts 6:00 p.m.
to 8:00 a.m, and weekends Saturday noon to Monday 8:00 a.m.)
The concept of emergency clinics in the field of veterinary medicine
is quite new. So it was very hard to anticipate our acceptance by the
Public. In the past 12 months that we have functioned we have out-
nrown 2 facilities. We are at present faced with a serious problem:
lack of space. We require the temporary use of the described trailer
40'xln', which will provide 40n square feet of additional space for
animal housinq and storage. The existinc outdoor runs will be
covered to shield any animals kept there on weekends from potential
sunstroke.
