STAFF DISCUSSION: This icem was continued from the meeting of December 18, 1975 in order that the applicant's architect could meet with the City's Architectural Advisor and 'he Site and Architectural Review Committee in an attempt to reach an agr^ement with regard to the roof treatwent of the proposed building. Staff is confident that this matter can be resolved in the Site and Architectural Review meeting and therefore is recommencing approval subject to the attached conditions. Commissioner Pack reported that the applicant was not present at the*Architectural Review Committee meeting, therefore, the appli- cation was not discussed. It was the committee's recommendation that the application be referred to the entire Commission for consideration. Chairman Lubeckis asked whether the Commission felt they nould act on the application without the Architectural Advisor's zomments. Mr. Kee edvised that his comments are incorporated in the staff comment sheet and he was at the Architectural Review Committee meeting, however, he did not meet with the applicant. Commissicner Hebard stated that he would not want to set a preceient of having architectural review items appear before the Commission as a whole, and he suggested that the meeting, be recessed so the Architectural Review Committee and applicant could meet to discuss the project. . Commissioner Hebard moved that the meeting be recessed, seconded by Commissioner Dickson and unanimously adopted. The meeting wa: recessed at 7:45 p.m. Hecting reconvened at 8:15 p.m. Commissioner Pack reported that the Architectural Review Committee met with the applicant and discussed some of the Architectural Advisor's concerns. It was agreeable with the applicant that the item be continued in order that the plans can be discussed with the Architectural Advisor and hi-- architect. ( See map attached.) STAFF RECOMMENDATION: Approval, subject to the attached conditions. STAFF DISCUSSION The applicant is proposing to construct a 5,600 square foot restaurant building, which .rill cover 12% of the 46,500 square foot lot. Building materials are indicated as concrete block walls (split and smooth face) with redwood stained trim and panelled roofing. The applicant is providing 82 parking spaces, which would exceed the code requirements for a proposed seating capacity of 146 people. The site plan indicates that 16% of the net lot area will be landscaped. The Architectural Advisor has indicated concern with regard to (1) the parking :;calls and their proximity to Bascom Avenue, (2) the roof treatment not being carried around all four sides of the building and (3) the nature of the "buffer" that is shown on Arroyo Seco Drive.
