Also, there is a condition in the "S" approval requiring acceptance of the E.I.R. by the Commission. Commissioner Dickson stated that he voted "no" because h., felt there were some cor,.ments the Commission waited to make and did not have a chance to make them. He expressed concern that the commur.ty noise equivalent level at the site is approximately 59 dBA and ,-here is nothing in the r—ort to indicate how the project will be protected from that noise level. Commissioner Pack stated that the consultant does not state in the noise study how he obtained the data contained in the study. He does not speak to whether the traffic is "peak" traffic --he refers to daily average traffic. She stated she would like to know if field measurements were taken. At the time the T.I.R. was first considered, she raised several questions and they have not beer. answered. Approval of "V" 76-1 b. Acceptance of EiR 76-1 c. The attached conditions STAFF DISCUSSION: ' The applicant is proposing to construct a 93 unit apartment complex on a 4.1 acre parcel. The development will include 11 two story apartment buildings, I single story apartment building with an attached rental office, 2 utility rooms, and 8 carport structures. These 22 buildings will cover approximately 36% of the 178,000 sq. ft. lot. Building materials are indicated as resawn plywood siding with wood trim and a rock covered asphalt roof. The applicant is providing 96 covered and 47 uncovered parking spaces. These 143 spaces resultin a parking ratio of I# spaces per unit, which conforms to the zoning code. The site plat indicates thp, approximately 56:` of the net lot area will be landscaped. The applicant is providing a 5,000 sq. ft tennis court area and a 2,600 sq. ft. swimming pool area, of active open space/recreational use. The subject property is bordered on the west by single family zoned parcels, on the north by low medium density apartment zoned parcels and on the east by commercially zoned parcels. The land to the south is presently in the County, but shown on our general plan for high density residential development. The recently completed Housing Needs Assessmert recommends that this area be "S" 76-B Garrison, Elmer, R. developed with apartments rather than townhouses. (p. 52 par 2). A portion of the South planning area between Highway 17 and South Bascom Avenue contains vacant land which is designated as high density multiple family residential on the current General Plan. In that this area is removed from central city services and is generally surrounded by major traffic arterials, it is recommended that these areas of multiple family housing incorporate features of apartment living into their project plans to attract some of the additional 1,500 persons aged 20 to 34 who will require nousing by 1990. (Many in this age group will either be married couples without children or individuals living alone.) Most of the sites in this; area front onto Bascom Avenue; the traffic on Bascom decreases the attractiveness of these sites for the development of townhomes which might attract heavy concentrations of school age children. The Architectural Advisor has indicated that in his opinion, the design of the buildings is unsatisfactory. The elevation of Building "A" (closest to Bascom Avenue) has good "articulation" which adds interest to a long building (136-0"). However, this interest is lacking with most of the other buildings. The Architectural Advisor also questions the use of asphalt roofing with heavy roof rock. Staff is of the opinion that this item should be continued, in order that revised which may be submitted which are architecturally acceptable.
