c. "No Parking - Fire Lane" shall be painted: on the east curb of the

Mr. Kee reported that the staff recommends approval of the revi-
sion to the parking at the Prune Yard. The applicant would put
a slurry Beal. over the parking area and restripe the entire area.
The code has been amended to allow for up to 30% of the parking
area to be used for compact stalls.
Commissioner Pack stated that the Architectural Review Committee
agreed to the approval of the application in accord with the
staff recommendation. However, the final circulation plan is to
1" approved by the Director of Public Works.
Mr. Helms advised that the Public Works Department is in agreement
with the condition.
C.ommisaicner Dickson moved that "S" 76-22 be approved subject to
the conditions recommended by staff and the added condition to
read: "The final circulation plan to he approved by the Public
Works Director."
Motion seconded by Commissioner Pack and unanimously adopted.

"S" 76-22 Application of Mr. Russell Matesso, on behalf of the Prune Yard
Matesso, Russell for approval of plans to convert existing regular size parking
The Prune Yard stalls to compact size parking stalls on property known as
1865 and 1901 South Bascom Avenue in a C-2-S and C-2-0 (General
Commercial Zoning District). (See map attached).
STAFF RECOMMENDATION:
I. Approval of all spaces east of the Towers buildings subject to the following
conditions:
a. No parking shall be allowec adjacent to fire hydrants.
1. Hydrant at northwest corner of complex by "Daisy Bug."
2. Hydrant at Gran Plaza by "Stough Gifts."
b. Replace old hydrant with new "76" type across from dank of America.
c. "No Parking - Fire Lane" shall be painted: on tt'.e east curb of the
northbound driveway.
1. On the curbs of the driveways by the Gran Plaza and by Pool, Patio
and Things.
2. Continuance in order that the applicant may submit revised plans for the spaces
west of t;.e Towers, if the concerns expressed below cannot be resolved at the
Site Appro—I Meeting.
STAFF DISCUSSION:
The applicant is proposing to restripe the parking lot for the Prune Yard. The f
existing parking surrounding the retail businesses is striped on a 60' design pattern.
The applicant ios proposing to replace 163 full-size spaces ( 6 0
design) with 271 compact -
size spaces (90 design). These compact stalls would be in randomly located groups
of between ning to twenty-four spaces. The gain in available parking would be 108
spaces. The 60 parking design has a back-up distance of 18'-0". Although this is j
adequate room for a compact -size car to turn into a 900 stall, a full-size car could I
only make the turn with great difficulty.
The existing parking to the north, west and south of the Towers buildings is striped
in a 900 design pattern. The applicant is proposing to narrow 206 full-size stalls
and create 292 Lompact-size stalls. The gain in available parking would be 86 stalls. '
Because the compact stalls would have a 25 foot back-up space, staff is of the
opinion that full-size cars would very likely park in those spaces intended for compact
car use. Staff is recommending that the parking for this area be redesigned so that
either the compact stalls only have 18'0" of back-up space, or that the compact stalls
are isolated from the full-size parking. With this redesign, staff is hopeful that the
problem of full-size cars parking in compact stalls can be minimized.
