Commissioner Fairbanks noted that she would be abstaining on the following Consent Calendar items: UP 80-32; ZC 80-16; and ZC 81-14. This abstention was due to the fact that Commissioner Fairbar.'� was not present when the original appr)vals were granted on t',ese developments. Commissioner Kotowski noted that S 77-14 was reviewed by the Site and Archi- tectural Review Committee this morning and the Committee is recommending a continuance to the meeting of April 27, 1982, as is Staff. Votes on Consent Calendar Items It was moved by Commissioner Kasolas, and seconded by Commissioner Kotowski, that 5 81-11 (Gemma) be approved for reinstatement as requested, and that S 77-14 (Madden) be continued to the meeting of April 27, 1982 as per Staff recommendation. Motion carried unanimously. I 7 -3- Mr. Kee briefly reviewed the next three Consent Calendar items for the Commission, stating that all the applicants had requested a continuance if the Commission had questions of the,i since the applicants could not be present this evening. It was moved by Commissioner Kasolas, and seconded by Commissioner Kotowski, that UP 80-32 (Castagnolo), ZC 80-16 (Snyder), and ZC 81-14 (Snyder) be ap- proved for reinstatement as requested, with revised development schedules as stated in the Staff Comment Sheets of March 23, 1982. Motion carried by a 5-1-0-1 vote,with Commissioner Dickson voting "no", and Commissioner Fairbanks abstaining. Commissioner Dickson wished the record to show that he voted "no" on these items because all three were approved toward the higher end of the density scale. Commissioner Kasolas asked that in the future, when appropriate, the Commission be provided with the Minutes on items that were approved with a split vote. Bascom Ave. in a C-2-S (General Commercial) Zoning District. STAFF RECOMMENDATION 1. That the Planning Commission continue this item to the meeting of April 27, 1982, or 2. If approved, subject to the attached conditions. STAFF DISCUSSION On May 3, 1977 the Planning Commission approved plans to convert a residence into a veterinary hospital and to construct a 600 square foot addition onto the front of the structure. The remodeling of the residence was completed in 1978 but the addition was never constructed. On March 4, 1980 the Commis- sion reinstated the plans for the addition. This reinstatement has since expired and the applicant is now requesting a second reinstatement so that the addition can be constructed. Staff has the following concerns regarding this project: 1. The rear of the building (main entrance) has been modified from the original approval. Instead of stucco for the walls, resawn plywood has been placed on the walls. In addition, a trellis has been placed alonq the rear of the building instead of the tile roof overhang. Staff is of the opinion that these improvements are a substantial improvement over the stucco wall. A very pleasing entrance is created. However, the plans still indicate stucco for the r, .ainder of 1,e house and the new addition. Staff is of the opinion that the resawn plywood (with window trim) should be carried out throughout; the building. 2. The front elevation of the new addition indicates a blank wall. Staff is of the opinion that some relief is needed (eg., a window with trim). 3. The old garage structure to the rear was indicated on the original approval as supplying 2 parking spaces. However, an inspection of the structure indicates that it is being used for storage purposes. In addition, the building does not appear to be in good repair. Staff is recommending that the structure be removed and two uncovered parking spaces be installed. Staff is recommending that the item be continued so that the applicant can sub- mit revise:i plans and elevation which address the concernE addressed above. The fence was the one item of concern at the meeting, and Condition No. 6 would require that the fencing plan be brought back to the Planning Director for final approval. Madden, D.V.M., for a use permit and approval of plans to convert a residence into a veterinary hospital on property known as 2175 S. Bascom Avenue in a C-2-S (General Commercial) Zoning District. STAFF RECOMMENDATION: 1) Continuance in order that revised elevations may be submitted. 2) If approved, subject to the attached conditions. STAFF DISCUSSION: The applicant is proposing to convert an existing residential structure to a veterinary clinic. The 1,600 square foot structure covers approximately 12 percent of the 13,213 square foot parcel. There is an existing 600 square foot garage on the rear of the property that is Indicated for garage use. The building is stucco with a composition roof. The applicant is proposing to construct a tile overhang on the rear of the building and use it for the main entrance. Parking is provided at the rear of the building by seven parking spaces which would exceed code requirements for a one doctor clinic. Access is shown over an existing one-way driveway along the southerly property line. Ingress is extremely awkward due to the routing of the sidewalk to save an exiting cedar tree. In conferring with the Public Works Department Staff, their recommendation is an enlarged circulation system that would provide for ingress at the northerly property line and egress at the southerly property line. Landscaping would primarily be in the front of the building with incidental landscaping at the rear of the building.
