He exp,ained that the time ,�ad expired for the approval of plans and nothing has changed since the plans were approved, therefore the Committee is recommending a one-year reinstatement of the plans subject to the conditions listed in the Staff Comment Sheet which had been originally imposed. Commissioner Samuelson moved that S 77-26 be approved for a one-year rein- statement subject to the originally imposed conditions, seconded by Commissioner Vierhus, and unanimously adopt,=_d. At this time Chairman Pack inquired if the applicant had received a copy of the previously imposed conditions. STAFF RECOMMENDATION Approval, subject to the previously approved conditions. STAFF DISCUSSION On June 7, 1977 the Planning Commission approved plans to construct a two-story office building on a 3.54 acre site. Building materials are indicated as textured concrete siding with wood trim and metal roofing. These materials will be "earth tone" in color to compliment the existing structures on adjacent properties. The applicant has indicated 236 parking spaces (152 regular, 76 : npact and 8 for the handicapped) which results in a parking ratio of one space for every 196 square feet of gross leasea�le area. The site plan indicates that 41 percent of the net lot area will be landscaped. Neither the General Plan nor the zoning for this area has changed; therefore, staff is recommending that these plans be reinstated for one year subject to the previous conditions. Mr. Vierhus stated that the plans are very unique and requested that they be presented for review by the full Commission. i /ti r'o�mmissioner Nebard questioned the aerial photograph of the property which indicates that the southerly boundary jogs over into the Delta Queen area. The area map of the property does not indicate this jog in the property line. Mr. M. O'Hern, representing the applicant, stated that the site has been surveyed and thr site laid out for the development is the legal site. M•. Stafford advised that when the Flagg Restaurant development was approved one of the conditions of approval was that a parcel mai would be filed indicating the shift in the southerly property line to the north. The Assessor's map is over a year old and does not reflect this new parcel map. Commissioner Vierhus advised chat the committee also recommends that a condition be added to have the parking layout come back to the Planning Director for approval. Commissioner Hebard moved that "S" 77-26 be approved subject to the conditions recommended by staff and with the added condition to read: Parking plan to be approved by the Planning Director. This requirement applies to all single family dwellings, multiple apartment units, to all commercial, business, industrial, manufacturing, and construction establishments. F. Trash container (s) of a size and quantity necessary to serve the devel- opment shall be located in area (s) approved by the Fire Department. Unless otherwise noted, enclr;ure(s) shall consist of a concrete floor surrounded by a solid wall or fence and have self -closing doors of a size specified by the Fi.e Department. STAFF RECOMMENDATION: I. Continuance in order that revised plans may be submitted which more clearly identifies gross floor area. 2. If approved, subject to the attached conditions. STAFF DISCUSSION: The applicant ;s proposing to construct a two-story office building on a 3.54 acre site. The buildirg floor area is between 47,668 and 54,000 square feet, depending on the calculations used. The staff calculati,n indicates a higher square footage than what is indicated on the plans, and it seems important that th7s issue be resolved since it directly affects the parking ratio. Also, seating capacity should be indicated for the restaurant since the zoning code requires t!ret parking be calculated in relation to seating capacity. In terms of general design and site layout, the Architectural Advisor and the Staff are of the opinion that this is a well designti project. Building materials are indicated as textured concrete siding with wood trim and metal roofing. These materials will be "earth tone" in color to compliment the existing structures on adjacent properties. A major concern that remains, 'iowever, is the parkin; ratio. The applicant has indicated 236 parking spaces (150 regular, 76 compact, and 8 handicapped), which would result in a ratio of approximately one space for every 230 square feet of gross building floor area using the staff's calculations.
