Rosen, William of plans to construct a 60-unit apartment complex
on property known as 3555 S. Bascom Avenue in an
R-3-S (High Density Residential) Zoning District.
Commissioner Vierhus reported that this item had been reviewed by the Site
and Architectural Review Committee this morning. Before approval was
recommended, the Committee discussed several points the Architectural
Advisor had broughtup rey.;rding the project. He stated that all of the
suggestions the Architectural Advlsor had were incorporated into the approval.
Commissioner Hebard brought out the fact that the rear yard setback was only
12 feet and reminded Commissioner Vierhus that the Site and Architectural
Review Committee had decided to refer the setback question to the full
Commission. He stated that one of the concerns of the Committee had been
that this is a two-story development with windows upstairs which will be
adjacent to single-family isidences; since the Commission has had past
concerns regarding rear yarn situations, it was felt by the Committee that
the full Commission should have an opportunity to review this.
Commissioner Vierhus pointed out that the applicant agreed to an additional
three-foot setback, which would give a total of 15 feet.
At this time Commissioner Dickson inquired of staff what the required
setback r3s for this development, and what would it be for a single-family
residence.
Mr. Kee indicated that it would be nine feet for this development, and the same
for a residence.

Mr. Gene Masciocchi with Dick Finnegan, Inc. (the architect for the project)
explained to the Commission that the plans had been originally submitted frith
a 12-foot rear yard setback, and after discussing this matter revised the plans to
indicate a 15-foot setback. He explained that the way the project was designed the
bedrooms would be at the rear rather than the living areas so that the majority of
the time the rooms would not be occupied.
Chairman Pack inquired if all the concerns of the Architectural Advisor had
been met.
Mr. Kee answered that they had.
Mr. Masciocchi stated to the Commission that the builder was in agreement
with all the changes to the plans.
Commissioner Vierhus moved that S 77-55 be approved subject to the following
conditions, which includes the added condition that the building shall be
set back 15 feet from the rear property line:

/1. Applicant to provide a minimum of 60 covered parking stalls - minimum
stall size to be 9' x 201.
,/2. Revised elevations to be approved by the Planning Director upon rec-
ommendation of the Architectural Advisor.
3. Property to be fenced and landscaped as indicated and as added in "red"
on plans.
r 4. Landscape plan indicating type of plant material, location of hose bibs,
or sprinkler system and type of fencing to be submitted for approval

5. Landscaping shall be maintained in accordance with the approved land-
scape plan.
6. Faithful performance bond in the amount of $5,000 to be posted to insure
landscaping, fencing and striping of parking area within three (3) months
of completion of construction, or applicant may file written agreement
to complete landscaping, fencing and striping of parking area prior to
final Building Department clearance.
7. All mechanical equipment located on roofs shall be screened as approver+
by the Planning Director.

meet the following conditions in accordance with Ordinances of the City of
Campbell.

Section 21.50 of the Campbell Municipal Code. All parking spaces to
be provided with appropriate concrete curbs or bumper guards.
B. Underground utilities to be provided as required by Section 20.16.070
of the Campbell Municipal Code.
C. Plans submitted to the Building Department for plan check shall indicate
clearly th+ location of all connections for underground utilities,
including water, sewer, electric, telephone and television cables, etc.
D. Sign application to be submitted in accordance with nrovisions of the
sign ordinance for all signs. No sign to be installed until application
is approved and permit issued by the Building Department.
E. Ordinance No 782 of the Campbell Municipal Code stipulates that any
contract for the collection and disposal of refuse, garbage, wet garbage,
and rubbish produced within the limits of the City of Campbell shall be
made with Green Valley Disposal Company. This requirement applies to
all single-family dwellings, multiple apartment units, to all commercial
business, industrial, manufacturing, and construction establishments.
F. Trash container(s) of a size and quantity necessary to serve the develop-
ment shall be located in area(s) approved by the Fire Department. Unless
otherwise noted, enclosure(s) shall consist of a concrete floor surrounded
by a solie wall or fence and have self -closing doors of a size specified
by the Fire Department. Ail enclosures to be constructed at grade level.
G. Applicant shall meet State requirements for the handicapped.

STAFF RECOMMENDATION
I. Continuance in order that concerns of the Architectural Advisor may
be resolved at the Site and Architectural Review Committee meeting or
that revised plans be submitted.
2. If approved, subject to the attached conditions.
STAFF DISCUSSION
The applicant is proposing to construct a 60-unit apartment complex on
a 2.4 acre parcel. This proposed density is 25 dwelling units per acre.
At the maximum allowed density of 27 dwelling units per acre, this
would permit 64 units to be built on this site. The proposed structures
will cover approximately 32 percent of the site.
Building materials are indicated as stucco siding with wond trim and
mission style tile roofing.
The applicant is providing 90 parking spaces--60 covered and 30 uncovered.
The proposed development consists of 50 one-bedroorl units and 10 two -bedroom
units. Staff is of the opiniur that the parking rat;o of Ij spaces per
unit should be adequate for this development.
The Site Plan indicates that approximately 49 percent of the net lot
area will be open space --patios, recreation areas, and landscaping.
The Architectural Advisor has expressed some concern with the design of
the elevations. These concerns will be discussed with the applicant
at the Site and Architectural Review Committee meeting.

Building No. 8 has been oriented a.,ay trom the existing residential to
the test by design. :e have avoided placing vehicies along the test
property line thereby avoiding, the noise and smell associated with
such vehicles. The lower floor residences have their living area or-
Iented to the rear with yard soace at the west property line just as
the xisting residences now have, le have oriented the living areas
of the upper level residences to the front, thus avoiding decks and
further privacy Intrusion to the rear res " ences.
In summary we have considered a variety of concerns on a very difficult
site, we believe our solution to be appropriate and proper and request

In accordance with Section 21.42.010, Chapter 21.42 of the Campbell Municipal
Code of the City of Campbell, the undersigned hereby makes application for approval
of the attached plans.
1. The said improvements will be located on land described as follows:

and one returned to the applicant.
5. The application shall be accompanied by a $75.00 filing fee.
6. The City of Campbell requires installation of all utilities, including
electric, telephone and television cables to be underground.
