BASC'OM S 78-29 1 of 4 ho '141;� APPROVAL OF MINUTES Chairman Pack noted that she would like to have added to the minutes of the regular meeting of n LL September 5, 1978 that the reason for abstaining on S 78-29, application of Mr. Marvin A. Bamburg, (Page 3) was a possible conflict of interest. ARCHITECTURAL APPROVALS S 78-29 Bamburg, M. Application of Mr. Marvin A. Bamburg, A.I.A., for approval of plans to construct 36 condominium units on property known as 3595 S. Bascom Avenue in an 1: 3-S (Multiple Family/High Density Residential) '.nnloq District. Commissioaer Vierhus reported that the Site and Architmctural Review Committee is recommending approval of this application ,ubject to the condition, listed in the Staff Comment Sheet; he noted that the applicant was in agreement to all the conditions listed by staff. Commissioner Vierhus stated that since Commissioner Dickson was absent from this morning's meeting, Commissioner Kasolas Lock his place at the meeting. Commissioner Samuelson moved that S 78-29 be approved subject to the following conditions: 1. Separation between northerly buildings to be increased to 19' minimum 2. Revised site plan to be approved by the Planning Director. 3. Property to be fenced and landscaped as indicated and/or added in red on plans. 4. Landscaping plan indicating type and size of plant material, and location of hose bibs or sprinkler system to be submitted for approval of the Planning Director prior to application for building permit. 5. Fencing plan indicating location and design details of fencing to be submitted for approval of Planning Director prior to application for building permit. 6. Landscaping and fencing shall be maintained in accordance with the approved plan. 7. Applicant to either (1) post a faithful performance bond in the amount of $5,000 to insure landscaping, fencing, and striping of parking areas within three months of completion of construction, or (2) file written agreement to complete landscaping, fencing and striping of parking areas prior to final Building Department clearance. 8. All mechanical equipment located on roofs to be screened as approved by the Planning Director. The applicant is notified as part of this application that he/she is required to meet the following conditions in accordance with ordinances of the City of Campbell and laws of the State of California. A. All parking and driveway areas to be developed in compliance with Section 21.30 of the Campbell Municipal Code. All parking spaces to be provided with appropriate concrete curbs or bumper guards. B. Underground utilities to be provided as required by Section 20.16.070 of the Campbell Municipal Code. C. Plans submitted to the Building Department for nlan check shall indicate clearly the location of all connections for underground utilities in.:luding water, sewer, electric, telephone and television cables, etc. D. Sign application to be submitted in accordance with provisions of the sign ordinance for all signs. No sign to be installed until application is approved and permit issued by the Building Department. Ordinance No. 782 of the Campbell Municipal Code stipulates that any contract for the collection and disposal of refuse, garbage, wet garbage and rubbish produced within the limits of the city of Campbell shall be made with Green Valley Disposal Company. This requirement applies to all single-family dwellings, multiple apartment units, to all commercial, business, industrial, manufacturing, and construction establishments. F. Trash container(s) of a size and quantity necessary to serve the devel- opment shall be located in area(s) approved by the Fire Department. Unless otherwise no.ed, enclosure(s) shall consist of a concrete floor surrounded by a solid wall or fence and have self -closing doors of a size specified by the Fire Department. All enclosures to be constructed at grade level. G. Applicant shall comply with all appropriate State and City requirements for the handicapped. H. Noise levels for the interior of residential units shall comply with minimum State (Title 25) and local standards as indicated in the Noise Element of the Campbell General Plan. FIRE DEPARTMENT I. Bamburg, A.I.A., Bamburg, M. for approval of plans to construct 36 condominium units on property known as 3595 S. Bascom Avenue in an R-3-S (Multiple Family/High Density Residen- tial) Zoning District. STAFF RECOMMENDATION Approval, subject to the attached conditions. STAFF DISCUSSION The applicant is proposing to construct 36 condominium units on a two acre parcel. The proposed structures will cover approximately 32 percent of the site. building materials are -s grooved plywood siuing with wood trim and the roofing. Tte teer.9 These structures are nzarly identical to the two developments approved Tor Vesc Rincon Avenue. The applicant is providing 90 ,arking spaces (43 covered and 47 uncovered) which results in a parking ratio of 2} spaces per unit. The site plan indicates that approximately 48 percent of the net lot area will be either landscaping or recreation. Staff is recommend?ng that a revised site plan be submitted because four of the structures do not comply with the provisions of the Open Space section of the Cc e: I. The two northern -most structures are 13 feet apart, not 19 feet as required by Section 21.4E.030 of the Zoning Code, and 2. Two structures are 8 feet away from the southerly property line rather than 9 feet as required by Section 21.48.020 of the Zoning Code. Staff is of the opinion that the applicant should be able to revise the site plan so as to conform with the Code without sigiiificantly altering the site plan.
