Bascom Ave. in a C-2-S (General Commercial) Zot.ing District. STAFF RECOMMENDATION That the Planning Commission adopt the attached findings and approve a revised parking layout for this project. STAFF DISCUSSION As the Commission may recall, the office/hotel proposed at 900 E. Hamilton Ave. requires a number of off -site improvements to mitigate traffic impacts from this project. One of the required improvements is the provision of an additional left. -turn lane from northbound Eascom Ave. to Campisi Way. To accommodate this movement, Campisi Way must be widened approximately 4 feet, resulting in a modification to the parking area of the retail center located on this corner. The Planning Commission has received the attached letter, requesting that the Planning Commission approve a modification to the appproved site plan for this project to permit the new traftic island along Campisi Way. The additional street width may be provided by constructing one of the following options: 1. Eliminating the landscaping strip between the sidewalk and '.he parking area. 2. Eliminating 2 parking ;paces and replacing the planting strip where these 2 spaces would be removed. This wo�,ild result in a change from 92 to 90 parking spaces for this project, resulting in a parking ratio of 1:207 for the existing retail use. 3. Restriping 20 parking spaces from standard to compact so that 2 additional spaces are provided for those lost by the relocation of the landscaping strip. As part of our project, the north side of Campisi Way will be widened approximately four (4) feet to accommodate an additional lane of traffic. The area of the widening is presently landscaped. During our meeting, we reviewed the design of the;.; sidewalk, landscape and parking area. it was your opinion that the City would prefer to maintain a landscape area between the sidewalk and parking area by reconstructing a four or five foot landscape strip. The landscaping will displace two parking spaces. This area is shown as "A" on the enclosed drawing. We also discussed the small landscaped area shown as "B" that will be removed when Campisi Way is widened. This is an area where the loss of landscaping may be acceptable. Mr. Kee stated that he felt the concerns of the staff and the Arc^itectural Advisor had been worked out with the latest set of plans. There was brief discussion cncerning the applicant obtaining as easement on the westerly side of the property, the design of the mansard roof, and the landscaping. Mr. Kee indicated that all red lines on the plans had been agreed upon by the applicant. Chairman Samuelson invited anyone in the audience to speak for or against this item. STAFF DISCUSSION Part 1 - District Boundary On November 21, 1978, the City approved a parcel map which subdivided a 4.63 acre parcel into two lots: the subject lot (parcel 1) which contains 1.35 acres, and a parcel in the rear (parcel 2) which contains 3.28 acres. The Zoning Map indicates that the easterly 310 feet of the 360 foot long parcel is located in a C-2-S District, and that the westerly 50 feet and parcel 2 are located in the P-D Zoning District. Section 21.74.040 of the Zoning Code allows the Commission to adjust the district boundaries so that a parcel is located completely in only one zoning district. A copy of that section of the code is attached for the Commission's review. Part 2 - Development Plan This item has been continued several times since the meeting of January 16, 1979, in order that the applicant could submit revised plans. The original submittal (Plan 1) indicated that the applicant was proposing to construct a 16 750 square foot building on a 58,800 square foot site. The applicant was providing 91 parking spaces which resulted in a parking ratio of 1 space for every 184 square feet of gross building area. Staff recommended that these plans be re.;sed because (1) the landscaping did not comply with the provisions of the Zoning Code, and (2) the mansard roof line was not carried all the way around the building. Plan 2 indicated that the building would be increased in size to 17,100 square feet and the parking was reduced by 6 spaces. The new proposed parking ratio was I space for every 201 square fee: of gross building area. The westerly half of the building was moved 5 feet away from the property line and the mansard roof line, although dissimilar in design, was carried around onto that portion of the north elevation os!y. The landscaping still did not meet the require- ments of the zoning ordinance. z v44, 4 • -2- A Plan 3 indicated that the building had been increased in size to 18,000 square feet and the lot had been reduced in size to 58,200 square feet. The parking was increased to 90 spaces which resulted in a new parking ratio of 1 space for every 200 square feet of gross building area. The landscaping was chanced to comply with the zoning code. The entire north wall was shifted so that it was 6 feet away from the property line and the dissimilar mansard roof line was carried all ti•e way around the building. The general building shape and site plan were changed. Staff had some concerns regarding driveway size and location and ingress/egress onto a future driveway easement. The staff recommended approval of these plans subject to conditions of the Staff Report. The applicant reeuested a continuance.plans were again revised. Plan 4 indicated that the building size was being increased to 18,600 square feet and parking was increased by 3 spaces. The proposed parking ratio was still I space for every 200 square feet of gross building area. The general building shape was changed back to the design of Plan 2, the landscaping was increased, and staff's ingress/egress concerns were re- solved. Staff and the Architectural Advisor still had some concerns regarding the elevations, however approval was recommended by staff subject to conditions. The plans, however, were continued to resolve elevation changes. Plan 5, the present submittal, indicates that the building size has been increased to 19,209 square feet. The parking has been reduced by I space. The new proposed parking ratio is 1 space for every 209 square feet of gross building area. The building shape is now generally the same as the original submittal, Plan 1, however, the size has been increased by 2,459 square feet and the parking has been increased by 1 space. The mansard roof line is identical all the way around the building and the landscaping complies with the zoning code. Staff has indicated, i, red on the plans; some changes which would reduce the building siz^ to approximately 18,700 square feet. The resulting parking ratio would be 1 space for every 203 Square feet of gross building area. Staff is of the opinion that the 92 parking spaces proposed should meet the needs of this revised development. a Q 21.74 040 Scale of map--Dctermination by commission. STAFF DISCUSSION Part 1 - District Boundary On November 21, 1978, the City approved a parcel map which subdivided a 4.63 acre parcel into two lots: the subject lot (parcel i) which contains 1.35 acres, and a parcel in the rear (parcel 2) which -ontains 3.28 acres. The Zoning Map indicates that the easterly 310 feet of the 360 foot Iona parcel is located in the C-2-S District, and that the westerly 50 feet and parcel 2 are located in the P-D Zoning District. Section 21.74.040 of the Zoning Code allows the Commission to adjust the district boundaries so that a parcel is located completely in only one zoning district. A copy of that section of the code is attached for the Commissions review. Part 2 - Development Plan This item was continued from the meeting of January 16, 1979, in order that the applicant could submit revised plans. The applicant is providing S1 parking spaces which results in a parking ratio of one space for every 184 square feet of gross building area. Staff is of the opinion that this should be adequate parking for this development. The site plan indicates that approximately 10 percent of the net lot area will be landscaped planters. Additionally, the applicant is proposing approximately 1,000 square feet of ground cover (2'6" which is a part of the recommended parking stall) in the area between the wheel stops and the southerly property line. A normal requirement of the Zoning Ordinance would be 5 feet of landscaping between the property line and the beginning of the 20 foot parking stall, which in this case would result in 7-i feet, rather than the 2-4 feet proposed. The ordinance reads as follows: 21.51.040 Commercial parkinglots--Landscaping re- uirements. Landscaping requirements of commercial parking ots shall be as follows: (1) All commercial applications for site development with paved areas along any public street frontage shall be required to provide for landscaping of such paved areas to a minimum extent of ten percent of the net site area, which shall exclude all areas of building coverage; (2) Continuous landscaped areas shall be required along the public street frontages of all paved areas, excluding driveways. A couple of weeks ago I attended a meeting between Phil Boyce, Norm Matteoni, Tom Fleschli and Todd Wright. During that meeting Mr. Boyce raised a question as to whether the City's zoning regulations as they would apply to his property would be affected by this tight -of -way acquisition. It seems to me that Mr. Boyce's questicn needs to be framed somewhat to provide a meaningful answer. I believe one must, for the sake of the essence of the answer, ask the question by first stating, "assuming an equal amount of replacement parking potential is provided doer the mere loss of lot area have any impact on a proposed development of the property, all other things being equal." I would appreciate your responding to Mr. Boyce's question as I have phrased it here. He is naturally concerned about whether his development potential is in any way impacted by selling off a portion of his property for the new street to the Prometheus Development. All parties to this issue clearly recognize that if he looses the ability to provide parking, that would have the effect of diminishing his development potential.
