STAFF DISCUSSION The applicant is proposing to construct a 57-unit condominium project on a 2.114 acre parcel. The ;ix proposed structures will cover approximately 32% of the site. Building materials are indicated as ;rooved plywood siding with wood shingle roofs. The project will consist of 15 cne-bedroom condominiums and 12 two -bedroom condominiums. The applicant is providing 97 parking spaces for this development, however, the zoning code requires that at leant 120 spaces be provided. For this reason, staff is recommending that this application be either denied as presented, or continued in order that additional parking may be provided. The site plan indicates thit approximately 36° of the site will be landscaped and/or open space. Bascom Avenue -------------------------------- ------ ------------------- STAFF RECOMMENDATION Approval, as pr,asented STAFF DISCUSSION At its previous meeting of June 22, 1982. the Planning Commission reinstated its approval of the applicant's site and architectural application to allow the construction of 52 condominiums on the project site. Condition 3 of that approval required the submittal of landscaping and irrigation plans for the review of the Site and Architectural Review Committee. The applicant at this time has submitted the required plans. Staff is of the opinion that the presented plans address the landscaping and irrigation concerns for this project. Commissioner Kotowski reported that this item had been before the Site and Architectural Review Committee this morning, and it is the recommendation of the Committee that this item be considered by the entire Commission without a recommendation. Mr. Kee stated that Staff's recommendation is that the planning Commission grant the applicant's request for a one-year extension, subject to the previous conditions of approval and the addition of a condition that the "landscaping plan indicating type and size of planter materiel, and location of irrigation system be submitted for approval by the Site and Architectural Review Committee prior to the applicaton for a building permit." Mr. Kee added that this project meets the requirements of the zonian discricl (R-3-S, Multiple Family/High Den- sity Residentiall as it is currently constituted. Commissioner Fairbanks asked Mr. Kee to comment on the reference in the Staff Comment Sheet regarding the Condominium Zoning District. Mr. Kee stated that if the Cc., -mission feels the application should be refiled, the applicant will probably file the same plans; however, the application would be for a zone change to CD (Condominium District) rather than an Architectural Approval. It was moved by Commissioner Kasolas, and seconded by Commissioner Kotowski, that the planning Commission extend its approval of S 79-2 for one year subject to the previous conditions of approval and the conditions discussed in the Staff Comment Sheet. STAFF DISCUSSION On June 19, 1979, the Planning Commission approved the applicant's plans to con- struct 52 condominium units on the 2.1 acre site. The project would be developed at approximately 24 units per gross acre and would allow the construction of 40 one -bedroom condominiums and 12 two -bedroom condominiums. This original approval was adopted by a 4-0-2-1 vote (Commissioners Meyer and Campos absent, Pack ab- staining due to a possible conflict of interest). The Commission at its previous meetings of June 10, 1980, and June 16, 1981 has granted the applicant's requests for extensions o` the Commission's approval. Approval of this project expires June 19, 1982. The applicant at this time is requesting reinstatement of this approval and an extension of this approval for one year for the reasons stated in the attached letter. If this request is approved, Staff is recommending that Condition 3 of this approval be amended to read as follows: 3 Landscaping plan indicating type and size of plant material, and location of irrigation system to be submitted for approval of the Site and Architectural Review Committee and/or Planning Commission prio_ r to apip ication for a building permit. There have been no changes in the General Plan in this area since the original approval. However, as the Commission may recall, there have been additional pro- cedures recently adopted which are required to allow the construction of condo- miniums. More specifically, the adoption of a Condominium Zoning District this past year could have a bearing on this application. Commissioner Dickson stated he felt this extension should first go before the Site and Architectural Review Committee before a decision is made by the Planning Commission since there have been changes in thinking regarding parking, open space, etc. Mr. Kee noted that the plansare displayed for the Commission's review, and the Staff is recommending approval of this extension; there have been no changes in so far as the General Plan ur Zoning are concerned. Commissioner Pack inquired if there would be any effect on time schedules or fees should this be continued. Mr. Kee explained that there would be no additional fees; the only drawback would be that it would take another three weeks before the extension could be approved. Mr. Sam Maslesa, applicant, appeared before the Commission to answer any questions they might have. No one having any questions, Commissioner Dickson moved that this item be continued to the July 7 Planning Commission meeting in order that the plans could be reviewed by the Site and Architectural Review Committee, seconded -3- by Commissioner Campos. This motion failed by a 2-3 vote. (Commissioners Dickson and Campos voting for the motion, and Commissioners Pack, Meyer and Kasolas against the motion.) We decided that the aamlenities achieved by more open space (landscaping and circulation) were more important than building to t:,e maximum density. We have, therefore, revised the project to a 52 unit condominium rather than a 57 unit condominium and have scaled down the parking accordingly. All covered parking shall be in two -car enclosed garages. Enclosed you will find three copies each of a revised site plan and the preliminary tentative map sheets 1 and 2, which are included to further explain th,i stacking arrangements of the units. An application for a tentative map will be made in the future once site approval has been obtained. We trust the information provided herewith will clearly explain our project and that you'll find the lower density also to your liking. I regret that the brief time available for the modifications and our short-handed staff has prevented me from rendering the second sheet of exterior elevations previously submitted.
