33. PROJECT SITE
The project site consists of three R-1 lots fully
developed and occupied. The hous-c are single story
and approximately 30 - 35 years o... The landscaping
is residential with some nice large mature trees and
a fine stand of sycamore street trees. Topography is
essentially flat. There are are no known soil stability
problems, nor any significant cultural, scenic, or
historical aspects. Local flora and fauna are consis-
tent with those normally found in residential areas
in this locale.
34. SURROUNDING VICINITY
Apricot Avenue is located between Union Avenue and
Bascom Avenue, both of which carry considerable
automobile traffic. Bascom Avenue supports mostly
commercial zoning while Union Avenue caters to high
density residential - apartments and condominiums.
Apricot Avenue is in the area zoned for high -density
residential development on the General Plan. While
traditionally it has been a quiet residential street,
the pressures of high -density development and adjacent
commercial development make the area less desireable
for single family living.

apartment units, to all commercial, business, industrial,
manufacturing, and construction establishments.
F Trash container(s) of a size and quantity necessary to serve the
development shall be located in area($) approved by the Fire
Department. Unless otherwise noted, enclosure(s) shall consist
of a concrete floor surrounded by a solid wall or fence and

Zoning District.
Commissioner Kasolas reported that the applicant had met with the Site and
Architectural Review Committee this morning, and �reviewed the plans for the � Commission noting that the proposed development is identical to S 78-37 which
was approved in the past.
Commissioner Pack asked Engineering Manager Helms about the proposed
plans the Public Works Department might have for the intersection of
Union and Apricot.
Mr. Helms stated that eventually curbs, gutters and sidewalks will be
constructed for this area; however, the exact time depends on the
cooperation the City receives with the Local Improvement District.
Commissioner Pack then asked Mr. Helms if, in his opinion, the proposed
improvements would be adequate for the intense usage caused by the high
density development in this area.
Mr.'Helms responded that the City has 'alked with residents of this area
concerning ways to alleviate the current problems, and the residents seem
to feel that the current narrow street slows down the flow of traffic through
the area and would like it to remain unimproved.
It was moved by Commissioner Meyer, seconded by Commissioner Kasolas and
unanimously adopted that S 79-51 be approved subject to the conditions
listed in the Staff Comment Sheet, a copy of which is attached hereto
and made a part of these minutes.

STAFF DISCUSSION
This project is nearly identical to the project approved on the three lots
to the west of this site (S 78-37). The site plan shows that these two
projects will become one laraer project in that they will have cross easements
and share the use of a swimming pool.
Staff is of the opinion that building No. 8 should be relocated an additional
2.5 feet to the east so that, if at some future date the homeowners wish to
combine the two projects, buildings No. 1 and 8 will not be "non -conforming"
because of inadequate open space between V.em.
The project consists of 4 one -bedroom units and 24 two -bedroom units. The
applicant is providing 68 parking spaces, 52 of which are covered. The resulting
parking ratio of 2.4 spaces per unit meets the minimum requirements of this
development.
The Architectural Advisor is of the opinion that the design is acceptable.

NATURE OF PROJECT
2. Nature and purpose of the proposed improvements
are 28 condominium dewillling units, 24 two -bedroom
units of 1196 s.f. each and 4 one -bedroom units of
899 s.f. each. The units are all split level type
in two-story buildings with depressed parking below.
Buildings are all wood frame construction with
exteriors of grooved wood paneling and asphalt
shingle roofs. Private two -car garages are provided
for each two -bedroom unit and one -car garage for
each one -bedroom unit. Several detached garage
structures are required. On -site spaces consist of
drives, open parking (16 spaces), and landscaping.
