Callahan Properties requesting modernization of an existing free-
standing sign, located on property known as 2020
South Bascom Avenue, in an C-2-S (General Commercial)
Zoning District.
STAFF RECOMMUDATION
That the Planning Commission take the following action:
I. ADOPT the attached findings approving the applicant's request,
subject to the attached Conditions of Approval.
APPLICANT'S PROPOSAL
The applicant seeks approval of a sign permit to moaernize an existing
free-standing sign. The existing free standing sign is 50 square foot in
area and is currently non -conforming because the height is 19 feet vs. 14
feet permitted by the sign ordinance. The property is located on the
southeast corner of Campbell Avenue and Bascom Avenue.
The applicant proposes to construct a new .:ign cabinet on the existing
free-standing sign pole and to remodel the sign so that it architecturally
complements the remodelled retail building. A letter from the applicant is
attached for the Planning Commission's review.

RACKGRODND
The Planning Commission it,, ent 1V approved a Site and Architectural
application to expand the retail building on the project site. The
approved plan adds a parapet fascia on the building.
ZONING CONSISTENCY
The sign ordinance permits a maximum size of 50 square feet and a
free-standing sign height of 14 feet. The applicant proposes to
construct. a 63 square foot sign of a height at 19 feet. Section
21.53.140 of the Sign Ordinance allows the Planning Commission to
authorized larger

and/or higher signs when it determines any of the following:
1. The use or uses for which the signs are to be erected are not being
adequately identified
2. The use is unusually difficult to locate in comparison to similar
uses, without exceeding the standards provided in the Sign Ordinance
3. The use is of such size and is so located in reference tc
surrounding uses and/or traffic circulation that a larger or higher
sign would best serve the public we'fare and would be in keeping
with the principles and purposes of the ordinance.
The proposal will improve the appearance �f the existing non-conformiig
sign. The addition of the building parapet element will block the
visibility of a low profile free-standing sign. Also, a low monument
free-standing sign would block visibility into and out of the driveway.
DISCUSSION
Staff finds the applicant's request is reasonable and is not excessively
out of scale with the building. Also, the visibility of the
free-standing sign at this location is limited due to the existing
building placement.

The Architectural Advisor was abset.t from the February 20, 1990,
meeting. His comments will be presented at the meeting.

Gentlemen:
After nearly 2 years in the planning stages, I am finally under
way on the upgrade and addition of retail space located at 2020 So.
Bascom Avenue. (Campbell at Bascom) When completed, the center will
be first class and architecturally pleasing to the eye.
To insure the long-term success of this retail center, it is my
belief that the monument sign located at the front cf the building
should be remodeled and modernized.
I have submitted the proposed drawings for the monument sign with
the thought of blending the architectural theme of the sign with that
of the retail center.
If the monument sign remodel is approved as submitted, I would then
propose the following modifications to the existing sign criteria gov-
erning the building elevations.
Proposed new criteria would read, each tenant would be allowed one
square foot of signage per each lineal foot of frontage, not to exceed
701 of the total frontage or 40 square feet of total signaget maximum
letter size to be 18 inches as previously approved.
I believe that sufficient signage at the street is very important to
a "L" shaped building such as this. Without sufficient signage, tenants
often circumvent the rules and display unsightly banners from their store
fronts. A prime example of this is directly across the street in a similar
"L" shaped building.

Res Remodeling Monument Sign at 2020 S. Bascom Avenue
Dear Steve,
I am considering remodeling the monument sign for my development. I would
be asking for greater square footage than the sign ordinance currently
allows. (63 sq. ft.) Please see the accompanying drawing.
As you can see from the drawing, I intend to renolrate the sign so that it
blends with the architectural style of the columns on the newly remodeled
center. It will include the address of the center and have a stucco texture
with wood trim to match the center.
My justification for this request is as follows.
1. With a,. "L" shaptd center, signage at the street is imperative.
The signs on the facia only give limited visability.
2. If we tried to identify all 5 tenants n the alloted 50 square
feet, the lettering would be so small t.at it would be ineffective.
A good example of too many tenants on a small sign, and the resulting
problems that occur, is right across the street. See the enclosed
photo. The fact that this project is located at such a major
intersection also has another set of problems. Most of the viewing
of the sign takes place while cars are waiting at the traffic lights.
During the commute hours, the most prominent viewing time, the back
up at the lights can get quite long, thus requiring readability from
longer distances.
I am asking to leave the sign at its present height. If I lower it, cars
and trucks waiting at the traffic signal north bound on Bascom Avenue would
block the visibility of the sign in all other directions.
