Bascom Avenue in a C-2-S (General Commercial) Zoning District. Commissioner Kotowski reported that the Site and Architectural Review Committee reviewed this application this morning and the Committee is recommending approval. He noted there had been some questions regarding traffic flow behind the parking lot. Mr. Helms stated that the proposed parking plan is acceptable to the Public Works Department and the property owners involved. He noted that this parking plan is a result of the impending Local Improvement District proposed at Bascom Avenue and the area adjacent to the Tung Lum Restaurant. -2- At this time Commissioner Kotowski moved that the Planning Commission approve S 80-16 subject to the conditions listed in the Staff Comment Sheet, seconded by Commissioner Pack and unanimously adopted. A copy of these conditions are attached hereto and madea part of these minutes. STAFF RECOMMENDATION Approval, subject to the attacked conditions STAFF DISCUSSION This is a City -initiated application for a plan to modify and expand two existing parking lots that are located on properties which are presently occupied by the Fung Lum Restaurant and the Giannini Building. Currently, there are 84 parking spaces on the Fung Lum Restaurant site, and 24 spaces on the Giannini Building site for a combined total of 108 spaces. City plans for a future street to the north of the restaurant will eliminate 28 parking spaces which are presently located on the restaurant site. The revised parking plan proposes to replace these spaces and add an additionai 29 spaces for the restaurant and 26 spaces for the Giannini Building for a combined total of 163 spaces (124 regular and 39 compact). Staff, however, is recommending that 2 spaces for the restaurant be deleted so that the trash enclosure may be relocated to a more workable site. 'fhe new parking area will be located in a vacant area that is located behind the Giannini Building. The additional parking will be constructed with local improvement district funds. Although the revised number of parking spaces for these site will exceed the amount of parkinq required by the Toning Ordinance for these uses, staff is of the opinion that the additional parking will help to alleviate the parking problem that arises in this area during peak use times. The site plan indicates that approximately 10.5% of the combined sites will be landscaped which conforms to the landscaping requirement of the Zoning Ordinance.
