STAFF DISCUSSION
At its meeting of April 13, 1983, the Site and Architectural Revieia
Committee approved the landscaping plans for the subject property.
The applicant subsequently obtained approval from the City Council
to aduce the width of the sidewalk along Bascom Avenue from 10,
to 7'. In conjunction with this approval, the City Council re-
quested the applicant to submit a revised landscaping plan indica-
ting bow the additional 3' of landscaping would be addressed. The
applicant presented the revised landscaping plan at that time.
The revised landscaping plan generally eliminates the plantings
along the northern property line in the parking area and simplifys
the remainder of the landscaping in this project.
Staff is of the opinion that the proposi changes do not signi-
ficantly reduce the quantity of landscaping in this project and
is recommending approval of the rev- I landscaping plan.
Staff is -ecommending some addition- plants near the trash enclosure
area. This change is indicated in .ed on the presented plans.

2160 S. Bascom Avenue- Meeting in order that Mr. Gemma could submit a landscape

approval of the installation of a seven foot sidewalk
and three additional feet of landscaping in lieu of the
standard ten foot commercial sidewalk.
Planning Director Kee presented a slide indicating the
subject property and the proposed landscaping.

Ifie Mayor declared a short recess for the City Clerk to
change the tape on the recorder.
Mayor Podgorsek asked the applicant if he wished to be
heard.
Mr. Joseph Gemma, applicant, presented a landscape plan
indicating the 7 foot sidewalk and the three feet of
additional landscaping. He requested that the Council
approve the plan as sutmittod.

RECOMMENDATION: That the City Council require the installation of a
standard TO -foot commercial sidewalk.
DISCUSSION: A letter was directed to the City Council from Mr. Joseph
A. Gemma regarding the required Public Works' improvements to be con-
structed as a condition of de,,elooment of the commercial property at
the northeast corner of Bascom Avenue and Shady Dale. Mr. Gemma has
requested that he be allowed to retain the existing 7-foot sidewalk
on Bascom Avenue rather tran adding 3 feet to provide a total of a
10-root sidewalk.
The existing public right-of-way has sufficient width to provide the
10-foot sidewalk facility. That construction would not require any
additional right-of-way to be dedicated by the property owners- The
current sidewalk was constructed when the subject property vas under
the jurisdiction of Santa Clara County rather than the City of
Campbell. The use o� that property at the time of the sidewalk con-
struction was residential.
Most of the sidewalks in the commercial areas of Bascom Avenue are
10 feet in width, which conforms to the standards adopted by the City
of Campbell. Property imnediately to the north of the eubject property
has only a 7-foot sidewalk existing. That apparently was done under
County uirection during the construction of street improvements on
Bascom Avenue, because of a grade difference between the existing cor.-
mercial lot and the proposed sidewalk grade. The area between the
property line and the brck walk was used as a transitional area to
adjust grade to conform to that existing pavement. If that property
were to come before the City for redevelopment. it would be the staff
recommendation that this sidewalk also be widened to 10 feet.
At the Council meeting of Novenber 22, it was indicated by the applicant
that a plan would be prepared,for the Council's consideration, that would

show an alternative landscape treatment in the area of the i.roposed
sidewalk widening. That plan has not been received as of the date
of the preparation of the agenda. However, Mr. Greta has advised
sta:f that a plan will be available for the Council meeting cf
December 7.
The applicant cited several examples of sidewalks of less than 10 feet
in width in conercial areas of the City as a justification for the
Council's consideration of the request to retain the existing 7-foot
sidewalk. Staff has reviewed the locations specifically mentioned
and it is felt that these sub -standard installations were generally
made in order to conform to existing conditions or because of a
lack of right-of-way available to construct a facility to current
commercial standards. It is the staff's feelinn that 10 feet of
Iwidth is a proper and appropriate dimension for sidewalks in a com-
mercial area of this nature, and should be constructed to that
standard wherever possible.

stated that he would prefer to put in additional land-
scaping, rather than a 10 foot sidewalk.
Public Works Director Elliott advised that the City
standards require 10 foot sidewalks in commercial areas
when property develops. After discussion, M/S: Paul,
Doetsch - that the matter be continued to the December
7, 1962 Council Meeting and that applicant submit a plan
indicating the sidewalk and proposed landscaping to the
staff for review and recommendation to Council. Motion
adopted unanimously.

STAFF DISCUSSION
At its meeting of April 7, 1981 the Planning Commission approved S 81-11, the
application of Mr. Robert Peepari, to allow the construction of an 8,754 square
foot retail building on the subject property. Condition 3 of that approval re-
quires submittal of a landscape plan.
The applicant has since submitted a landscape plan to satisfy this condition. Staff
expresses some concerns regarding the presentr.i plan in that the indicated quan-
tity of plant material is minimal. The pre rated plan is sparse.
Staff recommends the following changes:
1) Increase number of trees along street frontage (grouping tre^.s when possible).
2) Increase in size and number the s',rub-type plant materials.
3) Indication of bermino of planter areas where appropriate.
4) Provide alternative plant materials along northern property line where
parking overhang is indicated.
These concerns may be addressed with Vie submittal of revised plans.

It was moved by Commissioner Kasolas, and seconded by Commissioner Kotowski,
that S 81-11 (Gemma) be approved for reinstatement as requested, and that
S 77-14 (Madden) be continued to the meeting of April 27, 1982 as per Staff
recommendation. Motion carried unanimously.

Mr. Kee briefly reviewed the next three Consent Calendar items for the
Commission, stating that all the applicants had requested a continuance if
the Commission had questions of them since the applicants could not be present
this evening.
It was moved by Commissioner Kasolas, and seconded by Commissioner Kotowski,
that U? 80-32 (Castagnolo), ZC 80-15 (Snyder), and ZC 81-14 (Snyder) be ap-
proved for reinstatement as requested, with revised development schedules as
stated in the Staff Comment Sheets of March 23, 1982. Motion carried by a
5-1-0-1 vote,with Commissioner Dickson voting "no", and Commissioner Fairbanks
abstaining.
Commissioner Dickson wished the record to show that he voted "no" on these items
be_ause all three were approved toward the higher end of the density scale.
Commissioner Kasolas asked that in the future, when appropriate, the Commission
be provided with the Minutes on items that were approved with a split vote.

At its meeting of April 7, 1981 the Planning Commission approved plans and

sion of this deadline.
Because there have been no changes to the General Plan in the area, and
because this is the first reodest for an extension, this it?m was not set
before the Site and Architectural Review Committee, as has been Commission
policy. Staff is recommending approval of the revi,ed development schedule.

Commissioner Meyer reported that the applicant and architect met with the
Site and Architectural Review Committee this morning, and the Committee
is very pleased with the plans. She further noted that the Committee is
recommending that the trash enclosures remain as originally proposed, and
that the landscapc plan come back befure the Committee for approval. The
Committee is recommending approval of this project.
Commissioner Kotowski noted that the Architectural Advisor felt that the
roof line should be hipped, however the Committee feels that the plans
should be approvci as submitted.
Mr. Bob Peepari, architect for the project, appeared before the Commission to
explain the project and scale model display of the project prepared for the
Commission's information.
Commissioner Fairbanks inquired if the adjoining property owner of the single-
family residence had been notified cf the revised plans.
Mr. Kee responded affirmatively and noted that the property owner is in the
audience this evening.

Mr. Greg Robinson, son of the property owner, appeared to inquire about the
fencing of the trash area.
Mr. Stafford stated that there will be d 6' fence sur-ounding the trash area.
Commissioner Meyer then moved that the Planning Commission approve S 81-11
subject to the conditions 'listed in the Staff Comment Sheet, with the
landscape plan to come back before the Committee for approval, and the
original location of the trash enclosure to be retained. This motion was
seconded by Commissioner Kotowski and unanimously adopted. A copy of these
Conditions of Approval are attached hereto and made a part of these minutes.

STAFF RECOMMENDATION
That the Planning Commission approve the plans and elevations, subject to the
attached condititns.
STAFF DISCUSSION
The applicant is proposing to construct an 8,754 square foot commercial
(retail building) on the .67 net acre site. The site is currently occupied
by three residential structures which are to be removed. The proposed use
conforms with the C-2-S (General Commercial) zoning designation for the
property.
Building materials are indicated as cement plaster (white) for the wells
and cement tile (red or brown) for the roof.
The site plan indicates that 26% of the site will be landscaped. The
applicant intends to retain the two existing trees along Bascom Avenue,
and remove the twu existing trees along Shady Dale Avenue.
The applicant is providing 44 parking spaces (30 regular, 13 compact, 1
handicapped) resulting in a parking ratio of 1:199 sq. ft. of gross
floor area. This is consistant with previous Planning Commission
approvals of 1:200.
As the Commission may recall, a proposal (S 80-28) to construct a
commercial (retail) building on this property was denied on February 3,
1981. This denial was based on concerns about the proximity of the
easterly building wall to the adjacent residential property. Staff is
of the opinion that the new proposal is an improvement. The building
is now situated at the front of the property with parking to the rear.
This site design allows 62 feet between the rear of the building and
the adjacent residential property. A masonry wall is indicated along
the common property line of the commercial and residential uses. The
adjacent property owner to the east was notified of the new proposal
and has reviewed the plans.
It is Staff's understanding that the latest proposal is acceptahle to
the owner of the adjacent residential property and the property owner's
only concern was about the location of the trash enclosure near Shady Dale
Avenue. Staff is of the opinion that the trash enclosure would be better
located in the rear (northeast) corner.

somewhat awkward, and suggests hip condition at the corner. For this
reason, Staff is recommending Condition No. 1 "Revised elevations to

to meet the following conditions in accordance with Ordinances of the City of
Campbell and Laws of the State of California.
A All parking and driveway areas to be developed in compliance
with Section 21.50 of the Campbell Municipal Code. All
parking spaces to be provided with appropriate concrete curbs
or bumper guards.
B Underground utilities to be provided as req ired by Section
20.16.070 of the Campbell Municipal Code.
C Plans submitted to the Building Department for plan check shall
Indicate clearly the location of all connections for underground
utilities Including water, sewer, electric, telephone and

D Sign application to be submitted In accordance with provisions
of the sign ordinance for all signs. No sign to be installed

any zontract for the collection and disposal of refuse, garbage,
