Mr. Kee reported that the Site ana Architectural Revi.,w Committee, at its meeting of October 8, 1985, denied the applicant's request for a change from ran colored slumpstone to gray and bei^e slumpstone material. Staff typically would not have difficulty supporting this type of request, however, the construction of this building involved the use of both gray and beige slumpstone blocks arranged in a random pattern. Consequently, Staff is recommending that the building be painted according to the originally approval by the Commission in April 1981, Commissioner Christ further explained that the Site Committee did look at this request carefully. The Committee denied the request to leave the blocks natural colored because they are not crranged in any specific pattern, but rather large batches , which in the Committee's opinion create an unsightly appearance to the bufldip- wall. Commissioner Kasolas noted that the wall in question addresses the adjacent three-story office building recently completed. There was considerable discussion regarding this three-story building and it's appearance, and with the sharp contrast of this building and the subject structure one cannot help but notice the subject wall. Commmissioner Kasolas concluded that he felt the Site Committee's recommendation is appropriate and tie asked for the Commissioc's support. 11/S: Toshach, Perrine - That the Planning Commission uphold the decision of the Site and Architectural Review Committee denying the applicant's request to modify the approved elevations for the commercial building constructed under S 81-12. STAFF DISCUSSION At its meeting of October B. 1985, the Site and Architectural Review Committee denied the applicant's request to modify the approved elevations of a retail building constructed on Bascom Ave. The applicant had requested a change from a tan colored slumpstone to a grey and beige slumpstone material. A letter of appeal is attached for the Commission's information. The Planning Commission, at its meeting of April 21, 1981, approved the applicant's Site and Architectural application allowing the construction of a retail building on the project site. The approved building plans indicated a painted slumpstone block for wall materials. The applicant, at this time, is requesting approval of a modification to allow the natural brick color to remain. Staff typically would not have difficulty supporting this request, however, the construction of this building involved the use of both grey and beige slumpstone blocks arranged in a random pattern. Consequently, Staff is recommending that this building be painted. A letter from the applicant's architect is actached for the Commission's information. Bascom Ave. Campbell, California Dear Mr. Kee: In response to your attentive letter of October 10, 1985 I wish to inform you that Mr. Passaro, the owner of the building in ques- tion at 2097 S. Bascom Ave. has decided to appeal your decision requesting that the aforementioned be painted and this letter shall serve as an appeal for your department to reconsider their de,::sion to request painting of said building. Originally it was the intention of the owner, Mr. Passaro to emu- late the exterior feeling of the adjoining Prune Yard buildings in character and exterior appearance. At the time this building was built this special adobe ranch type feeling was quite appropriate but since the construction of the adjo:ning building the contrast is quite strong. The Owner feels that his welfare is being infringed upon by requesting that the exterior of his building be more in keeping •ith the exterior impact of a building constructed irich after his building was terminated and the exterior character established. Much care and expense was expended to waterproof and maintain the natural appear- ance of the adobe block used and it seems ashamed to have to cover up all the work and expense done to date. Bascom, Blvd. CITY OF CAMPBELL To Whom It May Concern: PLANNING DEPARTMENT In response to your request concerning the reason Mr. Passaro opted to lease the exterior of his new building at 2097 South Bascom Avenue in Campbell, California the natural color of the simulated Adobe block, light brown, rather than covet it with a specific coat of paint, the reason is the following: Inasmuch as Mr Passaro is deeply in- clined to build his buildings in keeping wwith the early Spanish tradition native to California, namely Mission style, he instructed the architect to adopt every means possible to maitain a spirit of realisim and purity throughout the building in materials as well as in the finished aspect. In accordance with these conditions the Architect chose Spanish roof tile Of a finish and hue in accordance with the real materials; for the walls a material simulating, as close as possible the original adobe utilized in early California Spanish buildings was used, namely light brown slump block. To maintain its natural color two coats of flat sealer and water proofing material was applied to both sides of the block wall. To have Painted these walls with a color other than the existing would have been a step in the large direction as far as maintaining the early California 1 feeling of the building.. Besides the natural wall finish heavy timber was utilized throughout again to simulate the original early California Spani3'a building prototypes. The existing horizontal drain pipe is to be removed and a system is to be built using four vertical down spouts which tie into a new drain line to be constructed entirely on your property and entirely below existing grade level. 2. Wall is to be painted an adobe color to match the existing wall to the rear of our project. 3. The down drains should be constructed in a similar manner as the attached plan drawn by Jorge de Quesnda dated 7/25/85, and the actual plan must be approved by us prior to construction. Co,.J ssioner Meyer reported that the applicant met with the Site and Architectural Review Committee this morning, and the Committee is recommending approval of the plans as redlined. She further noted the Committee is recommending deletion of Condition No. I, and recommended a dutch gabled roof rather than a hipped roof. Mr. Stafford explained that the plans as redlined provide for 1,4.5% of landscaping, or 4,280 square feet of landscaping treatment; and a parking ratio of 1:202. Commissioner Pack then moved that S 81-12 be approved as redlined and subject to the conditions listed in the Staff Comment Sheet with deletion of Condition No. 1, seconded by Commissioner Meyer and unanimously adopted. A copy of the Conditions of Approval are attached hereto and made a part of these minutes. STAFF DISCUSSION This item was rontinued from the previous Planning Commission meeting of April 7, 1981 so that the applicant could submit revised plans which would address concerns expressed by the Commission and Staff. These concerns are dicussed in the previous Staff Comment Sheet which is attached for the Commission's review. The applicant has since SL)mitted revised plans which indicate a number of changes as outlined in the attached letter. The revised plans do address the concerns expressed by Staff; however, Staff still expresses concern that some of the proposed parking presents an ackward vehicular circulation on site. Staff has red -lined recommended changes which create a more workable circulation and is recommending Condition 1 which would require the submittal of a revised site plan that would reflect these recommendations as red -lined. The revised plans provide additional landscaping and adequate parking. The proposed parkinn results in a parking ratio of 1:198. Commissioner Meyer reported that the applicant met with the Site and Architectural Review Committee this morning, and the Committee is recommending a continuance of this application to April 21 in order that concerns regarding trees, parking, and driveways may be worked out. Bascom Avenue in a C-2-S (General Commercial) Zoning District. STAFF RECOMMENDATION 1. That the Planning Commission continue this application with the concurrence of the applicant to its meeting of April 21, 1981 in order that the applicant may submit revised plans; or 2. If approved, subject to attached conditions. STAFF DISCUSSION The applicant is proposing to construct a 10,542 square foot retail building on the .762 acre parcel. The proposed building will acco�.mndate six businesses and cover approximately 31% of the site. Building materials are indicated as concrete block (s;,iit-face) beige color and bronze solar glass for wall materials and concrete mission tile (light blue) for roofing. The site plan indicates that approximately 9.3% of the project will be landscaped. There are a number of existing trees on the site which have not been indicated or accommodated in the site design. Staff is recommending that the applicant attempt to accommodate some of this vegetation. The applicant has provided 52 parking spaces for this project. The provided parking results in a parking ratio of 1:202 which is consistent with previous approvals by the Planning Commission for retail uses. Eighteen of the indicated parking spaces are in a basement area below the retail stores. Staff expresses some concern that the backup area for spaces number 1, 2, and 3 is awkward and unworkable. Additionally, the proposed access to the basement area, an 18 foot driveway, is an unacceptable width For a two-way drivewzy, a minimum of 20 feet, as srecified in the parking design Table. There are a number of other deficiencies in the proposed parking layout which are indicated in red on the presented plans. In addition, the presented plan does not indicate the location of a trash enclosure for the project. Staf" is of the opinion that the applicant can address these concerns with the submittal of revised plans. The Architectural Advisor suggests the use of a hip -type roof throughout the building to lower the impact of size and height of the project.
