APRIL 7, 1981 S 81-13 Application of Mr. Sal Gonzales for approval of Gonzales, S. plans and elevations to construct a 960 square foot addition to an existing restaurant at 2VO S. Bascom Avenue in a C-2-S (General Commercial) Zoning District. Commissioner Meyer reported that the applicant met with the Site and Architectural Review Committee this morning, and the Committee is recommending approval subject to the redlining on the plans which resolve concerns regarding restriping fc.- parking and trash enclosures. Commissioner Kotowski noted that the landscape plan will not come back to the Committee since there is existing landscaping. Commissioner Pack expressed concern about the addition being subject to environmental affects (noise, pollution from car exhaust, etc.) since it fronts on Bascom Avenue. Commissioner Meyer reported that the new addition is proposed to be glassed in. Commissioner Kotowski inquired if wheelchair ramps needed to be installed for this project, and if this should be a condition of approval. .e -4- Engineering Manager Helms responded that the City Council has allocated funding for wheelchair ramps within the entire area. He stated he felt it is appropriate to require that this property install wheelchair ramps at this time. He further noted that ultimately all intersections within Campbell will be changed to accommodate wheelchairs. Mr. Helms then noted that wheelchair ramps have been redlined or the plans for inclusion. Commissioner Pack then moved that S 81-13 be approved by the Planning Commission as redlined and subject to the conditions listed in the Staff Comment Sheet, seconded by Commissioner Kotowski and adopted with Chairman Kasolas abstaining since he was not happy with this application. Bascom Avenue in a C-2-S (General Commercial) Zoning District. STAFF RECOMMENDATION That the Planning Commission approve the plans and elevations, subject to the attached conditions. STAFF DISCUSSION The applica:it is proposing to construct a 960 square foot patio addition to an existing restaurant. The addition (with the conversion of an existing dining area into office and storage use) will add approximately 25 new seats to the restaurant. The addition will match the Spanish motif design of the existing restaurant. Building materials are indicated as stucco (white) for the pillars, solar bronze glass with hrnnze frames, and a wood trellis along the roof line. New landscaping will he provided between the sidewalk and the new addition, as well as at the entrance to the restaurant. The 4-foot setback from the Bascom Avenue property line is consistent with the other buildings located in that block. The restaurant, including the new addition, will require 55 parking spaces based on one parking space per three seats. Overall, 65 regular parking spaces are provided. However, the restaurant shares the 65 spaces with an adjacent commercial building. The commercial buildii,g itself requires 24 spaces. Thus, the restaurant and the commercial building would require 79 spaces, or 14 more spaces than are provided. However, the zoning code states "...the Planning Commission may permit two uses to jointly occupy the same parking spaces when their parking demands occur at different times." In the Staff's opinion, the restaurant's peak demand is in the early evening, while the commercial building's demand is between 9 a.m. and 5 p.m. In view of this, Staff is of the opinion that the parking is adequate for both uses. Two field inspections have revealed no parking problem. Staff is recommending that the parking area be re -striped, the north driveway (adjacent to the building) be one way, and the trash enclosures be reconstructed. The existing area for expansion is presently a large flat grassy landscaped area. This area is located between the front of the existing resaurant and the curb located on Bascom Ave. The soils stability for the expansion is more than adequate for any remodeling that is proposed. The proposed patio expansion will result in no detrimental effects to the cultural or historical aspects of the surrounding community. The present structure is exterior stucco with a Spanish Design Motif. The proposed patio expansion design will also be of a Spanish Motif and will be very compatible with the existing structure. We feel that the additional patio design will enhance the existing Architecture. 34. The surrounding properties are basically commercial in nature.
