PRICdT -7-4- ff141'w& %TkIL-- tw 406-M-36 I= ITEM NO. 1 S1AFF COMMENT SHEET - PLANNING COMMISSION MEETING OF MARCH 9, 1982 S 81-27 Continued application o° Mr. Ali Chahidi for Chahidi, A. approval of plans and elevations to allow the construction of a 13,200 square foot office building on property known as 2255 S. Bascom Avenue in a C-2-S (General Commercial) Zoning District. STAFF RECOMMENDATION Approval, subject to the attached conditions. STAFF DISCUSSION At its meeting of February 23, 1982 the Planning Commission cuniinued this application in order that revised plans could be submitted. The applicant has since submitted revised plans which address the majority of concerns expressed in the previous Staff Comment Sheet, a copy of which is attached for the Commission's review. The applicant's most recent proposal would allow the construction of a three-story office building which would accommodate approximately 13,200 gross square feet. The proposed office building, excluding the parking area, will cover approximately 36% of the site. The related parking structure which stands about 5 feet over grade will cover an additional 50% of the project. The site plan indicates that approximately 13.8% of the project will be landscaped. Staff and the Architectural Advisor are recommending that the planting areas indicated along Bascom Avenue be increased in size and that a detail of planters on the upper floor of the proposed building be provided. This concern may be addressed with the submittal of land- scaping plans as per condition 3 of this approval. The revised elevations indicate the use of glass and stucco (off-white) for wall materials and wood trim for window treatment and railing purposes. Ribbed metal roofing (brown) has been indicated as the roofing material. Ti6= applicant has provided 56 parking spaces for this project, or a parking ratio of 1:200. The proposed parking is adequate for the proposed use and consistent with previous Planning Commission approvals for office develop- ments. The majority of the parking will be accommodated in the two -level parking structure to the rear of the proposed building. Staff still expresses some concern regarding this portion of the project and is recommending condition 1 of this approval which requires submittal of revised plans indicating a sectional view of the parking area as well as complete elevations of this portion of the project. The Architectural Advisor is of the opinion that the revised plans are an impro, ement over the previous submittal. ITEM NO. 1 STAFF COMMENT SHEET - PLANNING COMMISSION MEETING OF FEBRUARY 9, 1982 S 81-27 Continued application of Mr. Ali Chahidi for Chahidi, A. approval of plans and elevations to allow the construction of a 13,400 square foot office building on property known as 2255 S. Bascom Avenue in a C-2-S (General Commercial) Zoning District. STAFF RECOMMENDATION 1. That the Planning Commission continue this application to its meeting of February 23, 1982 with the ccncurren-e of the applicant; or 2. Denial, without prejudice. STAFF DISCUSSION At Its previous meetings, the Commission continued this application in order that revised plans could be submitted. The applicant has recently submitted revised plans which present a conceptually a.:ceptable development, in Staff's opinion; however, there still exists a number of areas which Staff expresses concern. The revised plans propose to construct a 3-1/2 story building which will include approximately 13,400 gross square feet. The proposed office building, excluding the related parking structure will cove, approximately 36.7% of the site. If both the office building and parking s.ructure are considered, the project will cover approximately 90% of the site. The building materials have not been clearly indicated as to their character or color. Staff is recommending that all building materials be shown on the revised submittal. The applicant has provided 67 parking stalls for this project, or a ratio of 1:200. The proposed parking 4- -do -ate for the proposed use and is consistent with previous Planning Commission approvals for office developments. The majority of the proposed parking will be accommodated in a two -level parking structure to the rear of the proposed building. This structure has not been completely illustrated on the submitted plans. Staff is recommending a continuance at this time in order that revised plans may be submitted which address the following concerns: 1. Indication of all building materials (charncter and color). 2. Screening of any proposed roof equipment. 3. Landscaping areas along Bascom Avenue frontage, and around retained redwood trees. 4. Detail of parking structure elevations. 5. Profile of driveway grades. 6. Location of trash enclosure. 7. Driveway approach per Public Works Department requirements. -A0 5 81-27 Chahidi, A. -2- February 9, 1982 The Architectural Advisor expresses some concern regarding a weak landscaping in the front setback. Additionally, he adds that the building materials and architectural treatment at windows is difficult to understand. CONDiTIONS OF APPROVAL: S 81-27 March 9, 1982 APPLICATION OF: Chahidi, A. ITEM NO. 1 STAFF COMMENT SHEET - PLANNING COMMISSION MEETING OF JANUARY 26, 1982 S 81-27 Continued application of Mr. Ali Chahidi for Chahidi, A. approval of plans and elevations to allow the construction of a 13,600 square foot office building on property known as 2255 S. Bascom Avenue in a C-2-S (General Commercial) Zoning District. STAFF RECOMMENDATION That the Planning Commission continue this application to its meeting of February 8, 1982 so that revised plans may be considered. STAFF DISCUSSION At its meeting of December 8, 1981 and January 12, 1982 the Planning Commission continued this application so that the applicant could submit revised plans. As of this writing, Staff has received a revised submittal; however, Staff has not had an opportunity to review the revised plans. A copy of the previous Staff Comment Sheet is attached for the Commission's review. ( ITEM NO. 1 STAFF COMMENT SHEET - PLANNING COMMISSION MEETING OF DECEMBER 8, 1981 S 81-27 Application of Mr. Ali Chahidi for approval of Chahidi, A. plans and elevations to allow the construction of a 13,600 square foot office building on pro- perty known as 2255 S. Bascom Avenue in a C-2-S (General Commercial) Zoning District. STAFF RECOMMENDATION 1. That the Planning Commission continue this application to its meeting of January 12, 1982 in order that the applicant may submit revised plans; or 2. Denial, as presented. CTArr nTfrl Kf TnA The applicant is proposing to construct a 13,470 sq.ft. office building on the .4 net acre site. The p-oposed 3-1/2 story building will cover approximately 32% of the site. Parking is accommodated in a two -level parking structure to the rear of the proposed uilding. The construction of this proposal could require the removal of an existing single-family residence. Building material: are indicated as wood and stucco for siding. The Architectural Advisor is of the opinion that the proposed building materials are not illustrated properly. The proposed site plan indicates that approximately 15% of the project will be landscaped. Staff expresses some concern that a minimal amount of this landscaping will be visible from the Bascom Avenue frontage. Additionally, Staff expresses concern that the mature redwood trees and a stand of eucalyptus have not been accommodated in the site plan. The applicant has provided 78 parking spaces (46 standard, 20 compact, 2 handicapped) for this project. The provided parking is consistent with previous approvals c. the Commission for office developments and results in a parking ratio of 1:200. As previously mentioned, parking will be accommodated in a two -level parking structure (height 10 feet) to the rear of the proposed building. Staff expresses some concern in regard to how this structure relates to the adjacent apartment complex. This concern may be addressed with the submittal of revised elevations which clearly indicate how this structure will be constructed. The Architectural Advisor is of the opinion that the site plan is weak, since it omits the existing trees and surrounding building types. Additionally, he adds that the design is much too massive and out of character with this location. Commissioner Fairbanks then moved that the Planning Commission continue this application to the January 26 meeting, seconded by Commissioner Howard and unanimously adopted. ITEM NO. 1 STAFF COMMENT SHEET - PLANNING COMMISSION MEETING OF JANUARY 12, 1982 S 81-27 Continued application of Mr. Ali Chahidi for Chahidi, A. approval of plans and elevations to allow the construction of a 13,600 square foot office building on property known as 2255 S. Bascom Avenue in a C-2-S (General Commercial) Zoning District. STAFF RECOMMENDATION That the Planning Commission continue this application to its meeting of January 26, 1982 in order that the applicant may submit revised plans. At its meeting of December 8, 1981 the Planning Commission continued this application to this meeting so that the applicant could submit revised plans. As of this writing, Staff has not received a revised submittal; consequently, Staff is recommending a continuance to the Planning Commission meeting of January 26, 1982 to enable submittal of revised plans. 101 PLANNING COMMISSION MINUTES DECEMBER 8, 1981 ARCHITECTURAL APPROVALS S 81-27 Application of Mr. Ali Chahidi for approval of Chahidi, A. plans and elevations to allow the construction of a 13,600 square foot office building on property known as 2255 S. Bascom Avenue in a C-2-S (General Commercial) Zoning District. Commissioner Meyer reported that the applicant met with the Site and Archi- tectural Review Committee this morning, and the Committee is recommending a continuance of this application in order that revised plans could be submitted. Mr. Kee stated that Staff is also recommending a continuance of this application. Commissioner Howard then moved that S 81-27 be continued to the January 12, 1981 Planning Commission meeting, seconded by Commissioner Kotowski and unanimously adopted. 7 1 ITEM NO. 1 STAFF COMMENT SHEET - PLANNING COMMISSION MEETING OF DECEMBER 8, 1981 S 81-27 Application of Mr. Ali Chahidi for approval of Chahidi, It. plans and elevations to allow the construction of a 13,600 square foot office building on pro- perty known as 2255 S. Bascom Avenue in a C-2-S (General Commercial) Zoning District. STAFF RECOMMENDATION 1. That the Planning Commission continue this application to its meeting of January 12, 1982 in order that the applicant may submit revised plans; or 2. Denial, as presented. STAFF DISCUSSION The applicant is proposing to construct a 13,470 sq.ft. office building on the .4 net acre site. The proposed 3-1/2 story building will cover approximately 32% of the site. Parking is accommodated in a two -level parking structure to the rear of the proposed building. the construction of this proposal could require the removal of an existing single-family residence. Building materials are indicated as wood and stucco for siding. Additionally, Staff expresses concern that the mature redwood trees and a s'_:nd of eucalyptus have not been accommodated in the site plan. The applicant has provided 78 parking spaces (46 standard, 20 compact, 2 handicapped) for this project. The provided parking is consistent with previous approvals of the Commission for office developments and results in a parking ratio of 1:200. S 81-27 Chahidi, A. -2- December 8, 1981 Staff is recommending a continuance at this time so that the applicant may submit revised plans addressing concerns expressed herein and the following concerns: 1. The project site is located on Bascom Avenue, the existing structure being a single family residence. The topography is flat and there are quite a number of eucalyptus trees in the back yard. From the age and condition of the foundation and the adjacent properties, the soil seems to be quite stable. There is no known cultural or historical significance about the property or the structure. As Bascom Avenue is located in flat lands and has been developed as a generally commercial strip, there are not any scenic aspects that can be determined. 34. Project site is located on Bascom Avenue. The nearest cross street is Apricot Avenue. The adjacent property to the north is a Seven -Eleven food market, and the south is an apartment building. The development along Bascom Avenue is mostly strip development devoted to commercial (fast foods, shops, restau- rants, automotive parts, etc.) and structure used for offices. The intensity of land use and the scale of development is varied since the development and use changes have taken place during a rather long period, where there were not forma? criteria for development. But the direction is cl;,arly toward medium to medium -high density and the uses have predominately become com- mercial and office, which is in line with the goals of the zoning plan. Front setbacks for buildings vary between 5' or 10' feet to 40' or 50' depending on the location of the parking. The height of the buildings along the Avenue vary from 1 to - stories, but as the Avenue is rather wide, the properties that have taller structures and have a more immediate location are more conducive to defining the street-scape, and helping to provide an urban scale hierarchy of people, buildings and auto- mobiles. a M 7 RECEIPT CITY OF CAMPBELL CAMPBELL.
