Commissioner Kotowski stated that the applicant had met with the Site and
Architectural Review Committee this morning. The applicant has addressed
the concerns of Staff, as listed in the Staff Comment Sheet of February 9,
1982. The Committee is recommending approval of this application, subject
to the conditions of approval as listed in the Staff Comment Sheet, attached
hereto, as well as the following conditions: (1) Developer to return to the
Site and Architectural Review Committee with a detailed cross-section view of
the sub-terranean garage in relation to adjacent properties on each side of

the development; (2) Complete landscape plan to be returned to the Site
and Architectural Review Committee for review; and (3) Completed render-
ings of elevations to come back to Site and Architectural Review Committee.
Commissioner Fairbanks stated her concern wiO the lot coverage being too
dense on this development.

STAFF DISCUSSION
At its meeting of February 23, 1982 the Planning Commission cuniinued this
application in order that revised plans could be submitted. The applicant
has since submitted revised plans which address the majority of concerns
expressed in the previous Staff Comment Sheet, a copy of which is attached
for the Commission's review.
The applicant's most recent proposal would allow the construction of a
three-story office building which would accommodate approximately 13,200
gross square feet. The proposed office building,excluding the parking
area,will cover approximately 36% of the site. The related parking
structure which stands about 5 feet over grade will cover an additional
50% of the project.
The site plan indicates that approximately 13.8% of the project will be
landscaped. Staff and the Architectural Advisor are recommending that
the planting areas indicated along Bascom Avenue be increased in size
and that a detail of planters on the upper floor of the proposed building
be provided. This concern may be addressed with the submittal of land-
scaping plans as per condition 3 of this approval.
The revised elevations indicate the use of glass and stucco (off-white)
for wall materials and wood trim for window treatment and railing purposes.
Ribbed metal roofing (brown) has been indicated as the roofing material.
Ti6= applicant has provided 56 parking spaces for this project, or a parking
ratio of 1:200. The proposed parking is adequate for the proposed use and
consistent with previous Planning Commission approvals for office develop-
ments. The majority of the parking will be accommodated in the two -level
parking structure to the rear of the proposed building. Staff still
expresses some concern regarding this portion of the project and is
recommending condition 1 of this approval which requires submittal of
revised plans indicating a sectional view of the parking area as well
as complete elevations of this portion of the project.
The Architectural Advisor is of the opinion that the revised plans are
an impro,ement over the previous submittal.

concern.
The revised plans propose to construct a 3-1/2 story building which will

the site. If both the office building and parking s.ructure are considered,
the project will cover approximately 90% of the site.

the .4 net acre site. The p-oposed 3-1/2 story building will cover
approximately 32% of the site. Parking is accommodated in a two -level
parking structure to the rear of the proposed �uilding. The construction
of this proposal could require the removal of an existing single-family
residence.
Building material: are indicated as wood and stucco for siding. The
Architectural Advisor is of the opinion that the proposed building
materials are not illustrated properly.
The proposed site plan indicates that approximately 15% of the project
will be landscaped. Staff expresses some concern that a minimal amount
of this landscaping will be visible from the Bascom Avenue frontage.
Additionally, Staff expresses concern that the mature redwood trees and
a stand of eucalyptus have not been accommodated in the site plan.
The applicant has provided 78 parking spaces (46 standard, 20 compact,
2 handicapped) for this project. The provided parking is consistent
with previous approvals c. the Commission for office developments and
results in a parking ratio of 1:200.
As previously mentioned, parking will be accommodated in a two -level
parking structure (height 10 feet) to the rear of the proposed building.
Staff expresses some concern in regard to how this structure relates to
the adjacent apartment complex. This concern may be addressed with the
submittal of revised elevations which clearly indicate how this structure
will be constructed.
The Architectural Advisor is of the opinion that the site plan is weak,
since it omits the existing trees and surrounding building types. Additionally,
he adds that the design is much too massive and out of character with this
location.

Environmental Setting
33. The project site is located on Bascom Avenue, the existing
structure being a single family residence. The topography
is flat and there are quite a number of eucalyptus trees in
the back yard. From the age and condition of the foundation
and the adjacent properties, the soil seems to be quite stable.
There is no known cultural or historical significance about
the property or the structure. As Bascom Avenue is located
in flat lands and has been developed as a generally commercial
strip, there are not any scenic aspects that can be determined.
34. Project site is located on Bascom Avenue. The nearest cross
street is Apricot Avenue. The adjacent property to the north
is a Seven -Eleven food market, and the south is an apartment
building. The development along Bascom Avenue is mostly strip
development devoted to commercial (fast foods, shops, restau-
rants, automotive parts, etc.) and structure used for offices.
The intensity of land use and the scale of development is varied
since the development and use changes have taken place during
a rather long period, where there were not forma? criteria for
development. But the direction is cl;,arly toward medium to
medium -high density and the uses have predominately become com-
mercial and office, which is in line with the goals of the
zoning plan. Front setbacks for buildings vary between 5' or
10' feet to 40' or 50' depending on the location of the parking.
The height of the buildings along the Avenue vary from 1 to -
stories, but as the Avenue is rather wide, the properties that
have taller structures and have a more immediate location are
more conducive to defining the street-scape, and helping to
provide an urban scale hierarchy of people, buildings and auto-
mobiles.
