Bascom Avenue in a C-2-S (General Cmmmercial) Zoning District. STAFF RECCTT8MATION 1. That the Planning Commission continue the consideration of this application, in order the revised plans may be submitted; or -'. If approved, subject to the attached conditions. The applicant is requesting approval of a site and architectural application to allow the remodeling of an existing retail business center. The presented plans indicate the following changes: 1. A reorganization of the interior floor space and an increase in mezzanine floor area of approximately 3,502 sq.ft. 2. An expansion of the wallway canopy along the Bascom Avenue frontage. 3. The addition of two store front windows and the elimination of some existing door ways along the Bascom Avenue facade. 4. A modification to the signing portion of this facade, lowering the background of the sign area; and S. The provision of two handicapped parking stalls. Generally, the presented plans indicate an upgrading of the existing building facade. The introduction of store front windows and the lowering of the signing element is a significant improvement in Staff's opinion. The site plan indicates that approximately 3.5% of the site is landscaped. Staff is of the opinion that the existing landscaping which is presented is minimal and that it Falls significantly short of the stnadard of 10% of the Inbuilt area on this site. Staff would recommend a significant increase of landscaping areas with the submittal of revised plans for this proiect. The applicant has shown 186 parking stalls fir that portion of the shopping center occupied by this business which results in a parking ratio of 1:198 for the proposed floor area. The standard for retail businesses is 1:200. The site plan indicates the provision of 2 handicapped parking stalls. Current standards would require the prevision of 5 handicapped parking spaces for a S 83-06 Iverson, M. -2- April 26, 1983 project of this size, consequently, Staff Mould recommend the provision of an additional 3 handicapped parking stalls. The site plan has not indicated the provision of any compact parking stalls. Staff has not included the outdoor garden supply area in their calculations for parking demand. Staff would consider the provided parking adequate for the proposed use due to the character of the retail business. As the Commission may be aware, the southern portion of this project utilizes an outdoor storage area of approximately 12,000 sq.ft. for storage of garden- ing and landscaping materials. The redwood slats originally provided for screening of this area are in disrepair and Staff would recommend the re- placement or repair of this screening element. Additionally, a review of the existing site indicates that the front wallway and areas along the fenced storage area are ceing used for storage of materials. Staff is recommending a condition of approval which prohibits the outdoor dis- play or storage of materials, except within the building or the approved outdoor yard. The Architectural Advisor considers the presented plans generally acceptable. He does raise some cori erns regarding the u;,e of some building materials and recommends the provision of a textured finish to soften the concrete finish on the building facade. These items will be discussed at the Site and Architectural Review Committee meeting. Staff is recommending a continuance of this matter in order that the following items may be addressed: 1. An increase in landscaping areas. 2. The provision of handicapped parking stalls per City standard. 3. Provision of architectural treatment as per the recommendation of the Architectural Advisor.
