Commissioner Howard reported that this application was considered by the Site and Architectural Review Committee. Additionally, the Committee is recommending some changes to the north elevation fencing to be addressed by the s-ubmittal of revised plans to the Planning Director. Commissioner Campos expressed concern that the privacy of the surrounding residential uses be addressed. There was brief discussion regarding the parking easement (8 spaces) for the Yardstick. Dhr. Kee noted that Staff is recommending that this easement be eliminated and that the record be cleared in that there is adequate park- ing on the Yardstick site. It wa.s moved by Commissioner Howard, and seconded by Commissioner Campos, that the Planning Commission approve S 83-19 subject to conditions as listed in the Staff Comment Sheet as well as red -lining of the presented plans. BASCOM, AVE. ---------------------------------------------------------- STAFF RECOMMENDATION That the Site and Architectural Review Committee continue the consideration of the revised elevations and approve the landscape plans. 'TALC nTc.MTQQTlMI At its meeting of February 14, 1984, the Planning Commission approved the application of Mr. John Mercer to allow the construction of a two-story office building on the subject property. Conditions I and 3 -)f that approval required the applicant to submit plans and elevations for the ap- proval of the Site and Architectural Review Committee. REVISED ELEVATIONS Staff and the Architectural Advisor, during its review of the original building design, had expressed a concern regarding the uninterrupted north elevation of the proposed office building. More specifically, a concern was expressed regarding the roof line which was not interrupted for 217 feet. The applicant at this time has submitted a revised elevation which breaks the overhang approximately mid -point. Staff is of the opinion that pro- posed solution does not tie in well with the remainder of the building design and is recommending further study. LANDSCAPING AND IRRIGATION PLANS Condition 3 of this approval required the applicant to submit landscaping and irrigatior plans for the review of the Site and Architectural Review Committee. The presented plan is considered generally acceptable by Staff, and Staff is recommending approval as red -lined. PLANNING C(M IISSM0 MARCH 13, 1984 W 84-07 Request of W. Commissioner Howard reported that this project was considered by the Site and Architectural Review Committee, and the Committee is recommending approval of the requested modification to Condition 'Tr'. As the Commission may recall, an easement reserving 8 parking spaces for use by the Yardstick at 2110 S. -3- Bascom Avenue was required when 'ie Yardstick received approval for an ex- pansion in 1970. Since that time, the City's parking requiremerts have been amended to the extent that the on -site parking for the Yardsticl is adequate to serve the needs of that development. Tile applicant, Mr. Mercer, has in- dicated that the holder of the easement, at this time, refuses to abandon the easement. Mr. Kee stated that the recommendation is that the Commission consider approving the project as originally presented, with the 8 parking spaces held for use by the property at 2110 S. Bascom Avenue (The Yardstick). If this request is approved, 12F of the 136 parking spaces will be provided for the office building. This will result in a barking ratio of 1:234 if one excludes the areas devoted to stairwells and the mechanical room. Exclusion of stairwell, elevator shafrs and similar features from the calculation of the floor area has been approved by the Commission in the past. In addition, the Planning Commission and the City Counc'I did support a parking ratio of 1:250 for the large scale Prometheus project. C^mmissior,er Howard added that the Committee has requested the applicant to proceed with attempting to secure these spaces and relieve the easement; however, the Committee feels that it would be an undue har�ship to hold the project up for this reason. The holder of this easement, for reasons unknown to me, has refused to abandon the easement. The easement came about as a result of an application to expand the Yardstick Store some twelve years ago. The parking requirement at that time was one space for each 150 square feet of store area. The applicant satisfied the parking requirement with the subject easement -hich still exists. To date the offstreet spaces have not been used. For the last one and one-half years the property has been fenced pre- cluding use of the property for parking. Our approved building reouires 133 offstreet parking spaces. We are providing 136 spaces. If we subtract the eight spaces subject to the easement, we have 128 spaces or one space per 234 square feet of building. Under such unique circumstances, I feel it reasonable to ask the city to make an exception for tht: five parking spaces that we are "ternnically" lacking. STAFF DISCUSSION: The applicant is proposing the construction of a two-story office building on the 1.7 acre site. The proposed structure would accormmdate a proximately 31.400 square feet of gross floor area and coven approximately 19 percent of the project site. Building elevations indicate hear/ textured plaster (off white bone) for wall materials and French styled doors for window treatment. Roofing materials are indicated as a precast concrete roof tile (variegated rust tone). The proposed site plan indicates that 24 percent of the project will be land- scaped. Staff is recommending that some of the landscaping areas in the rear parking area be redistributed to provide a larger landscape buffer along the adjacent residential property. Addi,ionally, staff is recommending some minor changes to the proposed walkway around the building. The applicant has provided 137 parking spaces (110 standard, 27 comoact, 4 handicapped) for this projec` which results in a parking ratio rl 1:229 for the gross square footage of the proposed office use. If the common lobby and restroom facilities for this building are not included in the square footage, then the proposed parking results in a parking ratio of 1:223 for the proposed use. Staff is of the opinion that the provided parking should be adequate for the proposed office use. As .art of the submittal the applicant provided a traffic report which concludes that the anticipated increases in traffic generated by this proposal would not be significant in this area. The Public {works staff concurs with t:.is conclusion. The Architectural ..dvisor considers the project design acceptable. He does express a concern regarding the building color selections due to the simple shapes of the building. Staff and the Architectural Advisor express a concern regarding the uninterrupted roof line shown along the north elevation of approximately 217 feet. It is recommended that the architect provide sort- additional relief along this elevation. The preliminary title report for this property indicates a recorded easement for the use of approximately 8 parking spaces for a retail use (The Yardstick) across Bascom Avenue from this project. 'The additional parking for The Yardstick was required as part of a previous site and architectural application (S 70-30). Staff is of the opinion that the present parking facilities for The vardstick business are adequate and would recommend that the requirement for the 8 spaces on this site be eliminated. a•• Afts I—. A copy of Mr. Mercer's letter is attached for your records. As you may be aware, the referenced parking easement for 8 parking spaces was required by the City of Campbell as a condition of ap- proval for the expansion of the business known as the Yardstick (2110 S. Bascom Ave.) in 1970. Since that time the City's narking requirements have been amended to the extent that, in staff's opinion, the on -site parking for the Yardstick is adequate to serve the needs of that development. For example, the ordinance requirement for parking for commercial development was 1:150 in 19'0; whereas it is 1:200 in 1984. THE SETTING 1.1 Project Description The developer proposes the contruction of a professional office building containing 31,400 square feet of gross floor area. The site is located on a parcel of land on the west side of S. Bascom Avenue, between Apricot Avenue and Campbell Avenue, in Campbell. The development is city project No. S 83-19. 1.2 The Existing Transportation System Bascom Avenue is a six -lane arterial street that runs parallel to the Route 17 freeway between Los Gatos and San Jose. The section of Bascom Avenue adjoining the site has a continuous two-way left turn lane to facilitate left turns in and out of the numerous driveways along this section of the street. In the future, a median island may be installed in Bascom Avenue. Union Aven�:e is a four -lane arterial street in San Jose and a two-lane arterial street north of Bascom Avenue in Campbell. Campbell Avenue is a four -lane arterial street west of Bascom Avenue and a two-lane residential street east of Bascom Avenue. Public Transportation is provided by the Santa Clara County Transit System. Local bus service is available on Bascom Avenue and on Campbell Avenue. Express bus service is available on Bascom Avenue south of Campbell Avenue and on Campbell Avenue west of Bascom Avenue. 2. TRAFFIC IMPACTS 2.1 Trip Generation and Distribution Trip generation for the project has been calculated using rates given in the Transportation and Traffic Engineering Hand- book, 2nd Edition, for general office buildings. Table 10-22 from the handbook, Vehicle Trip Generation of Urban Land Use, is attached as Exhibit A. Trip generation rates are 12.3 daily trips per 1000 square feet_ of gross floor area, 2.3 AM peak hour trips and 2.2 PM peak hour trips per 1000 square feet of gross floor area. Based on these rates, the project will generate 386 daily trips, 72 AM peak hour trips and 69 PM peak hour trips. Project generated traffic has been distributed to the local street system in accordance with existing travel patterns. Project traffic assignment for AM and PN. peak hour traffic is shown on Figures 1 and 2 respectively. 2.2 Project Traffic Increases Project traf:`i.c increase:; on Bascom Avenue will be as follows: Existing Project Ex + Proj. Project traffic increases on Bascom Avenue are less than two percent in the AM peak hour and less than one percent in the PM peak hour. Note that actual traffic voli+mes on Bascom Avenue south of Campbell Avenue are 68 percent higher in the PM peak hour than in the AM peak hour. 2.3 Intersection Levels of Service Intersection levels of service have been calculated for PM peak hour traffic conditions. Clearly, these are the controlling conditions. For the intersection of Bascom Avenue and Campbell Avenue, the city furnished level of service calculation sheets that had been used to evaluate traffic conditions from development of the Prometheus project. These sheets show conditions as follows: Condition Level of Service 1. Existing Traffic: 93% of Level of Service E 2. Existing Traffic Projected to 1986: 99% of Level of Service E 3. With Traffic from the Ainsley Project Added: 100% of Level of Service E 4. With Traffic from 460,000 sq. ft. of additional development (Prometheus Project): 104% of Level of Service E 2 We calculated two additional conditions per information received from the city of 'ampbell's Public Works staff (Keith Manley.): Condition Level of Service 5. With mitigation of Condition 4 by installation of a double left turn lane on Northbound Bascom Avenue: 95% of Level of Service E 6. With traffic added From Project No. S83-19: 95% of Level of Service E Calculation sheets are included in the report appendix. These calculations show the project traffic will have ao impact on levels of service at the Bascom Avenue -Campbell Avenue inter- z.cction. For level of service calculations at the intersection of Bascom Avenue and Union Avenue, we used traffic counts supplied by the City of Campbell, and approved development trips for other developments supplied by the City of San Jose. Since this is a city of San Jose intersection, calculations were made according to San Jose's approved methods. Calculation sheets, included in the appendix, show as follows: Volume/Capacity Ratio Percent Increase Condition & Level of Service Critical Movements Existing Traffic 0.851 D Exist + Approved Developments 0.868 D 1.2% Exist + Appr + Project S83-19 0.676 D 0.5% with Traffic added from the Prometheus development: 0.890 D 2.2% These calculation show that project traffic will not have a significant impact on Levels of Service at the intersection of Bascom Avenue and Union Avenue. 2.3 Summary of Project Traffic Impacts Levels of service during the PM peak traffic hour at the analyzed intersections will not change due to the addition of project traffic.
