STAFF DISCUSSION This application was continued from the previous Planning Commission meeting of February 14, 1984 in order that revised plans could be submitted. A copy of the previous Staff Comment Sheet is attached for the Commission's review. The applicant has submitted revised plans which address the concerns expressed in the previous Staff Comment Sheet. The revised plans indicate the following changes: 1. Relocation of the handicapped parking stalls and the introduction of landscaping areas in the rear parking lot. 2. Deletion of the proposed patio. 3. Revision to the elevations. 4. Submittal of a landscaping plan. Staff is of the opinion that the above changes address the concerns previously expressed and is recommending approval of this proposal. As of this writing, Staff has not had an opportunity to have the revised elevations reviewed by the Architectural Advisor, however, his comments will be available at the Site and Architectural Review Committee meeting. Since the last meeting, the Public Works Staff has been made aware of the fact that the Standard Oil Co. intends to modify its service station at the corner of Hamilton and Bascom Avenues. If changes are made to the service station, the Public Works Department will require that modifications he made to the curb on Bascom Avenue in order to provide additional width - the right -turn lane. It is the recommendation of the Public Works Department that the additional width for the right -turn lane (3') be continued north along the frontage of the subject property as indicated +n red on the site plan. STAFF DISCUSSION The applicant is proposing to remodel an existing restaurant (previously Jolly Roger/Flagg's) located on the 43,747 sq.ft. site. The proposed remodel will increase the restaurant area by approximately 78 sq.ft. to a total building square footage of 4,860 sq.ft. The proposed restaurant would accommodate 152 seats. The proposed renovation indicates the construction of new woodsided enclosures at the building corners and the restaurant entry. Window treatment is shown as a divided lite window with canvas awnings or canopies. Portions of the existing metal roof will be retained. The site indicates that approximately 17% of the project will be land- scaped. The present landscaping for this restaurant is comprised of bermed landscaping areas adjacent to the building and some perimeter landscaping areas in the parking area. Staff is of the opinion that the landscaping areas in the parking area of this project are minimal and would recommend the introduction of some tree wells and landscaping areas as indicated in red on the presented plans. As part of this proposal, the applicant has indicated the provision of 68 parking spaces ( handicapped, 66 standard) for this restaurant. The provided parking results in a parking ratio of 1 space for every 2.2 seats which exceeds the requirement of 1 space for every 3 seats specified for restaurant uses. Staff is recommending the relocation of the handi- capped stalls and the introduction of some compact stalls resulting in loss of one parking space. The recommended changes are redlined on the presented plans. The Architectural Advisor is of the opinion that the proposed wood enclosures do not address the street well and that the existing rooflire, planter, and berm combination addresses the street much better.
