SOIL PREPARATION
GENERAL
DESCRIPTION: Work in this section Includes the installation of topsoil and soil amendments, finish
grading, plant pit backfill, and all other incidentals related thereta.
REVIEWS: Contractor shall specifically request at least two days in advance the following reviews prior
to progressing with the work: 11) rough grading, (2) verification of incorporation depths. and (3) finish
grade.
CERTIFICATION: Written certificates stating quantity, type, and compowttan, weight and origin to(
ill amendments, chemicals, and any Import soils shall be delivered to the Landscape Architect before
the material is used on the site.
TEST SAMPLES: Contractor shall provide a on"uart sample of proposed amendments and import
soils to Soil and Plant Laboratory of Santa Clara ("I 727-033C for their testing for conformance ro
this specification. No material shall be delivered to the site until the Landscape Architect approves the

IMPORT TOPSOIL: Topsoil shall be a loose, friabie sandy loam, free of harmful insects, all weed

of rocks over two cubic inches. The PH values shall be between six and seven. Topsoil shall be free of
any substance harmful to plant growth and shall conform to the following:
Classification: USDA sandy loam, with 80% of the same component in the medium fine to very fine
range.
Salinity: saturation extract (ECe) less than 4.0
Sodium: ISAF) less than 8.0
Boron: saturation extract concentration less than 1.0 ppm
ORGANIC AMENDMENTS. Redwood sawdust derived from wood or redwood meeting the following
specifications:

EXECUTION
LIMITS AND GRADES: Prior to commencing soil preparation operations, Contractor shall request a
review by the Landscape Architect to verify specified limits and grades of work completed to date and
soil preparation work to commence. Contractor shall complete the rough grading as necessary to round
tire top and toe of all slopes, Providing naturalized contouring to integrate newly graded areas with the
natural topography.
ROUGH GRADING: All rough grading and approximate finish grading Is to be completed under the
earthwork section. Finish grading under this section shall be completed n accordance with the grades
indicated on the civil engineering drawings and as generally shown with one contours on the .-ndscape
drawings.
TOPSOIL AND AMENDMENT PLACEMENT: After the site has been rough graded to within 0.21
of the finish grades, a three-inch layer of topsoil shall be uniformly distributed over the entire site and
thoroughly incorporated into the top seven inches of existing subsoil by ripping. Ripping shall be
accomplished by "spikes' or "teeth" no further than twelve inches apart being pulled through the sod
to a total ten -inch depth. All ripping shall be completed at right angl is in both airectionL The remain.
ing topsoil and the layer of organic amendment shall then be uniformly distributed.
FINISH GRADING: Contractor shall finish grade all planting areas unless otherwise noted, and shall
remove all rocks and clods over one and one-half cubic inches. All areas shall be smooth and uniformly
graded. All erosion damage during the construction period shall be repaired by the Contractor. Unless
otherwise noted, all soil finish grades shall be one inch below finish grade of walks, pavement and curbs.
PLANTING
GENERAL
DESCRIPTION. Work in this section includes all planting, stating, and related Incidental
work thereto.
REVIEWS! The Contractor shall specifically request the following inspections prior to progressing with
the work: (1) Plant material approval and layout, (inc!uding preliminary finish gradel. (2) Substantial
completion and (3) final.
SUBMITTALS/PLANT MATERIAL: Within five days after award of the contract, Contractor shall
submit notice to the Landscape A;;hitect certifying the quantity and species of plant material ordered,
the nursery supplying the material and any plant materal unavailable at the tine, or proposed sub-
stitutions to be approved by the Landscape Architect
SUBMITTALS/SEED: Written certificates stating aantity, type. composition, %eight and origin for
all seed shall be retained by the Contractor and delivered to the Landscape Architect, upon request.
PRODUCTS
^!OMENCLATURE AND LABELS: Plant botanical names conform to "Standardized Plant Names,"
second edition, and secondly, "A Checklist of Woody Ornamental Plants of California." Manor! 32,
University of Ca!fornia. All plants of each clone, species, and cu ltivar shall be delivered to V,, site
labeled with their full botanical name. Every plant species shall be labeled with no less than one label
for every ten plants of a species.
QUALITY: Minimum quality of all plant material shall conform to prevalLne put lished specifications
of the California Association of Nursenmen and the American Association of Nurserymen unless
otherwise indicated. Additional specifications shall be indicated on the drawings.
QUANTITIES; The quantities shown on the plant list and in labels are for the '.andscaoe Architect's
use and are not to be construed as the complete and accurate limits of the contract. Contractor shall
furnish and install all plants shown schematically on the drawings.
FOOT SYSTEMS: All container -grown stock shall be grown in its container for at least six months
prior to its planting. Contractor shall allow one percent of the quantity of plants for removal and
Inspection. Any plant material, within two years following the final acceptance of the project, deter.
mined by the Landscape Architect to be defective, restricted, declining or otherwise deficient due to
abnormal root growth, shall be replaced by Contriactor, to the equal condition of adjacent plants, at
the time of replacement.
'REES: All trees shall have straight trunks of uniform taper, lager at the bottom. Trunks shall be free
of damaged bark, with all minor abrasions and cuts stowing healing tissue. Sucker basal growth and
sucker lateral growth shall be removed and treated to eliminate resoroubng. Normal lower side branch-
ing shall remain. Trees unable to stand upright without support shall be rejected.
HEALTH! Foliage, roots and stems of all plants shall be of vigorous health and normal habit of orowth
'or its species. All plants shall be free of all diseases, insect stages, burns, or disfiguring characteristics.
LNTRUE SPECIES: All plant material, within two years following the final acceptance of the project,
determined by the Landscape Architect to be untrue to the species, clone, and/or variety specified, shall
be replaced by the Contractor, to the equal condition of adjacent plants at the time of replacement.

IRRIGATION
GENERAL
DESCRIPTION: Work in this section includes Installation of a complete automatic Irrigation system,
including trenching, piping, equipment, electrical components, maintenance of the system, and inciden-
tals related thereto.

PRODUCTS
QUALITY. All materials shall be new and the best quality available union otherwise specified. All
materials shall be clearly marked by manufacturer on all material, containers or Certificates of contents
for inspection.
PLASTIC PIPE AND FITTINGS Polyvinyl chloride schedule 40 (CS207-601 Class 200, and Class 315
(CS256 63) PVC ri Unless op erwise noted, all pvc pipe shall be Class 200, solvent weld fittings shall
be Schedule 40, and threaded fittings shall be schedule 40 heavy wall. Polyethylene fittings to be black,
standard quality. Solvent for piping shall be as recommended by pipe manufacturer.
GALVANIZED PIPE AND FITTINGS: Galvanized -:eel pipe ASTM A120, Fittings standard threaded
galvanized malleable iron; all galvanized main below grade shall be wrapped with 2" wide plastic ad
hesnve tape (=50 "ScotchWrap" or equal).

VALVE BOXES: Precast concrete or plastic of type and size indicted. Free of all cracks, chips or

I ARIGATION EQUIPMENT: Refer to drawings. Any desired subst tUtioru require submittals in dupli-
cate for specific written approval.
EXECUTION
GRADING: Contractor shall be responsible for installing all irrigation features to their finished grade
and at depths indicated. All rough grading and/or finish grading shall be completed and/or accommo-
dated br fore trenching commences.
LAYOu r AND TRENCHING: All features of the irrigation system shall be staked and pipe alignments
mark prior

BACKFILLING: Cover no joints until system has been approved by the Landscape Architect. Backfill
with damaging rocks and debris shall not be p'rmitted. Compact all backfill and eiminate settlement.
Previously prepared soil is to be replaced into the top layer of backfill.
FABRICATION: Snake pipe from side to side when trench exceeds thirty feet in length. All manifolds
shall be neat, orderly and constructed for ease in maintenance operations. Construct manifolds to allow
valve boxes to be parallel to each other and to adjacent walls, walks. curbs and buildings. Cuts and
joints shall be free of burrs, smooth and minimum in quantity. Al! pipe above finish grade shall be
galvanized unless noted.
PIPELINES: All pipelines shown parallel on the drawing may be installed in a common trench. Where
Pipelines are shown parallel or adjacent shrub or ground cover areas, they shall be installed in these
areas. Where shown parallel or adjacent areas versus pavement, they shall be installed in th=
area. All changes in depth of pipe shall be accomplished using 45 degree fittings.
TESTING: Test all lines before backfilling for malfunctions. Test mains under pressure for at least
three hours.
THRUST BLOCKS: Where project pressure exceeds 70 P.s.i., contractor shall install thrust blocks on
mains at all right angle bends, changes in grade, and other points as recommended by the manufacturer.
Cast in place concrete thrust blocks shall be adequate size to protect the pipe from all thrust damage.
CONTROL WI RE: Install control wire in pipe trerches wherever practical. Tape to pipe every ten feet.
Conduin or sleeves, where required, shall be sized, based on =14 wires. ;.If splices shall be epoxy
coated. All wire shall be installed below or level with the bottom of adjacent pipes. All wiring above
finish grade shall be enclosed in steel conduit.

tions. Station valves to operate as they are located around the site. Fasten controller and wire conduits
securely to walls or other structures with conduit clamps and screws. Contractor shall complete all
forms and labels shipped with andior attached to the controller: attach his own name, address and
phone number to the controller via a permanent label: and steal! properly execute and file with the
Owner the controller guarantee.
AS-BUI LT: Contractor shall regularly update a print of the system and any changes made to the system
throughout the protect. Features below ground shall be indicated with at least two measurements from
surface features such as walks, buildings, or sprinkler heads. All changes shall be recorded on this plan
before trenches are backfilled. The as -built play, shall be completed and submitted to the Landscape
Architect before payment sha!I be madi for work installed.
SUBSTANTIAL COMPLETION:
Shall he deemed or the time when all major planting, including groundcover, the irrigation
system and all other work C satisfactorily completed, with the exception of minor Items ro be com-
pleted as noted upon a checklist con,pred by the Landscape Architect.
FINAL REVIEW:
Contractor shall request a final review of the project within five (5) days in advance of the proposed
date. Failure to teauest this notice shall automatically postpone the date of completion and continues
this malnttnance period until final completion its approved.
MAINTENAN CE:

Shall be given to the Contractor in writino by the Landscape Architect or Owner.
PLANT GUARANTEE AND REPLACEMENT:
The guarantee period shall begin at completion of maintenance or date of final acceptance by the
Landscape Architect.
All shrubs and groundcover shall be guaranteed by the Contractor as to growth and health for a period
or ninety (90) days slier completion of the specified maintenance moo and/or final acceptance by

The Contractor, within fifteen (15) days of notification by the Landscaue Architect, shall remove and
replace all guaranteed plant materials which, for any reason, fail to meet the requirements of the
guarantee. Replacement shall be made with plant materials as indicated it specified for the original
planting and all such replacement materials shall be guaranteed as specified for the original guaranteed
materials.
IRRIGATION GUARANTEE
The entire sprinkler system shall be unconditionally guaranteed by the Contractor as to material and
workmanship, including settling of backfilled areas below grade for a period of one (I I year following
the date of final acceptance of the work.
If, within one year from the date of completion, settlement occurs, and adjustments in pipes• valves and
sprinkler heads or paving it necessary to bring the system or paving to the proper level of the permanent
grades, the Contractor, as part of the work under his Contract• shall make all adjustments without extra
cost to the Owner, including the restoration of all damaged planting, paving or other Improvements of
Zny kind.
Contractor shall furnish two (2) service manuals to the Corner. Manuals may be loose leaf and shall
contain complete exploded drawings of all equipment insutled showing components and catalog num-
uers together with the manufacturer's name and address. Additional sheets shall cover operation mstruc
lions simple enough to be understood without specialized Knowledge.
Loose equipment to furnish: loose sprinkler equipment• oceratirg keys and spare parts will be furnished
by the Contractor in the following quantities:
I. Three (3) quick coupler keys and matching swivel ^ose ells.
2. Two (2) five foot valve keys for gate valves.
3. Two (2) keys for each controller.
4 Two (2) sets of special tools required for remoring, disassembling and adjusting each type of
sprinkler and valve supplied on this project.
Service by the Contractor: the Contractor shall service the system at the Owner's request during the
guarantee period. The Contractor shall be paid for work performed which its by the guar

Should any operational difficulties in connection with the sprinkler system develop within the specified

irrigation and fencing plan for the review of the Site and Architectural
Review Committee.
The applicant at this time has submitted plans which in Staff's opinion
address the design concerns for this project. Consequently, Staff is
recommending approval of these plans as submitted.

It was moved by Commissioner Campos, and seconded by Commissioner Howard, that

STAFF REC0hTENDATION
That the Planning Commission approve this application, subject to the attached
conditions.
STAFF DISCUSSION
The applicant is pi -posing to construct a 10,672 sq.ft. office building on
the 41 acre lot. The property is presently occupied with a single family
residence which is proposed to be relocated.
The building will be three stories high with on -grade parking beneath it
and two floors of office space above. The overall height will be 3816".
The building will be of a spanish motif style with tan stucco for the
walls and red clay "S" the for the roof.
The building is setback approximately 100' from the front property line.
The stairwells extend to the property lines on both sides of the property
with the t ilding itself being 51 off these property lines. Although these
setbacks are minimal for a building of this height they seem appropriate be-
cause of the layout of the adjacent properties. To the north is a commercial
building with a blank block wall built to the property line. To the south is
an apartment complex with the driveway and carport adjacent to the subject
property. The apartment building itself is approximately 391 from the subject
property, thus the proposed building should not block light or air.
The site plan indicates that approximately 24% of the project will he land-
scaped. The applicant has provided substantial landscaping at the front of
the project inclLling a 10, landscaping strip between the street and the
parking area. In addition, the applicant has retained a number of large
redwood and other types of trees at the front of the project. A large
number of eucalyptus trees at the rear of the property will be removed.
The applicant has provided 47 parking spaces (26 standard, 19 compact, 2
handicapped) which satisfies the code requirement of 1:225 sq.ft. of gross
floor area.
The Architectural Advisor is of the opinion that the project is generally
acceptable, but has the following comme.[ts:
1) Needs more specific information regarding the elevator shaft
size and how it relates to the parking space it impacts.

2) The walkway from the sidewalk to the entrance will be of insufficient
width with the car overhangs. The walkway might be relocated along
the north property line.
3) The "arches" in the garage do not add anything to the building.
4) The li ht tan stucco is excellent, and could really work well if
brown rather than red) roof tile is used, and if the stucco tex-
ture is not too rough.
Staff has the following concerns regarding this project:
1) Five of the standard parking stalls are too short because they
abut the stairwells.
2) The walkway from the sidewalk to the entrance is too narrow with
car overhangs.
3) A 6' masonry wall is needed along the west and south property
lines where the project abuts residential property.
In general, Staff is of the opinion that the project is acceptable and that
the minor problems can be resolved with revised plans to come back to the
Planning Director as per Condition 1.

SUBJECT: PROPOSED OFFICE BUILDING AT 2255 S. BASCOM AVENUE
Dear Art,
Some changes have taken place on the building at 2255 S. Bascom for various
reasons and the following list is in response to all those items.
1. The landscaping area behind the sidewalk along Bascom Avenue on the
south side of the driveway entrance has been reduced from 10'-0" to
7'-0". The portion north of the driveway entrance remains at 10'-0".
Net loss of landscape along Bascom Avenue of 54 sq. ft.
2. The landscaping alongside the walk adjacent to the building entry has
been removed and replaced with a scattered salt finish concrete walk.
Net loss of 64 sq. ft. landscape.
3. The concrete walk from the `.ront of the building to Bascom Avenue has
been removed and replaced with landscaping, resulting in a 432 sq. ft.
gain in landscape.
4. The landscape area along the west property line has been reduced in
width by approximately 1'-0", resulting in a net loss in landscaping
of about 76 sq. ft.
The net change in landscape modification results in a gain of approx-
imately 238 sq. ft.
5. The stamped pattern in the entrance driveway and entry walks has been
changed to scattered salt finish concrete.
6. The concrete handicap ramp from the garage into the stair enclosure
has been shifted to the opposite side of the mechanical rooms and now
enters the building at the front entry. The ramp surface has also been
changed from a stamped pattern to a scattered salt finish.
7. The walls to the sides of the driveway entranco have been enclosed due
to building departments requirements for shear wall R

8. Due to a code requirement by the building department, the building
overhang has been shortened form 2'-0" to 1'-8" all around which
results in a visual change at the north and south balcony areas.
9. The mechanical, storage and trash enclosures have been rotated or

9.045 by County Sanitation District No. 4 of Santa Clara County,
the agency providing the above described parcel(s) with sewer
service, if the District's Manager and Engineer makes a deter-
mination that the issuance'of a sewer connection permit to a

Campbell shall be made with Green Valley Disposal Company. This
requirement applies to all single-family dwellings, multiple apart-
ment units, to all commercial, business, industrial, manufacturing,
and construction establishments.

Dear Committee Members:
' e examined the site and the Applicant's Draw
1-20-94, and have concluded that:
1. More specific information is needed with regard to the
size of the elevator shaft, especially as it relates to
the parking space it impacts.
2. According to Title 24, handicapped access is needed from the
sidewalk to the elevator. The four foot walk (including a six
inch curb?) would be effecively halved by overhanging cars.
Perhaps a better solution would be to locate the required
walk between the trees and the North property line, arid plant
ground cover at the auto overhang.
3. Do the "a*chs" in the garage really add anything to the
building? Y would take them out.
4. I think the selection, of Light Tan Stucco is excellent; it
could really work well if the brown (rather than red) roof
the is used, and if the stucco texture is not too rough.

PROJECT DESCRIPTION FOR 2255 BASCOM AVENUE OFFICE BUILDTNG
The proposed project is located at 2255 Bascom Ave. just south of Apricot
Ave. on the west side of the street. The lot is presently occupied by
a two-story wood frame house with a detached garage. The owner -developer
is in the process of purchasing a lot for relocation of the structure.
The proposed office building will be a two story office building over
parking at grade level, essentially a three story building. The structure
will be located to the rear of the lot allowing preservation of the existing
redwoods, firs, a fig tree, a holly tree, camelias and an incredible wisteria
vine. The stucure will consist of wood frame construction over concrete steel
reinforced columns. The building exterior will be stucco, stained handrails and
trim, clay tile roof, quarry tile decks and windows and doors with muntin barn
in a spanish motif.
The heighth of the proposed structure is approximately 38'-0". The circulation
will be provided by an elevator and entry stair tower with a secondary stair well
for emergency exit purposes. The building will be provided with an automatic
fire extinguishing system as per the city of Campbell's Fire Ordinance.
The gross square footage of the building is 10,641 rq.ft. with 9,643 aq.ft.
net rentable. Required parking for the project is based on 225 sq.ft. per
space with 47.29 spaces being the total required. The project is supplied with
47 spaces.
The construction schedule for the proposed project is begin construction in late
April and finish in early September of 1984.

ENVIRONMENTAL DESCRIPTION FOR 2255 BASCOM AVENUE
The proposed project site is occupied by a single-family residence and
extensive vegetation. The residence will be relocated and a majority of
exiating plants will be retained. The site is slightly sloping to the rear
but will not propose a problem fir the grading and drainage of the proposed
project. The site is extremely stable and is capable of handling the proposed
project. There are no existing animals on the site that will be endangered.
The scenic aspects of the site wil be retained by preservation of all the
major plants and trees that are healthy and worth saving. The historical aspect
of the site will be retained by the preservation of the residence by relocation.
The proposed project is surrounded by commercial -retail to the north, commercial -
retail to the cast, apartments to the south and apartments to the west. The
setbacks for the commercial are 50' to 75' and the buildings are approximately
15' to IS' in heighth. The apartments are located within 15' of the property
line and are approximately 18' in heighth. There is not any significant
historical, cultural or scenic aspects to the surrounding properties.
