STAFF RECOMMENDATION
That the Committee continue the consideration of this landscape plan
so that a revised plan may be submitted.
STAFF DISCUSSION
At its meeting of May 14, 1985, the Planning CaMlission approved the
applicant's proposal to constn .r:t 10 apartcx nt units on the subject
property. Condition 3 of thac approval required submittal of a land-
scaping and irrigation plan ."or the Site and Architectural Review
Committee's approval.
The applicant at this time ha; submitted a landscape plan so that this
condition may be satisfied. Staff is of the opinion the the submitted
landscaping plan does not address the landscaping concerns for this
project for the following reasons:
1. The existing pine tree and cedar tree previously shown
at the project entrance have not been indicated or retained.
2. The indication of plant materials in the planting areas
along the street frontage is not complete.
3. More detail is .eeded to provide specifications for
planting details, field stone sizes, extent of berming,
header detail, and protection of existing trees during
construction.
Staff is recommending that this plan be continued so that these concerns
may be addressed.

and rubbish produced within the limits of the City of Campbell shall be
made with Green Valley Disposal Company. This requirement applies to all
single-family dwellings, multiple apartment units, to all commercial,
business, industrial, manufacturing, and construction establishments.
14. Trash container(s) of a size and quantity necessary to serve the
development shall be located in area(s) approved by the Fire Department.
Unless otherwise noted, enclosure(s) shall consist of a concrete floor
surrounded by a solid wall or fence and have self -closing doors of a size
specified by the Fire Department. All enclosures to be constructed at
grade level and have a level area adjacent to the trash enclosure area to
service these containers.
15. Applicant shall comply with all appropriate State and City
requirements for the handicapped.
16. Noise levels for the interior of residential units shall comply with
minimum State (Title 251 and local standards as indicated in the Noise
Element of the Campbell General Plan.
17. The applicant is hereby notified that the property is to be
maintained free of any combustible trash, debris and weeds, until the time
that actual construction commences. All existing structures shall be
secured by having windows boarded up and doors sealed shut, or be
demolished or removed from the property. Sect. 11.201 c 11.414, 1979 Ed.
Uniform Fire Code.
BUILDING DEPARTMENT
18. Note: It is understood that this project consists only of apartment
housing. No interior property lines can be involved. No construction

STAFF RECOMMENDATION
1. That the Planning Commission accept the Negative Declaration which has
been prepared for this project; and
2. That the Planning Commission approve this application subject to
the attached conditions.
STAFF DISCUSSION
This application was continued from the previous Planning Commission
meeting of April 9, 1985, so that revised plans could be submitted
addressing a reduction in the number of dwelling units and the following
concerns:
1. Provide a handicapped parking space and show all building
walls and supports in carport areas.
2. Relocate trash enclosure area behind 15' front yard setback.
3. Revise window trim on south elevation of Building II.
A. Provide the required distance between Buildings I S II or
combine buildings.
5. Review potential problem with vehicle movement and
building overhang on Building I.
6. Retention of some of the mature trees on the site.
7. Reduction in number of units to comply with zoning designation.
The applicant has submitted revised plans at this time.
The revised plans propose the construction of 10 two bedroom apartment
units on the .42 net acre site. The proposed development will require the
removal of two existing residential buildings and will be developed at a
density of 18.5 units per gross acre. The proposed density is consistent
with the R-3-S (Multiple Family Residential) Zoning District and the Nigh
Density Residential designation shown on the General Plan.

Building elevations indicate the construction of two 2-story apartment
buildings connected by a wood lattice element. Wall materials are shown
as a grooved plywood siding with a 2x12 accent band around the building.
Roofing material is shown as composition shingle.
The site plan indicates that 43 percent of the project will be
landscaped. The proposed open space satisfies the code requirement of 225
sq. ft. of open space per unit as required by the Zoning Ordinance. Two
existing trees have been retained.
The applicant is providing 20 parking spaces for the proposed use (3
compact, 16 standard and 1 handicapped). The provided parking results in
a parking ratio of 2 parking spaces per unit which satisfies the code
requirement for 2-bedroom apartments.
The Architectural Advisor considers the project design generally
acceptable. Fie does, however, recommend that wood treatment be
incorporated into the railing and stair design and that the proposed
landscape along the street provide trees for screening.
Staff considers the revised plan acceptable and is recommending its
approval. One area of concern expresssed by Staff is the accessibility of
the easterly most carport space. This item will be discussed at the Site
and Architectural Review Committee.

service, if the Listrict's Manager and Engineer makes a deter-
mination that the issuance'of a sewer connection permit to a

will, in his opinion, cause the District to exceed its ability to
treat adequately the wastewater that would result from the issuance

GENERAL: The applicant (Mr. Charles Shepardsun) has requested
that a sod lawn be replaced with a pee gravel mulch to protect
existing peach end apr Scot trees he wishes to retain. Bravo to Mr.
Shupsrdsont He is one of the few de.•elopers that realizes that
throwing an irrigated sod lawn over the root area of theme trees will
moat likely kill them. Campbell is celled the "Orchard City", and I
urge the Committee to help Mr. Shep^rdson preserve these few remaining
orchard trees.
First, make sure that the trees are worth saving. I have not
ssen the trees so cannot comment on this. Many of the old fruit trees
which have survived Silicon Valley onslaught are in poor health and
cannot be expected to survive much longer, especially in a landscape
eituetion. Have aome qualified person sake a thorough inspection of
theme trees for insect, disease, end mechanical damage. Be especially
e ttentive to the root crown area for symptoms of Oak root fungus and
other root and crown rot diseases. If these"ere found, then better to
remove the trees.
Also -- will there be enough sun for these trees between the
fence and the building? 1 do not have details, so the fence could be
a 12 foot wall. The south and west exposures will probably be OK if
the tr ems mostly above the fence top.
Secondly. Planner Marty Woodworth does not like the idea o{ Serge
expanuea of pee gravel replacing a lush green lawn. I tend to agree.
S. batltute the pee gravel with an organic mulch of bark or wood chips
2 - 3 inches thick. This is much better in terms of tree and soil
health £or a long list of reasons I won't go into. It will also look
much better then pee gravel.
Peach and apricot trees require deep watering (furrow or basin)
and spraying for several omnipotent fungal diseases in order to beer
wall. But even if you are not interested in yield, I suggest you
employ al). the recommended cultural practices in order to keep these
trees in as high vig r as possible. They are old now and require all
the help they can get. Enclosed is a U.C.A.M.R. publications catalog.
Order tha publications dealing with the fruits you have so you will
know how to take care of thee.
The lack of other londacepinq in the raviaed
erase does not b. or se. The lea• you disturb these
t rasa the batter. You could place a picnic tebl¢ or
two near the apricot trees and
make this a gathering
place. Stay out of the d71'line eree.
OTHER COMMENTS ON GENERAL PLAN: I know that Deborah Ellis
this plan has already been eppr oved, but I couldn't Horticultural Consultant
help easing Cyprea• (type not indlceted) in the
planting list. I urge the coo.ittea not to allow the
pleating of Leylandli Cypress or Monterey Cypress (Cupreaaua
nacrocarpa end Cprsaaocyparie leylandii.) These trees el moat always
contract a very serious diaeeae (Cypress conker) whichkills large
brauc ha end often eventually kills the entire tree. Nurseries in
this area
should not sell these plants, but we hev• not been able to
gat this thro�.gh their thick heads yet. Encloac,d is U.C. info on this
disease. Tha Italian cypress, C. sempervir— :s also auaaptlbl• but
l asa then the other two. We do not have as much of a problem with
Italian cypress in this :.are
although I have aecm isolated infections.

As we discussed on the site today we have modified the land-
scaping in the rear of the building as per plans enclosed. The
reason this was done was to protect the three existing apricot
trees and the one peach tree. These trees will not produce
satisfactorily in a landscaped climate. In addition, if they are
continually receiving water from a sprinkler system they will
die. These trees are extremely important to me, since they are
all that remains from the original orchard and in addition, are
mature trees. Unfortunantly, when the designer drew the plans he
did not understand what would happen to the trees in the environ-
ment as per original landscape plan. I didn't pay attention to
the plans until I met with the landscape contractor. At this
meeting I changed the landscape plans as per the corrected copy
attached anal the work has been completed in this fashion. I
really don't want to make any changes and sincerely hope that you
will agree to this modification.
