Commissioner Perrine reported that this application was considered by the
Site and Architectural Review Committee. The Committee is of the opinion
that this is a bold concepe. The only concern expressed reg-rds traffic
circulation in the area; howev,r, assuming these problems can be worked
out, the Site Committee is recommending approval.
Commissioner Dickson questioned the comments from the Building and Fire
Departments.
Mr. Kee indicated that, after talking with these departments, it has been
determined that changes can be made to satisfy the building and fire
codes. These changes would have to wade prior to issuance of any building
permits.
Mr. Helms noted that Public Works is not recommending any requirements as
a condition of approval.
Commissioner Perrin addressed the concerns listed in the Staff Report,
noting that the inn's lobby would be designed to allow pedestrian flow
from the shopping center areas; improved vehicular patterns would be
provided by breaking up some of the existing islands; the inn will operate
under the same management as the Campbell Inn, thereby sharing it's
exposure.
Commissioner Olszewski noted that his recommendation on the Site Committee
had been non -committal due to the traffic circulation problems around the
Pruneyard, particularly on Bascom and Campbell Avenues.
Mr. Helms discussed existing traffic patterns; and, regarding the
application before the Commission at this time, Staff has taken the
_.. position that prior approvals have authorized construction within the
subject floor space, with the allowed use being more traffic intense that
the proposed hotel; 111!refore, it would not be appropriate to require
further mitigation ,,e.sures as a result of this particular development.
Commissioner Dickson asked about the maintaining of setbacks in a
mixed -use development,
Mr. Kee indicated that Staff views the hotel as a commercial type of use.
Commissioner Christ asked if the proposal included designated parking for
hotel guests, noting that he would not like to see this.
Mr. Kee responded that there might need to be designated loading/unloading
spaces; however, Staff would not be in favor of hotelonly designated
parking.

�,• Mr. Fred Sahadl, applicant, addressed questions regarding market studies;
overall Pruneyard development, ambiance, and obsolesence; area
competition; existing parking layouts at the center; possible proposals
for designated hotel parking; impacts of development adjacent to Campbell
boundaries; signalizatlon and traffic circulation on Bascom and Campbell
Avenues; and, vehicle trips.

Commissioner Olszewski commented that it is entirely untrue that the
proposed use would cause less of a traffic problem in rhat there already
exists a problem without the subject area being used. However, Mr. Sahadi
answered his concern by stating that there are some things in the works to
correct the problem on Campbell/Union Avenues.

STAFF DISr,OSSION
The applicant is requesting, approval of plans and elevations to allow the
construction of a 79-room inn on the northerly portion of the existing
Pruneyard Shopping Center. The prop—ed inn would be accommodated in a
two-story structure located in a portion of the Pruneyard previously
approved for a sin;le story of retail use.
This portion of the Pruneyard is currently occupied by some existing
retail shops and a partially completed space with only a roof structure.
This existing, portion of the shopping center occupies approximately 23.00
sq.ft., or approximately 97 of the total shopping center square footage.
The applicant's proposal indicates the construction of a two-story spanish
style structure which would accommodate a 79-room inn with related lobby
and service facilities. The proposed structure consists of approximately
46,500 sq.ft. of floor area.
Building elevations indicate the use of stucco material for walls and the
reuse of existing roof tiles for roofing,. Generally, the elevations
reflect the existing, style of the shopping center.
The applicant has indicated that existing, parking, facilities woul� be used
to provide parking for this use. The previous approval of this portion uf
the Pruneyard allowed approximately 23,100 sq.ft, of retail use. Based
upon a parking, ratio of 1:200, this area would have required the provision
of 115 parking spaces. The proposed motel use would require the provision
of 88 parkinq spaces, consequently, the proposed use is less intensive
from a parkin? demand standpoint.

Staff would recommend that 3 handicapped parkin-; spaces he provided it
conjunction with this proposal, so that sufficient handicapped narking is
provided in light of the current parkin; standards.
The submitted plans indicate the retention of planting areas adjacent to
the project entry and in the courtyard areas to the north of this
project. The plans, however, do not indicate the retention of climbing
ivy ,.ong the perimeter walkway nor the provision of a planting buffer
between the parkin] area and the building,. Staff recommends that these
landscaping, elements he maintained to provide a consistency with the
remainder of the Pruneyard.
The Plannin; Department has received comments from the Building and Fire
Departments that the proposed motel cannot be constructed as presented.
The Building Official, however, has indicated that with Elie provision of
additional fire walls, this project may be possible.
The Architectural Advisor comments that this project proposes an
interesting combination of uses at this shopping center which should work
well together. lie does, however, express the following concerns:
1. 11ow does this project affect pedestrian circulation to other
shops in the center?
2. The vehicular circulation patterns at the inn entry appear
awkward.
3. The inn is proposed on the interior of the Pruneyard with little
or no street exposure, flow will this identity problem be solved?
4. The support poles for the porte cochere do not relate to the
building, design.
5. Color/building materinl samples should he provided; and
6. The proposed perimeter walkways should match the existing
walkways used throughout the Pruneyard.
Staff is recommending that the applicant submit revised plans addressing
these concerns which would be approved by the Site and Architectural
Review Committee.

33. 4 34. The existing site consists of 4 or 5 stores whose leases are expired
or about to expire plus several roofed but empty modules which have
not been leased since the center opened. They are all located on the
north side of the Pruneyard between Grodins and Food Villa.
The site has been developed for several years as a regional shopping
center and office tower complex. This specific project has only one
exposure to adjacent property, a two story multi -family residential
complex about IN feet to the north at the closest point. The
remainder of the commercial complex is a rambling, one and two story,
spanish tile roofed development, vaguely early california ranch style.
The existing courtyard and plaza .in the south side of the new motel
will be largely retained with some re -development and planting.
The new building itself is generally two story with a typical roof
height of about thirty feet but does contain a central tower about
forty five feet in height with a thirty five foot high atrium behind it.
The color scheme of the new addition will blend in with the existing
complex. The roof tile will be salvaged existing tile where it is
exposed to public view on the north and east sides and will he matched
as closely as possible on the south or courtyard sides. The cemen,
plaster will he a light complementary grayed tan with wood eaves and
posts stained a weathered gray brown. Wrought iron "balcony" railings
will be matte black. The canvas awnings and tower panels are intended
to be note intense, gay colors to signify an old world market place
and may range in the yellow -orange -terra Gotta shades.

33. & 34. The existing site consists of 4 or 5 stores whose leases are expired
or about to expire plus several roofed but empty modules which have
not been leased since the center opened. They are all located on the
north side of the Pruneyard between Grodins and Food Villa.
The site has been developed for several years as a regional shopping
center and office tower complex. This specific project has only one
exposure to adjacent property, a two story multi -family residential
complex about 110 feet to the north at the closest point. The
remainder of the commercial complex is a rambling, one and two story,
spanish tile roofed development, vaguely early california ranch style.
The existing courtyard and plaza on the south side of the new motel
will be largely retained with some re -development and planting.
The new building itself is generally two story with a typical roof
height of about thirty feet but does contain a central tower about
forty five feet in height with a thirty five foot high atrium behind it.
The color scheme of the new addition will blend in with the existing
complex. The roof tile will be salvaged existing tile where it is
exposed to public view on the north and east sides and will be matched
as closely as possible on the south or courtyard sides. The cement
plaster will be a light complementary grayed tan with wood eaves and
posts stained a weathered gray brown. Wrought iron "balcony" railings
will be matte black. The canvas awnings and tower panels are intended
to be more intense, gay colors to signify an old world market place
and may range in the yellow -orange -terra cotta shades.
