Commissioner Perrine reported that this application was considered by the
Site and Architectural Review Committee. The applicant is in agreement
with Staff's suggestions for the provision of a 25' frontyard setback, and
the provision of a 6' setback along the easterly elevation. The Site
Committee is recommending approval as redlined.
Chairman Kasolas opened the public hearing and invited anyone in the
audience to speak for or against this item.

attached findings, and adopt a
resolution approving S 86-14, subject to

PLANNING COMMISSION
After notification and public hearing as specified by law on the
application of Mr. Henning Marahrens for approval of plans and elevations
to allow house move -on of a residence on property known as 1256 Audrey
Ave. in an R-1-10 (Single Family Residential/Low Density) Zoning
District, as per application filed in the Planning Department on June 26.
1986, and, after presentation by the Planning DirectO:, proponents and
opponents, the hearing was closed (S 86-14).
After due consideration of all evidence presented, the Planning Commission
did find as follows:
1. The proposed single family dwelling is consistent with the R-1-10
Zoning shown for this lot.
2. The proposed plan as redlined satisfies all setbacks of the R-1-10
Zoning District.
3. Ttz presented plans indicate the provision of two parking spaces (I
covered, 1 uncovered) as required for single family dwellings.
4. The building design and s_yle is similar to that presently constructed
in this neighborhood.
Based on the above findings, the Planning Commission does hereby grant the
requested approval, subject to the conditions listed in Exhibit A.
attached hereto.

The applicant is notified as part of this application that he/she is required
to meet the following conditions in accordance with the Ordinances of the City
of Campbell and the Laws of the State of California,
1. Revised elevations and/or site plan indicating 25' frontyard setback, 6',
sideyard setback to be submitted to the Planning Department and approved
by the Planning Director upon recommendaticc of the Architectural Advisor
prior to application for a building permit.
2. Property to be fenced and landscaped as indicated and/or added in red on
the plans. Landscaping and fencing shall be maintained in accordance with
the approved plans.
3. Fencing plan indicating location and design details of fencing to be
submitted to the Planning Department and approved by the Planning Director
prior to issuance of a building permit.
4. Building occupancy will not be allowed until public improvements are
installed.
5. All parking and driveway areas to be developed in compliance with Chapter
21.50 of the Campbell Municipal Code. All parking spaces to be provided
with appropriate concrete curbs or bumper guards.
6. Underground utilities to be provided as required by Section 20.16.070 of
( the Campbell Municipal Code.
7. Plans submitted to :he Building Department for plan check shall indicate
clearly the location of all connections for underground utilities including
water, sewer, electric, telephone and television cables, etc.
8. Ordinance No. 782 of the Campbell Municipal Code stipulates that any
contract for the collection and disposal of refuse, garbage, wet garbage
and rubbish produced within the limits of the City of Campbell shall be
made with Green Valley Disposal Company. This requirement applies to all
single-family dwellings, multiple apartment units, to all commercial,
business, industrial, manufacturing, and construction establishments.
9. Noise levels for the interior of residential units shall comply with
minimum State (Title 25) and local standards as indicated in the Noise
Element of the Campbell General Plan.

10. Install street improvements in Audrey Ave.
11. Provide three copies of on -site grading and drainage plans.
12. Obtain an excavation permit, pay fees and post surety for all work in the
right-of-way.

STAFF RECOMMENDATION
That the Planning Commission adopt the attached findings and approve this
application, subject ro the attached conditions.
STAFF DISCUSSION
The applicant is requesting approval of a site and architectural
application to allow the move -on of a single family dwelling. The
proposed single story structure would cover approximately 24% of the .20
acre lot which is currently vacant.
The project site is currently bound by developed properties, townhomes to
the south and west, and single family residences to the north and east.
The site plan indicates that 72% of the project may be used for landscape
purposes. There are no existing large trees on the site.
Building elevations indicate stucco for wall materials and composition
shingles for roofing materials.
Parking facilities have been provided by the prevision of a single car
garage attached to the residence and a tandem parking spaces shown in the
driveway in front of the garage.
The Architectural Advisor is of the opinion that the building plans are
generally acceptable.
Staff is recommending some changes in the proposed location of the
structure so that it has similar setbacks to the remainder of the homes on
Audrey Ave. The f,^ lowing changes are recommended:
1. Provision of a 25' frontyard setback; and
2. Provision of a 6' setback along the easterly elevation.
Staff is of the opinion that these changes can be addressed with the
submittal of revised plans as indicated in Condition 1.

The applicant is notified as part of this application that he/she is required
to meet the following conditions in accordance with the Ordinances of the City
of Campbell and the Laws of the State of California.
1. Revised elevations and/or site plan indicating 25' frontynrd setback, 6'
sideyard setback to be submitted to the Planning Department and approved
by the Planning Director upon recommendation of the Architectural Advisor
prior to application for a building permit.
2. Property to be fenced and landscaped as indicated and/or added in red on
the plans. Landscaping and fencing shall be maintained in accordance with
the approved plans.
3. Fencing plan indicating location and design details of fencing to be
submitted to the Planning Department and approved by the Planning Director
prior to issuance of a building permit.
4. Building occupancy will not be allowed until public improvements are
installed.
5. All parking and driveway areas to be developed in compliance with Chapter
21.50 of the Campbell Municipal Code. All parking spaces to be provided
with appropriate concrete curbs or bumper guards.
6. Underground utilities to be provided as required by Section 20.16.070 of
the Canpbell Municipal Code.
7. Plans submitted to the Building Department for plan check shall indicate
clearly the location of all connections for underground utilities including
water, sew r, electric, telephone and television cables, etc.
8. Ordinance No. 782 of the Campbell Municipal Code stipulates that any
contract for the collection and disposal of refuse, garbage, wet garbage
and rubbish produced within the limits of the City of Campbell shall be
made with Green Valley Disposal Company. This requirement applies to all
single-family dwellings, multiple apartment units, to all commercial,
business, industrial, manufacturing, and construction establishments.
9. Noise levels for the interior of residential units shall comply with
minimum State (Title 25) and local standards as indicated in the Noise
Element of the Campbell General Plan.

Please take notice that no vested right to a building permit
shall accrue as the result of the granting of any land development
approvals, and applications. Pursuant to the adoption of ordinance
9.045 by County Sanitation District No. 1 of Santa Clara County,

the agency providing the above described parcel(s) with sewer
service, if the District's Manager and Engineer makes a deter-
mination that the issuance'of a sewer connection permit to a
building, or proposed building, on the above described property,
will, in his opinion, cause the District to exceed its ability to
treat adequately the wastewater that would result from the issuance
of such connection permit, then said permit may not be issued,
and, hence, no building permit may be issued by this agency.
If the sewer connection permit is issued, it may contain sub-
stantive conditions designed to decrease the wastewater associated
with any land use approval.
