Bascom Ave. in the northerly portion of the Pruneyard Shopping Center in a C-2-S (General Commercial.) Zoning District. STAFF RECOMMENDATION That the Plannirg Commission continue the co.isideration of this application to its meeting of October 28, 19d6, so that revised plans and additional information may be submitted. STAFF DISCUSSION At its meeting of June 10, 1986, the Planning Commission approved the applicant's proposal to corntruct a 94 unit motel with related restaurant and recreation facilities and 2,778 sq. ft. of retail space in the northerly protion of the Pruneyard Shopping Center. The applicant, at this time, is requestiu_ approval of a modification to this approval to permit the following changes: }' 1. Increasing the number of units from 94 to 116. _ 2. Fliminatinq the public passageway through the motel to the remainder of the shopping center. 1. Eliminating 2,778 sq. ft. of retail shops and the cafe on the ground floor. 4. Increasing the size of the breakfast room and adding a 1040 err sq. ft. conference room. S. Eliminating the sun deck and spa. 6. Revising the building elevations. The revised proposal would allow the construction of a three story motel which accomodates 116 rooms and an associated breakfast room and conference room. The circulation of the motel provides a point of destination rather than a public passage as previously proposed. Building elevations indicate a mediterranean village style of resign with stucco for walls and Spanish clay tiles for roofing. The submitted elevations relate well to the Pruneyard, however, the Architectural Advisor requests further details and complete elevations. MM 86--4 0% 2. ^ P.C.: 10-14-86 The site plan indicates the provision of an internal courtyard and the provision of landscaping areas adjacent to the building entry. The raised planters previously shown adjacent to the parking area have been eliminated. The revised plan would require the provision of 122 parking spaces based on a 116 unit motel with 10 employees. The number of spaces would be less than the 133 spaces required for the previously approved motel and retail space. The applicant prepared a traffic report in conjunction with the previous proposal which concluded that traffic generated f-om that proposal would be the enae or less than that generated by the amount of retail area originally approved for the ➢runeyard shoppir,! Center. The Public Works Department requests that an amendment to teas report be prepared to address the proposed changes. The Architectural Advisor hap expressed a number of concerns regarding the revised proposal. These concerns are outlined below: 1. The elevations of the building are not complete, only the parking lot elevations have been provided. 2. The parking area elevation of the "service area' is not appealing. 3. Materials used in the tower, at the building entry, and for the porte cochere canopy are not clear. Building materials and color samples should be provided. 4. The p,:destrian traffic flow from the parking area to the interior of the Pruneyard is blocked. 5. Generally, the overall appeal of the project iF less than before. Viewer amenities, a lark of retail mix, and a disruption of pedeotrian circulation creates a project which does not fit into the shopping center as well. Staff is recommending a continuance of this application so that the co -Terns of the Public Works Departmert, the Architectural Advisor, and the Building Department may be addresser. The Building Department has requested the pro-,ision of additional handicapped units and accessibility. PVINN;Ni DEPARTMENT We owe you an explanation, I'm sure, for requesting another modification to the subject plans. I imagine you and the Commission would prefer to have them submitted as approved on June 10. No one at this end is happy about our nevi tr do so, either. Mr. Sahadi has expended a major portion of our fee, a g;-- deal of time has escaped and our office will have to back down and start o,,er under a great deal of pressure. The fact that neither our office or Mr. Sahadi's had ever attempted to build a hotel in r shopping center before has z good deal to do with the problems we encountered, I think. We discovered, for instance, major conflicts and costs involved in constructing a 5,000 sq. ft. basement on the route of many existing underground utilities, serving many functioning stores. We found that the building code conflicts and heating problems at the interface of the lobby and the existing rear entrance walkway not only created cost problems but that resolving them from a code standpoint destroyed the interface entirely. The attempted dual use of the parking area on the north side, feeding commercial customers through the hotel lost its appeal from the interface standpoint and led to additional conflicts, as well. There was really no practical way to designate parking for the hotel and control it with a significant entrance through the center of the project. The ingress and egress pattern was designed primarily for hotel use, generated by the solution for two way traffic flow from both Bascom and Campbell Avenues anyway, and would have been usually conf'asing for commercial customers. 346 EAST CAMPBELL AVENUE • CAMPBELL. CALIFORNIA 95008 n The solution seems to be to remove the commercial space entirely (from an area that has been, at best, borderline viable over the years) and replace it with hotel rooms and the ancillary space needed to replace costly basement space. Since the hotel parking use is a less intense uFe of the existing parking and since removing the commercial area obviates the use conflict, it makes sense. Additionally, moving the entrance from the center of the hotel to the west end and narrowing it removes code and heating problems, changes its character to a ;-arvice entrance and fire exit only, and it subsides into a minor role. We sin: -rely feel that this is an improved situation and plan for all parties and from all standpoints and respectfully request approval for the changes. Thank you for considering this for us. Bascom Ave. in the northerly portion of the Pruneyard Shopping Center in a C-2-S (General Commercial) Zoning District. Commissioner Dickson st;.ted that, as a point of order, he did not think this application should be treated as a minor modification, but rather as a Site and Architectural application. He noted that the application increases the number of proposed rooms by 25%, and suggested that a condition of approval be added to provide for the applicant submitting the additional fees necessary to have the application processed as a Site and Architectural approval. Mr. Stafford responded that the only difference, according to the City Attorney, between the way the Minor Modification and the Site and Architectural applications are processed is in the fee charged. There is a difference of $375; however, the review process is identical, there is no public hearing, and no notification of neighbors. Commissiorer Fairbanks agreed with Commissioner Dickson. Commissioner Olszewski reperted that this application was consi6ared by the Site and Architectural Review Committee. The Committee is recommending approval with redlining of the presented plan. Mr. Stafford indicated that initially Staff had recummended a continuance; however, the applicant has submitted a traffic report which satisfies concerns of the Public Works Department, and concerns of the Architectural Advisor were addressed at the Site and Architectural Review Committee meeting. Therefore, Staff is in agreement with the recommendation for approval. Discussion ensued regarding the tower and designated parking. Commissioner Dickson indicated that the applicant is going to fill in the sides below the tower, and address the lower tower area which appears unfinished with textured material. The tower will be a logo for the Proposed inn. Designated parking is planned for the rear area of the shopping center. Additionilly, there will be pedestrian traffic flow through the inn to the shopping center. A -A. HIS: Olssewski, Stanton - That the Planning Commission approve KM 86-24, subject to redlining of presented plans, and subject to conditions as indicated in the Staff Report dated September 23, 1986, with an additional condition that this application be processed as a Site and Architectural application and the applicant be required to pay the additional fee ($375). Discussion nn motion Commissioner Christ stated that he is still concerned with the proposed designated parking. The parking that is supposed to be available is quite a distance from the shopping center. Commissioner Christ continued that he would like to see a more comprehensive layout of the parking for the entire crr.ter, and an improvement_ in the lighting to make it more conducive for people to use the outlying areas. Commissioner Christ concluded that he would not be supporting the motion, although he felt the quality of the project was excellent. Chairman Rasolas commented that in the last 12 years that he has spent looking over the parking area at this shopping center, he has only seen a parking problem one day of the year - the day after Thanksgiving. Chairman Rasolas encouraged t;,.^ project, noting that it would provide jobs and necessary revenue to the commmnity. ITEM NO. 4' STAFF REPORT - PLANNING COMMISSION MEETING OF APRIL 12, 1988 R 88-01 Application of Mr. Morris Stark for a M 88-08 reinstatement of previously approved plans to S 86-21 allow the construction of a 118-unit motel Pruneyard Inn with related services on property known as 1875 S. Bascom Ave. in the northerly portion of the Pruneyard Shopping Center in a C-2-S (General Commercial) Zoning District. STAFF RECOMMENDATION 1. Continuance to the meeting of May 10, 1988, in order that additional information may be submitted; a. 2. That the Planning Commission adopt the attached finding, and reinstate this project for a period of one year and approve the requested modifications, subject to the previous conditions of approval. STAFF DISCUSSION As the Commission may recall, at its meeting of June 10, 1986, it approved plans to construct a 94-unit hotel at the Pruneyard. At the meeting of October 14, 1986. the Commission approved a modification to plans to increase the number of rooms to 116 and other modifications. Attached for the Commission's review is the pre,,=ous Staff Report and minutes from that meeting. At this time, the plans have expired and the applicant is requesting a reinstatement. Also, the applicant is requesting the following changes to the project as stated in the attached letter: 1. An increase in the number of rooms from 116 to 118. 2. The addition of parking barriers in the parking area near the hotel in order to -Le this area exclusively for the hotel. This proposal has been routed to City Departments and no conditions have changed that would make the hotel at this location unworkable. Consequently, Staff can support the reinstatement. However, it is unclear from the proposal exactly how the motorized parking barriers will work in terms of allowing cars in and out of the parking area and also for emergency access. Also, no elevations of the proposed barriers have been submitted. The first change is the addition of two rooms, making the total 118 in lieu of 116 previously approved. one room was added on the ground floor in lieu of a small flower shop, because our prospective flower shop tenants all seem to need more space than we had allowed and location in The PruneYard proper. They do not feel the hotel itself will support them adequately at that remote location. The other room on the third floor was generated when our market research indicated we had too many large suites, so we eliminated 2 large suites and substituted 3 smaller rooms. The second change is the addition of parking barriers for the parking area immediately adjacent to the hotel. We feel that since the hotel now cuts off the existing rear entrances to the commercial areas anyway and since the hotel must protect its parking spaces for its guests and since we are removing the commercial space the parking originally served, we see no reason not to designate and control it as hotel parking. That the Planning Commission request that the applicant revise the design to be more compatible with the architectural style of the building. STAFF DISCUSSION The applicant is requesting approval of an architectural modification to the approved elevations for the Pruneyard Inn to permit a change in the ports cochere design. The approved elevations indicated a circular fabric canopy supported by wood posts, beaus and capitals. The architect had indicated that his fabric material would be a terra cotta color. The applicant at this time is requesting approval of a revised porte cochere design which is an octagonal shape with an open steel tube frame cover and a plaster fascia treatment. The revised canopy is supported by granite faced steel columns. Staff and tl.a Architectural Advisor are of the opinion that the revised material and Porte cochere shape does not relate as well to the architectural style of the remainder of the building. Bascom Avenue in a C-2-S (General Commercial) Zoning District. Planning Director Steve Pfasecki reviewed the Staff Report of February 14, 1989, noting that the presented plans indicate a metal raised structure with a horizontal banded element. Staff is not comfortable with the stucco wall treatment and the Architectural Advisor concurs with Staff's recommendation that other options be explored. Commissioner Stanton reported that this item was considered by the Site 6 Architectural Review Committee. The Committee is recommending approval as redlined with the revised plans returning to the Planning Director for review. Discussion ensued regarding the design; roof materials, the size of the structure; the c:.rpose of the porte cochere relative to drawing attention to the entrance of the inn; and, the appearance of the rooftop from hotel windows. Mr. Fred Sahadi, applicant, reviewed the plans and indicated that the originally presented cover was not well developed and provided a much too busy of an effect which added to the confusion of the design. My request that you approve only the "lower space up through the subfloor for release of building permit, and . . that anything above the second floor be omitted from the approved plan set" (underlining added for emphasis) correctly represented our proposal to resolve the parking concern. However, when Bill File went to your offices later that day, he called and said that only the subfloor over the laundry could be released. I instructed Bill to accept that and that we would address the release of the ceiling for the adjacent space at a later date. When I review my letter of May 23rd, I find that you had responded specifically to the second paragraph of that letter which stated that the second floor space was not "essential to the laundry other than the subfloor which covers the drop ceiling needed for the laundry area" (emphasis added). The problem lies with my failure to point out that the subfloor over the adjacent space also supports the fire sprinkler system which Cliff Reuter has pursued with vigor, and for which he sent a status report to Lynn Caldwell on May 24th. During my discussions with you on May 23rd, I stated that "if the doorway into the adjacent Pruneyard Inn hallway has been cut open - we will block it shut again if that is necessary to your concerns about the possibility of unpermitted use of the second floor space." I did not have in mind that you might omit the adjacent ceiling framing - thereby triggering the unpermitted status of the structure that supports the fire r.prinkler system. I acknowledge that the rough framing was performed without the permit having been released. I also point out that no work has been covered up, and that appropriate inspection can be carried out upon resolution of this issue. Accordingly, I again ask that all of the lower space (laundry and the adjacent space) up through the subject subfloor be in- cluded in the permitted work. The traffic impacts have been reviewed in conjunction with the earlier approval of the project. Basically, there are no significant traffic impacts anticipated because peak hotel trip generation occurs outside of the commuter peak hours. Haley, Planner II July 7, 1988 Page 2 All trash enclosures are existing and the one which the hotel will use at the north end of the double drive is 25 feet by 25 feet by 6 feet high. It utilizes an industrial size trash compactor and is never fully utilized. (This system is also used at two of the other three locations.) They are all screened with lath "woven" into cyclone fencing, providing an opaque, if not terribly beautiful, screen. The 100 scale Site Plan shows location and size of enclosures to approximate scale and I have expanded the auto traffic circulation pattern somewhat to clarify the hotel traffic pattern and loading area. The north hotel entrance has been expanded to facilitate fire truck access and resubmitted for fire department approval. (This necessitated reducing the Porte Cochere' canopy from 40 feet to 32 feet in diameter also). The new configuration leaves very little room for symmetrical ornamental gate posts and after some consideration we have abandoned that idea. It would have been a good one if space and cost permitted. I note that parking circulation plans are to be approved prior to issuance of a building permit. This seems unfair at this point since they have been reviewed at length and are basically patterns existing for more than fifteen years. The modifications for the hotel are minor and do not impact the overall pattern any more than the originel commercial pattern in the area. The existing site consists of 4 or 5 stores whose leases are expired or about to expire plus several roofed but empty modules which have not been leased since the center opened. They are all located on the north side of the Pruneyard between Grodins and Food Villa. The site has been developed for several years as a regional shopping center and office tower complex. this specific project has only one exposure to adjacent property, a two story multi- family residential complex about 110 feet to the north at the closest point. The remainder of the commercial coaplec is a rambling, one and two story spanish tile roofed development, vaguely early california ranch style. The existing courtyard and plaza on the south side of the new motel will be largely retained with some re -development and planting. The new building itself is generally three story with a typical roof height of about 38 feet but does contain a central tower about 62 feet in height with a 46 foot high atrium behind it. The color scheme of the new addition will blend in with the existing complex. The roof tile will be salvaged existing tile where it is exposed to publi; view on the north and east sides and will be matched as closely as possible on the south or courtyard amides. The cement plaster will be a light complementary grayed tan with wood eaves and posts stained a weathered gray brown. Wrought iron "balcony" railings will be matte black.
