Trash container(s) of a size and quantity necessary to serve the development shall be located in area(s) approved by the Fire Department. Unless otherwise noted, enclosure(s) shall consist of a concrete floor surrounded by a solid wall or fence and have self -closing doors of a size specified by the Fire Department. All enclosures to be constructed at grade level and have a level area adjacent to the trash enclosure area to service these containers. 15. Applicant shall comply with all appropriate State and City requirements for the handicapped. 16. Noise levels for the interior of residential units shall comply with minimum State (Title 25) and local standards as indicated in the Noise Element of the Campbell General Plan. 17. Planning 'Director Kee reviewed the Staff Report of March 22, 1988, noting that Staff is recommending approval. Commissioner Olszewski reported that this item was considered by the Site and Architectural Review Committee. The Committee did take into consideration previous testimony from neighbors regarding this project, and is of the opinion that the concerns have been addressed, particularly with the amount of landscaping to be provided on the site; therefore, approval is recommended. Commissioner Walker entered the Chambers at 8:40 p.m. Chairman Christ opened the public hearing and invited anyone to speak on this item. STAFF RECOMMENDATION 1. That the Planning Commission accept the Negative Declaration which has been prepared for this project; and 2. STAFF DISCUSSION At its previous meeting of February 23, 1988, the Planning Commission continued the consideration of this application so that a revised plan could be subm?tied. The applicant has, subsequently, submitted a revised proposal. The applicant is requesting approval of a site and architectural application to construct a 22,788 sq.ft. office building and 2 single family homes on the project site. Each proposal will be discussed separately below. Office development As the Commission may recall, the Zoning and General Plan for a portion of the project site was recently changed from High Density Residential to Professional Office. The applicant, at this time, is proposing the construction of a two-story, 22,780 sq.ft. office building on the portion of the project site having frontage on Bascom Ave. Two existing homes would be removed with the construction of this project. Building elevations indicate the construction of a two-story mediterrean- style structure with stucco walls and a mission tile roof. Window treatment is shown as a muiti-paned aluminum window. Colors have not been indicated. The site plan shows that approximately 22.7% of the project will be landscaped. The project would retain existing trees, provide an employee picnic area, and provide a 20' landscape buffer along the residential properties to the rear. The parking area has been accented with tan concrete pavers for walkways and entry points. S 87-09 2 March 22, 1988 The applicant has indicated the provision of 88 parking spaces, or a parking ratio of 1:258 for this project. An office building of this size would typically require 101 parking spaces, or a ratio of 1:225. The Planning Commission, in the past, has required less parking for larger office projects such as 900 E. Hamilton and Lincoln Ct. The applicant has indicated a net leasable parking ratio of 1:229. Staff is of the opinion that the provided parking is workable ',r this building since significant portions of the site are dedicated to landscaping. The Architectural Advisor recommends that the architect address the following issues: 1. Increase the roof overhang to improve the proportions of the building. 2. Provide a all section to indicate the inset of windows, trim details, and roof overhang elements. 3. The entrance to the garage area needs a stronger statement and concern should be directed to the lighting of this area. 4. A color/sample board should be subm. tted. Staff is of the opinion that these concern.: n::y be addressed with the submittal of revised elevations which proviac more detail, and is, therefore, recommending Condition U . Sin¢le Family Homes As part of this application, the applicant is proposing two single family homes on Whiteoaks Rd. Each lot is approximately 6,000 sq. ft. in size, which each house designed with 2.031 sq. ft. of living area and a 440 sq. ft. garage. Building materials are indicated as stucco walls, with roofing materials not being indicated on the plans. The houses meet all setback requirements. Parking is provided by a two -car garage and room for two cars in the driveway. The Architectural Advisor is of the opinion that the design is acceptable. Staff would like the architect to investigate the possibility of providing a circular drive or turnaround area so that the cars would not have to back out on to busy Whiteoaks Rd. STAFF DISCUSSION The applicant has applied for approval of an office building and two single family homes. Each proposal will be discussed individually below. Office Buildin¢ As the Commission will recall, the Zoning and General Plan was recently changed on this property from High Density Residential to Professional fffici. At this time, the applicant is requesting approval of a 27,730 sq. ft. office building. The proposal indicates parking below -grade with two floors of office space above. The building wall height is 34 feet, with the upper portion extending to 38 feet to house the mechanics' equipment. Building materials are indicated a stucco for the walls, with reflective bronze glass. Two existing houses on the site will be removed. The building is setback 49 feet or more from the side and rear property lines so as to protect the privacy of the surrounding residential uses. A 20-30 foot wide landscaping buffer is provided at the rear of the project. The plans indicate that approximately 21% of the project will be landscaped. A number of trees on -site are indicated to be retained where possible. The applicant has indicated the provision of 112 parking spaces 65 standard, 45 compact, 2 handicapped) resulting in a parking ratio of 1:247. The Zoning Ordinance requires a ratio of 1:225, based �n gross floor area or 123 parking spaces. s •.+,..,.��.. S87-09 -2- February 23, 1988 Staff would like to note that the applicant has done a good job in buffering this project from the surrounding residential uses. Additionally, the applicant has partially depressed the proposed parking area, so that the proposed building will be approximately 4' below existing grade. The revised plans have addressed the concern previously expressed regarding the building height for this project, however, the following concerns are still expressed 1) The code requires a 15 foot front yard setback, where as the plan indicates a 12' front yard setback. 2) The applicant has indicated the provision of 112 parking spaces for this project or a parking ratio of 1:247, where as a parking ratio of 1:255 or 123 parking spaces is typically required. The Commission, however, has allowed a parking ratio of 1:250 for larger office projects in the past. 3) The applicant has indicated the provision of 2 handicapped spaces whereas 3 are required by the code. Three of the proposed standard spaces indicate a 20 ft. back-up area, whereas a 25 ft. ba6up area is required, and 4) The Architectural Advisor still expresses a concern regarding the massive appearance of this project and how it relates to the neighborhood. He comments that the building design does not provide an integrated or cohesive design statement. The proposed structure is much bigger than anything existing in this neighborhood and is a different character and scale. Some thought should be given to the articulation of the blank walls presented to neighboring properties. Staff is recommending that this application be continued so that these concerns may be addressed. The Commission should be aware that the rare portion of the subject property is presently unincorporated, consequently, this project could not commence until it is annexed to the City. Bascom Ave.; and, plans and elevations to allow the construction of 2 singie family homes on property known, as 1956 Whiteoaks Rd. in an R-1 (Single Family Residential) Zoning District. STAFF RECOMMENDATION That the Planning Commission continue this item to the meeting of Pebruary 9, 1988, with the applicant's consent. STAFF DISCUSSION The applicant has applied for approval of an office building and two single family homes. Each will be discussed individually below. Office Building As the Commission will recall, the Zoning and General Plan was recently changed on this property from High Density Residential to Professional Office. At this time, the applicant is requesting approval of a 30,986 sq.ft. office building. The proposal indicates parking on -grade with two floors of office space above. The building wall height is 34 feet, with the upper portion extending to 42 feet to house the mechanical equipment. Building materials are indicated as stucro for the walls, with reflective bronze glass. Two existing houses on the site will be removed. The building is setback 45 feet or more from the side and rear property lines so as to protect the privacy of the surrounding residential uses. The rear wall of the building also has no windows, to protect privacy. In addition, a 20-30 foot wide landscaping buffer is provided at the rear of the project. The plans indicate that approximately 19% of the project will be landscaped. A number of trees on -site are indicated to be removed. The applicant has indicated the provision of 122 parking spaces (77 standard, 43 compact, 2 handicapped) resultiny in a parking ratio of 1:253. The Zoning Ordinance requires a ratio of 1:225, based on gross floor area. Staff would like to note that the applicant has done a good job in buffering this project from the surrounding residential uses. llw� A-% S 87-09 -2- Ja....ary 12, 1988 The following concerns are expressed regarding this project: 1. The Architectural Advisor comments that this project appears to be too massive to fit into this neighborhood. The recently eppreved care facility next door is large, but attempts to fit in by careful use of roof element. The street elevation, fence line to fence line, should be shown with people, landscaping, color, etc. The mounding of landscaping across the front to hide the large quantity of cars is suggested to tie the building into the ground. Additionally, a trellis with planting or other architectur.il screening to partially hide the stilts supporting the building. Applicant should show how he is screening the light fixtures for the parking area under the building so that the fixture is hidden from view. Some thought should also be qiven to the articulation of the blank walls being presented to the neighboring properties. 2. Under the Professional Office Zoning District, building height is limited to 35 feet and not more than 2-1/2 stories. The code defines half -story as •a story under a gable, hip or gambrel roof, the wall plates of which on at least two opposite exterior walls are not more than four feet abot� the floor of such story.' It is Staff's interpretation that a parking garage on -grade does not constitute a half -story; consequently, this would be considered a 3-story building and, thus, would not be allowed by the code. In the past, the City has not considered it a story if the parking was depressed or subterranean. 3. The code requires a 15-foot front setback, whereas the plans indicate a 10-foot setback. 4. The handicapped parking spaces indicate a 20-foot back-up area, whereas a 25-foot space is required. 5. It appears that some of the existing trees could be retained. A tree report indicating the explanation of all trees to be removed should be submitted. 6. The code requires 16 more parking spaces than provided. However, it should be noted that a large amount of space in a building such as this one a unleasable areas such as hallways, lobbies, mechanical space, etc. In some cases, the Commission has allowed a parking ratio of up to 1:250 for larger projects. This project is at a ratio of 1:253. Staff is recommending a continuance in order that the applicant can address the above -referenced concerns.
