STAFF DISCUSSI(N
At its meeting of August 9, 1988 the Planning Commission approved the
applicant's proposal to construction an addition to an existing medical
office complex. Condition 2 of that approval required the submittal of a
landscape plan for the approval of the Site Committee.
Staff is of the opinion that the submitted plan generally addresses the
landscaping concerns for this project; however, it is recommended that a
more subst'.-ttial screen element be provided between the parking area and
the street. A row of screening shrubs is indicated in red on the
presented plans.
The Landscape Advisor is currently on vacation, so her comments were not
available for this report.

S 88-09 Public hearing to consider the application of
Armann, K. Mr. Kjartan Armann for approval of plans and
elevations to allow an addition to a medical
office building or. property known as 14495 S.
Bascom Ave. in a C-2-S (General Commercial)
Zoning District.
Principal Planner Stafford reviewed the Staff Report of August 9, 1988, noting
that Staff is recommending approval of this application.
Commissioner Olszewski reported that this item was considered by the Site and
Architectural Review Committee, and approval is recommended subject to
redlining of the presented plans to indicate the relocation of the trash
enclosure.
Chairman Christ asked about the traffic patterns in the area and if there is
another means to allow a vehicle to turn left onto Bascom Ave.
Engineering Manager Helms noted that it is not possible to guarantee left-hand
turn access because of the split jurisdictions in the area; however, there is
ample opportunity for driver's to make U-turns in order to head north on Bascom
Ave.
Commissioner Olszewski expressed a concerti about the disposition of infectious
medical materials, especially adjacent to a residential area.
Chairman Christ opened the public hearing and invited anyone to speak on this
item.
Dr. Ken Follmar, property owner, noted that infectious medical materials are
disposed of according to the specifications of the County Health Department
(sealed in plastic bags, and placed in the dumpster which is picked up three
times a week).
M/S: Dickson, Perrine - That the public hearing on S 88-09 be
closed. Motion carried unanimously (7-0-0).
M/S: Dickson, Stanton - That the Planning Commission adopt the
findings and conditions as indicated in the
Staff Report of August 9, 1988 and approve
S 88-09. Motion carried with the following
roll call vote:

1. Property to be fen^ed and landscaped as indicated and/or added in red
on the plans. Lanuscaping and fencing shall be maintained in
accordance with the approved plans.
2. Landscaping plan indicating type and size of plant material, and
location of irrigation system to be submitted to the Planning
Department and approved by the Site and Architectural Review Committee
and/or Planning Commission prior to issuance of a building permit.
3. Applicant to either (1) post a faithful performance bond in the amount
of $3,000 to insure landscaping, fencing, and striping of narking
areas within 3 months of completion of construction; or (" file
written agreement to complete landscaping, fencing, anv s- 'ng of

Department prior to application for a building permit.
i. Applicant to submit a plan to the Planning Department, prior to
installation of PG&E utility (transformer) boxes, indicating the

5. All mechanical equipment on roofs and all utility meters to be
screened as approved by the Planning Director.
6. Building occupancy will not be allowed until public improvements are
installed.
7. All parking and driveway areas to be developed in compliance with
Chapter 21.50 of the Campbell Municipal Code. All parking spaces to
be provided with appropriate concrete curbs or bumper guards.
8. Underground utilities to be provided as required by Section 20.36.150
of the Campbell Municipal Code.
9. Plans submitted to the Building Department for plan check shall
indicate clearly the locat'-on of all connections for underground
utilities including water, sewer, electric, telephone and television
cables, etc.
10. Sign application to be submitted in accordance with provisions of the
Sign Ordinance for all signs. No sign to be installed until
application is approved and permit issued by Planning and Building
Departments (Section 21.53 of the Campbell Municipal Code).

11. Ordinance No. 782 of the Campbell Municipal Code stipulates that any
contract for the collection and disposal of refuse, garbage, wet
garbage and rubbish produced within the limits of the City of Campbell
shall be made with Green Valley Disposal Company. This requirement
applies to all single-family dwellings, multiple apartment units, to
all commercial, business, industrial, manufacturing, and construction
establishments.
12. Trash container(s) of a size and quantity necessary to serve the
development shall be located in area(s) approved by the Fire and
Planning Departments. Unless otherwise noted, enclosure(s) shall
consist of a concrete floor surrounded by a solid wall or fence and
have self -closing doors of a size specified by the Fire Department.
All enclosures to be constructed at grade level and have a level area
adjacent to the trash enclosure area to service these containers.
13. Applicant shall comply with all appropriate State and City
requirements for the handicapped.
BUILDING DEPARTMENT
14. Retaining walls at property lines are limited to a height of 15 inches
if constructed of wood.
PUBLIC WORKS DEPARTMENT
15. Openings in exterior walls shall be projected less than 10 from the
property line.
16. Line between front units appears to block passageway from interior
court.

STAFF RECOMMENDATION
That the Planning Commission adopt the attached findings and approve this
application, subject to the attached conditions.
STAFF DISCUSSION
The applicant is proposing the construction of three additions to an existing
medical office building. The proposed additions will accommodate another 2,289
sq. ft. of office space and represent an expansion of approximately 58% of the
existing building.
Building elevations indicate that the proposed additions will :maintain a single
story design concept with the use of similar wall and roof materials. The
existing building currently has stucco walls (white) and wood shake roofing.
The site plan indicates that an existing driveway from Whiteoaks Road will be
removed and the existing parking area will be expanded to accommodate
additional parking spaces. Although the proposed project reduces the size of
existing landscape areas, Staff is of the opinion that the 35% landscape
coverage remaining should be adequate. The majority of the perimeter
landscaping on the existing site will be retained.
The applicant has indicated the provision of 37 parking spaces, which exceeds
by 1 the number of spaces required for 6 doctors. Staff would recommend that 1
of the proposed parking spaces be eliminated and that the trash enclosure be
relocated as indicated in red on the presented plans.
The Architectural Advisor considers the building design acceptable.

REGARDING EFFECT OF WASTEWATER
TREATMENT CAPACITY ON LAND
DEVELOPMENT APPROVALS PURSUANT TO
DEVELOPMENT OF APN c/ / </ - 1/1 1 -!' �-!
Please take notice that no vested right to a building permit
shall accrue as the result of the granting of any land development
approvals and applications. Pursuant to the adoption of Ordinance
9.045 by County Santitation District No. 4 of San -a Clara County,
the agency providing the above described parcel(s) with sewer
service, if the District's Manager and Engineer makes a deter-
mination that the issuance of a sewer connection permit to a
building, or proposed building, on the above described property,
will, in his opinion, cause the District to exceed its ability
to treat adequately the wastewater that would result from the
issuance of such connection permit, then said permit may not
be issued, and, hence, no building permit may be issued by
this agency.
If the sewer connection permit is issued, it may contain
suostantive conditions designed to decrease the wastewater
associated with any land use approval.
