STAFF RECOMMENDATION
APFROVAL, as red -lined, addressing a concern regarding the introduction of
planting at the rear of the building and provision of a drip irrigation system
along the northerly p,jperty line.
DISCUSSION
At its meeting of September 13, 1988, the Planning Commission approved the
applicant's proposal for a retail building on the subject property. Condition
No. 3 of that approval required the applicant to submit a landscaping and
irrigation plan for approval for the Site and Architectural Review Committee.
The applicant, at this tima, has submitted a plan for the Committee's review.
Staff is of the opinion that the presented plan addresses the landscaping
concerns for this project, with the exception of the follcwing:
1. Provisicn of a landscape area at the rear of the building; and
2. Provision of a drip irrigation system along the northerly property
line with the installation of shrubs, trees, mulching, and river rock
cobbles.
Staff recommends approval of this plan as red -lined.

in a C-2-S (General Commercial) Zoning District.
Principal Planner Stafford reviewed the Staff Report. of September 13, 1988 rioting
that Staff is recommending approval of this item.
Commissioner Olszewski reported that this item was considered by the Site and
Architectural Review Committee. The Committee is recommending approval as
redlined. It should be noted that the applicant would prefer a 2 foot setback in
the front, rather than the 5.5 foot setback as indicated in red on the plans. lnis
lesser setback would permit the proposed building to be even with the adjacent
structure. The Site Committee is of the opinion that the 5.5 foot setback is more
of a standard that the City has been approving.
Commissioner Dickson asked if there had been any discussion about the location of
the trash enclosure next to the residential area. He noted that the noise caused by
trash pick-up has been one of the biggest complaints from residents who are adjacent
to commercial areas.
Chairman Christ opened the public gearing and invited anyone to speak on this item
Mr. Michael Rockhold, Architect, Integrated Design Group, reviewed the site plan and
explained why he is requesting a 2 foot setback. Mr. Rockhold notei that the trash
bin will be pulled out to the front of the site for pick-up; that the location of
the trash enclosure can be changed if the Commission so desires; and that the 2 foot
setback is being requested to minimize the affect of the adjacent building.
Commissioner Kasolas stated that he had no objection to the revised plan presented
by Mr. Rockhold, and no problem with the trash enclosure at whatever location is
proposed.
Commissioner Olszewski stated that he thougi:t the trash enclosure should stay where
it was originally located on the plans.
Chairman Christ stated that he had no problem with the location of the trash
enclosure or the 2 foot setback.

contract for the collection and disposal of refuse, garbage, wet garbage
and rubbish produced within the limits of the City of Campbell shall be
made with Green Valley Disposal Company. This requirement applies to all
single-family dwellings, multiple apartment units, to all commercial,
business., industrial, manufacturing, and construction establishments.
14. Trash container(s) of a size and quantity necessary to serve the
development shall be locatod in area(s) approved by the Fire Department.
Unless otherwise noted, enclosure(s) shall consist of a concrete floor
su:roundf.d by a solid wall or fence and have self -closing doors of a size
specified by the Fire Department. All enclosures to be constructed at grade
level and have a level area adj.cent to the trash enclosure area to service
these containers.
15. Applicant shall ^'.v with all appropriate State and City requirements for
the handicapped.
16. Noise levels for the interior of residential units shall comply with
minimum State (title 25) and local standaris as indicated in the Noise
Element of the Campbell General Plan.
17. Applicant is hereby notified that he will be required to pay Park
Dedication In -Lieu Fee which will h- assessed at the time the subdivision
map is submitted.

of any combustible trash, debris and weeds, until the time that arLual

elevations to allow the construction of a retail
building on property known as 2080 S. Bascom Ave.

STAFF RECOMMENDATION
1. That the Planning Commission accept the Negative Declaration which has been
prepared for this project; and
2. That the Planning Commission adopt the attached findings and approve this
application subject to the attached conditions.
STAFF DISCUSSION
The applicant is requesting approval of a site and architectural appl?cation to
allow the construction of a 3,422 sq.ft. retail building on the pr.-ject site.
Development of this proposal will require the removal of an existing
residential building that has been converted into offices.
The project site is approximately 12,780 sq.ft. in area and is surrounded by
the following land uses:
North: Denny's Restaurant
South: Medical Offices
East Parking area and Single Family Residential
West Office buildings.
Building elevations indicate the construction of a single story building with a
sloped mansard roof element. Wall materials are shown as a concrete plaeter
(off-white) and roofing is shown as a flat tile (green). Window treat*rent is
indicated as a mullioned clear glass w:th colored aluminum ;rames.
The site plan indicates that 11% of the project will be landscaped.
The applicant hasrovided 17 parking spaces (9 standard, 1 handicapped, and 7
compact) for the lroposed building, which resdILs in a parking ratio of 1:201
for the proposed retail use. The applicant, however, ha; indicated 1 more
compact space than typically permitted. Staff is recommcnding that 1 of the
compact spaces 'oe changed to a standard spaces.
The Architectural Advisor is of the opinion that this is an interesting
contemporary design which should be an asset to thi- area.

Staff is generally supportive of this application and is recommending its
approval subject to the submittal of a revised plan indicating the following
modifications:
1. Increasing the building street setback from 3' to 5'.
2. Providing a minimum 20' driveway towards the rear of the project.
3. The proposed compact space adjacent to the trash enclosure should be
changed to a standard parking space.
4. If possible, a raised planter design along the street frontage to
improve the visbil?.ty of these planting areas.

Please be advised chzt the Planning Director has conditionally approved your

The cpproval is subject to the addition of climbing vines along the southerly
property line and the provision of some shrub types along the easterly property
line adjacent to Denny's parking area.
The Planning Department, additionally, has reviewed your preliminary signing
proposal for this project. It is recommended that the proposed sign be set
back a minimum of five feet from the sidewalk to provide adequate sight
distance for traffic. A sign permit should be filed to allow the construction
of this sign.
At the time the Planning Department conducted a tinal inspection of this

2. Property to be fenced and landscaped as indicated and/or added in red on
the plans. Landscaping and fencing shall be maintained in accordance with

3. Landscaping plan indicating type and size of plant material, and location
of irrigation system to be submitted to the Planning Department and
approved by the Site and Architectural Review Committee and/or Planning
Commission prior to issuance of a building permit.
4. Fencing plan indicating location and design details of fencing to be
submitted to the Planning Department and approved by the Planning Director
prior to issuance of a building permit.
5. Applicant to either (1) post a faithful performance bond in the amount of
$3,000.00 to insure landscaping, fencing, and striping of parking areas
within 3 months of completion of construction; or (2) file written
agreement to complete landscaping, fencing, and striping of parking areas.
Bond or agreement to be filed with the Planning Department prior to
application for a building permit.
6. Applicant to submit a plan to the Planning Department, prior to
installation of PG&E utility (transformer) boxes, indicating the location

13. Ordinance No. 782 of the Campbell Municipal Code stipulates that any
contract for the collection and disposal of refuse, garbage, wet garbage
and rubbish produced within the limits of the City of Campbell shall be�
made with Green Valley Disposal Company. This requirement applies to all
single-family dwellings, multiple apartment units, to all commercial,
business, industrial, manufacturing, and construction establishments.
14. Trash container(s) of a size and quantity necessary to serve the
development shall be located in area(s) approved by the Fire Department.
Unless otherwise noted, enclosure(s) shall consist of a concrete floor
surrounded by a solid wall or fence and have self -closing doors of a size
specified by the Fire Department. All enclosures to be constructed at grade
level and have a level area adjacent to the trash enclosure area to service
these containers.
15. Applicant shall comply with all appropriate State and City requirements for
the handicapped.
16. Noise levels for the interior of residential units shall comply with
minimum State (Title 25) and local standards as indicated in the Noise
Element of the Campbell General Plan.
17.' Applicant is hereby notified that he will be required to pay Park
Dedication In -Lieu Fee which will be assessed at the time the subdivision
map is submitted.
18. The applicant is hereby notified that the property is to be maintained free
of any combustible trash, debris and weeds, until the time that actual
construction commences. All existing structures shall be secured by having

33. The pro!.ect site has an existing one story building
converted from a residential building to retail use (hair
salon). In addition to this building is a detached garage
currently being used for storage.
Existing landscaping consist of shrubs and 2 trees. The
driveway and surrounding land area is either exposed
earth or crushed gravel rock.
There are no scenic views, historical buildings, or
unstable soil condition on this existing site.
34. The surrounding properties consist of primary commercial
buildings varying from one to three stories.
To the rear of the project site is existing single family
detached housing, varying from one to two story. Several
existing commercial projects are constructed with stucco
finish and either tile or metal roofs. Setbacks from the
street side property line vary from no setback to 10'-0"
setback. Those projects with 10'-0" setbacks generally
have lawn and shrubs for landscaping.
The adjacent building to the south .is built with a 2'-0"
setback from the front property line and is landscaped with
shrubs only.

Please take notice that no vested right to a building permit
shall accrue as the result of the granting of any land development
approvals and applications. Pursuant to the adoption of Ordinance
9.045 by County Santitation District No. 4 of Santa Clara County,
the agency providing the above describer! parcel(s) with sewer
service, if the District's Manager and Engineer makes a deter-
mination that the issuance of a sewer connection permit to a
building, or proposed building, on the above described property,
will, in his opinion, cause the DSscrict to exceed its ability

Architect as required on the site to acccmodate any

11. Quick coupling valves, if required, shall be installed
on a double swing joint of schedule 80 PVC pipe.

GUARAN'1'6E
Sic entire sprinkler system shall be guaranteed by the Contractor
as to material and workmanship, including settling of backfilled

date of final atceptance of the work by the Owner. If within
