Bascom Ave. in a C-2-S (General Commercial) Zoning District. STAFF RECOMMENDATION 1. That the Planning Commission ACCEPT the NEGATIVE DECLARATION which has been prepared for this project. 2. That the Planning Commission ADOPT the attached FINDINGS and APPROVE this ,pplication, subject to the attached conditions. STAFF DISCUSSION The applicant is proposing the construction of a single -story retail building on the subject property. The project site, which is zoned Commercial, is currently vacant and is surrounded by the following land uses: North: Office buildings. South: Tower Records. East: Single Family Residential. West: Pruneyard Shopping Center. The proposed retail building is consistent with the General Commercial use shown for this property. building elevations indicate the construction of a 4,200 sq.ft. retail structure with stocco walls and a concrete 's' the roof. Window treatment is shown as an alumin,m and glass store front. The site plan indicates that approximately 19'. of the project will be landscaped. A landscape buffer has been provided between the parking area and the adjacent residential and commercial uses. The applicant. has indicated the provision of 21 parking spaces (12 standard, 8 compact, 1 handicapped) which results in a parking ratio of 1:200 for the proposed retail use. The provided parking meets the ordinance requirements. The Architectural Advisor is of the opinion that the building design is acceptable. Ordinance No. 782 of the Campbell Municipal Code stipulates that any contract for the collection and disposal of refuse, garbage, wet garbage and rubbish produced within the limits of the City of Campbell shall be made with Green Valley Disposal Company. This requirement applies to all single-family dwellings, multiple apartment units, to all cosmercial, business, industrial, manufacturing, and construction establishments. 14. Trash container(s) of a size and quantity necessary to serve the development shall be located in area(s) approved by the Fire Department. Unless otherwise noted, enclosure(s) shall consist of a concrete floor surrounded by a solid wall or fence and have self -closing doors of a size specified by the Fire Department. All enclosures to be constructed at grade level and have a level area adjacent to the trash enclosure area to service these containers. 15. Applicant shall comply with all appropriate State and City requirements for the handicapped. BUILDING DEPARTMENT 16. Retaining walls at property lines are limited to a height of 15 inches if constructed of wood. 17. B2 occupancy. No openings are allowed less than 5' from property line and j protected less than 20'. N. application of Mr. Norman Hunted for approval of a site and architectural application to allow the construction of a ratcil building on property known as 1810 S.-Saacom Ave. in a C-2-S (General Commercial) Zoning District. Principal Planner Stafford reviewed the Staff Report Lf October 11, 1988, noting that Staff is recommendirg approval. Commissioner Perri,:* asked what type of tenants were anticipated for this building. 1� Mr. Stafford indicated that this is a speculative building and the tenant is not knom. Commissioner [asolas expressed his concern with the unsafe conditions of the gcrosswalk across Bascom Ave, in this immediate area; and, asked about the j;;dias island on McBain Ave., the proposed traffic circulation in this area, the the procedures used for permit parking. Public Works Director Wimberly noted that Staff Is also concerned with pedestrian safety on Bascom Ave. and this issue is under study at this time; however, this particular development is not responsible for the existing problems and Staff has not recommended any mitigating conditions for this applicant. %)Commissioner Walker questioned the location of the trash enclosure; and, noted his agreement with Commissionar Casclas regarding pedestrian safety in the ores. 3)Mr. Stafford stated that a wall is proposed between the commercial use and the residential use. Commissioner Olssewski reportod that this item was considered by the Site and Architectural Review Committee. The Committee is coming forth without a recommendation. Commissioner Olsaewski continued that he personally feels that any shortcomings on the plan can be addressed at Staff level, and that the design details needing improvement were enumerated in the Staff Report. However, Commissioner Stanton prefers that the recommended revisions be resubmitted to the Site Committee, with revised plans coming back to the Planning Commission. Commissioner Stanton stated that he was not comfortable bringing a recommandation to the Commission without the entire picture being presented. Chairman Christ opened the public hearing and invited anyone to speak on this item. Discussion on motion l Commissioner Olszewski noted that it might be appropriate for Staff to prepare a report on this intersection so that the Commission is more aware of what is occuring in this area. Commissioner Kasolas indicated that this is a problem for the whole neighborhood, and was not caused by the applicant. He suggested that, at the conclusion of this hearing, the Commission make comments to the City Council expressing cnncern about pedestrian safety in this area. Commissloner Stanton stated that he would support a continuance on this item, in that there are problems appearing other than design. He felt that more work needed to be done on the project In that the location was very vital, and he did not want to see the City tied into the presented plan as yet. Commissioner Perrino supported the motion, stating that if there is not sufficient quality presented when the revised plans come back to the Site Committee, the plans can be brought to the Commission. Chairman Christasked that Staff 4eep an eye on the parking and circulation in this area, noting that he is not confident that the ingress/egress presented will work for this project. STAFF DISCUSSION At its previous meeting of September 27, 1988, the Planning Commission continued the consideration of this application so that revised elevations could be submitted. The applicant has subsequently submitted revised plans indicating the following changes: 1. 5limination of the traffic median in McBain Ave. 2. Provision of additional roof elements to provide a more interesting building design. 3. Introduction of landscaping elements at the rear of the building. "shell" building which is to be constructed upon a vacant site located at the N.E. corner of Bascom and Mc Bain Avenues.The building is one story with parking at the north and east property lines.One parking space is provided for each 200 sq. ft. of gross building square footage. The architectural exterior of the building is mainly off- white cement plaster with dark red concrete shingle roof on all four elevations. It is anticipated that clear glass will be utilized in retail shops and possibly a light gray tinted glass for office occupancies. The building will have a ten foot planter on the south side (McBain Ave.) and five to eight feet on the Bascom Ave. elevation.
