SA 90-06 Consider the application of Callahan Properties Callahan Properties requesting modernization of an existing free-standing sign, located on l:.operty known as 2020 South Bascom Avenue, in an C-2-S (General Commercial) Zoning District. Chairperson. Pe.rrine read the Application into the record. Planning Director Piasecki presented the Staff Report, dated February 27, 1990, and explained the revised copy distributed at the Commissioner's stations was due to an error in the height which was carried into the square footage calculations. Further, Mr. Piasecki noted that Staff is recommending approvalsince it is an improvement to the existing sign. Commissioner Meyer reported that the Site and Architectural Review Committee was aware of the error in square fuo,age; that due to the particular location and the improvement to the oxisting sign there, the Committee is recommending approval. Chairperson Perrine asked what circumstances were involved in the location that would warrant approval of this size sign. Commissioner Meyer stated that due to the intersection the existing sign was not visible from the street. Commissioner Christ requested that for public clarification, the height of the structure rather than the height of the sign be noted. Mr. Callahan, the applicant, informed the Commission that the height of the roof is 21 feet. Commissioner Olszewski asked if the materials on the sign wouid be similar to the materials used on the builaing and if the landscape design has been submitted. Mr. Callahan, noted that the roof elements and the stucco are the same. Further, that it is his intention to have the proposed sign blend into the building design, and that landscape designs have been presented. Discussion ensued between Commission Olszewski and the applicant regarding: Approval of this sign di.e to unique circumstances would create a precedent for other "usiness in the area Suggestion to relocate of the sign rather than request a larger sign A lease with the bridal shop restricting the property owner's right to request such a change Traffic light at the location restricting visibility of the sign rq � DRAFT Planning Commi..,sion Minutes PkGE 2 OF 2 February 27, 1990 Commissioner Christ noted his concurance w4th comments made by Commissioner Olszewski but stated he would offer an exception to this particular request since it is reasonable due to the location; that it would benefit the City and the applicant as well. Discussion ensued between the Applicar;t and Commissioner Alne regarding the bridal shop's sign; and between Commissioner Christ and the applicant regarding reductio, of the sign width. Mr. Callahan explained that the bridal shop has been in the location for approximately 12 years; that due to the lengthy name of one of then tenants (Common Wealth Land and Title), reduction in the width of the sign would not be appropriate; and, thr.t he would like to keep the current sign cabinet. Commissioner Olszewski noted that this appears to be a sign reface rather than a new sign approval, and for that reason he will be supportive of the proposal. DISCUSSION Background: At its meeting of August 22, 1989, the Planning Commission approved the applicant's site and architectural application allowing the construction of a 4,600 square foot addition to an existing commercial building. Condition No. 3 of th( approval required the submittal of a landscape and irrigation plan for the Committee's approval. Landscape Plan: The applicant has submitted a plan which indicates the provision of landscaping around the expanded parking area for this project. The landscaping concept is considered acceptable; for this project, however, the quantity and type of plant material needs further review. Landscape Advisor: The Advisor recommends the following changes: 1. A change in proposed "San Jose Juniper" shrubs Lo a larger screening shrub and a change from proposed "Mayten trees" to a faster growing tree type in the parking area. 2. An extension of the sodded landscape concept into the public right-of-way. Planner II Tim Halev presented the Staff Report, dared August 22, 1989, noting that staff is recimmmending denial of this project based upon previous findings. Further, Mr. Haley noted that several sign companies have been involved in this project and that staff would like to see the sign facing Campbell Avenue removed. Commissioner Perrine stated that the Site and Architectural Review Committee suggested the removal of the sign facing Campbell Avenue within five days and that the item be continued to the Planning Commission meeting of September 26, 1989, contingent upon the removal of the sign. STAFF DISCUSSION Background: The Planning Commission, at its meeting of July 25, 1989, conditionally approved the applicant's proposal to construct a retail addition to an existing commercial building on the project site. This approval was subject to the conditio,, that revised plans for the Committee's approval be submitted addressing the following concerns: 1. Providing additional parking so that the project parking is more closely aligned with the City's parking standards. 2. Revising the location of the tower element of the building. 3. Carrying the roof element, fascia and column treatment throughout the existing building and the proposed addition. Applicant's Submittal: The applicant has submitted re-i —,ed plans addressing each of these items; consequently, Staff is recommending approval. Architectural Advisor: The Architectural Advisor is supportive of these revisions. He requests that further details of the columns and fascia be provided for Staff review. Bascom Ave. and 1062 E. Campbell Ave. in a C-2-S (General Commercial) Zoning District. (Planning Commissicn decision final, unless appealed.) STAFF RECOMMENDATION That the Planning Commission take the following actions: 1. CONTINUE the application for one month so that the applicant may address the following issues: A. Architectural details to address the dissimilarity between the proposed design anA the existing building details relating to the windows, columns, and eaves. B. Revised site plan to more closely align the parking provided with the parking demand in accordance with the City's parking ordinance. DISCUSSION Request: The applicant is proposing the construction of a 4,630 sq.ft. addition to an existing 4,700 sq.ft. retail building. The proposed addition will require the expansion of the existing parking and the removal of a single family residence. Project site: The project site includes 3 parcels comprising a lot area of 54,450 which would be combined with this development. Currently, 3 buildings occupy the site: a restaurant with 113 seats (Stuft Pizza) of 5,300 sq.ft.; a 4,700 sq.ft. retail building; and a single family residence (to be removed). An aerial photo is attached depicting the existing and surrounding uses. The applicant's proposal will consist of a total of 9,330 sq.ft. of retail/commercial uses and the 113 seat Stuft Pizza restaurant. Zoning and General Plan: The project site is zoned C-2-S (General Conmercial) and is shown as a Commercial land use on the City's General Plan. The proposed retail and restaurant use is consistent with these designations. Buildlna Design: The existing commercial buildings on this site have stucco walls and clay tile roofs. The proposed building addition continues a similar use of building materials. Elevations depict the introduction of a tower element and portico as building accents. Landscaoit,a: The site plan indicates that 29% of the project will be landscaped. The landscaping will substantially upgrade the appearance of the parking areas and will provide 10 to 20 foot buffers to adjacent residential uses. S 89-08 -2- July 25, 1989 Callahan, M. Parking: As previously discussed, this proposal includes the expansion of existing Farking facilities. The applicant has indicated the provision of 76 parking spaces, or 8 spaces less than typically required for the aggregate parking demand for the proposed restaurant/retail uses. If the parking standard of 1:200 for retail use and 1:3 seats for restaurant use is applied, a total of 84 spaces should be provided. Parking Demand: The applicant has submitted the attached letter which discusses the parking demand at this location and supports the presented parking. While the existing Bridal Salon, Kitty Hotel, and Nail Boutique may be generating relatively low parking de¢.nd, there is no guaranty under the C-2 zoning that the uses will remain low traffic generating uses. The applicant should adjust the retail square footage and/or the restaurant seating and/or provide additional parking to met the ordinanc, requirements. Any parking deficiencies on this site will likely end up impacting the adjacent residential areas. Architectural Advisor: The Architectural Advisor expresses a concern that the proposed addition fails to adequately address the architectural details of the existing retail building. The window design, the tile roof element, and the canopy columns should be similar to the existing building. Staff is recomsean3ing that revised elevations be submitted addressing these concerns. The one month continuance will allow the applicant to revise the plans to address the Architectural Advisor's concerns. Recomsmendation: Staff it recommending continuance of this application for one month to the meeting of August 22, 1989, to adjust the site plan/seating to correspond to the requirements of the parking ordinance and address the architectural issues raised by the City's Arclaitnctural Advisor. Haley C^.ar Tim: With the meeting date of July 25 quickly approaching, I thought this information might prove valuable in making an informed decision concerning the proposed new retail building at 2000 S. Bascom Avenue. I performed a parking study of the parking lots for Stuft Pizza and the existing retail space where the Bridal Salon, Kit'-y Hotel, and a Nail Boutique are located. This study was performed during June, beginning Monday, June 19th and terminating on Sunday, June 25th. During the week of June 19th a few occurances took place that I th should be mentioned when considering this report. The temperature.. were in the high 90'a during much of the week. This week was also graduation time for many colleges and highschools.
