After notification and Public Hearing as specified by law on the
application of Mr. Tony Santos for approval of plans and elevations
to allow the construction of two single-family residences, un
property located at 1187 Audrey Avenue, in an R-1-10 (Single -Family/
Low Density Residential) Zoning District; and, after presentation by
the Planning Director, proponents and opponents, the hearing was
closed.
After due consideration of all evidence presented, the Planning
Commission did find as follows:
1. Scale: The proposed project is an appropriate scale in
relationship to the adjacent developed uses.
2. Design: The project is well designed and architecturally
blends into the neighborhood.
3. Density: The project density of 3.5 units is consistent with
the General Plan designation of low density residential.
4. Parking: The parking provided exceeds the code requirements of
2 spaces per unit.
5. Compatibility: The project is designed to minimize
infringement on neighbr,ring properties.
Based on the above findings, the Planning Commission does hereby

BACKGROUND
The subject property is currently zoned R-1-10. The applicant
is requesting approval of a Site a-.3 mrchitectural application
to allow the development of the twD lots in conformance with
the Zoning district.

GENERAL PLAN AND ZONING CONSISTENCY
A. General Plan Designation: The site is designated for low
density residential uses which allow development at less
than 3.5 per gross acre. The proposal would allow the
levelopment at 3.5 units per gross acre which is
. nsistent with this density range.
Zoning Designation: The site is zoned for single-family
residential uses with a minimum lot size of 10,000 square
feet. The proposed lots and density are consistent with
the Zoning designation.
PROJECT DESCRIPTION
As previously discussed, the project consists of two parcels.
The froi.t parcel is approximately 10,000 square feet in area
and the rear parcel, which is a flag lot, is approximately
12,000 square feet in area. The applicant proposes to
construct two single story, single-family homes on these
properties.
There are no significant trees or vegetation presently on this
property, and the existing residence which is situated on the
property would be removed with the construction of these new
single-family homes.
DISCUSSION
SITE PLAN: The proposed single-family homes meet the setback
requirements and the parking standards for single-family
development.
Layout: The proposed layout of the homes allo.,,; for the joint
use of a driveway which accesses two attached three car
garages.
Building Elevations indicate the construction of a rambling
ranch style home with stucco walls and cedar shake roofing.
Building elevations are accented by the use of porch treatments
and bay windows.
ARCHITECTURAL ADVISOR'S COM offs
The Architectural Advisor considers the presented site plan and
elevations acceptable. He does recommend that the chimney
treatment should be either brick or stucco, but not a
combination of the two materials.
SITE AND CHITFURAL REVIEW COMtIJTEE
The Site a. Architectural Review Committee is supportive of
the applicant's proposal, and is recommending its approval with
the modifications to the proposed materials on the chimney

The above identified property is a "single family" tvpe
residence on a very large lot (22,040 sq. ft.). This
existing house is a wood frame structural with "stucco"
exterior and "composition roofinR."
The proposed application is for Architectural Review for
two (2) new single family residences on a pending "lot
split" already on file. These new homes will he "single
story" approximately 16 ft. and 20 ft. high respectively.
The exterior materials for both consist of "stucco" wall
surfaces, medium cedar roofs, and sliding aluminum type
windows. Each home has a three (3) car garage and share
a "common entrance driveway." The garage doors access out
onto the concrete driveway and do not face .Audrey Avenue.
The homes display some decorative features for relief such
as "bay windows", "brick veneer at chimneys", "wood railing
at porch" and "muntins" in window assemblies. The project
provides for "large open space" as outside living area for
each new home; lot kl area equals 10,000 sq. ft. and Lot /2
area equals 12,040 sq. ft.
