CITY Of CAMPBELL PLANNING DEPT. 1. According to our agreed upon review schedule, we need a minimum two weeks to review applications. This application was routed on June 2 and comments requested by June 5. 2. In the project description, this is refered to as a "PRE - APPLICATION REVIEW ONLY" - the Planning Commission date would be schedules: upon completed interdepartmental revieT;. However, it appears this has been scheduled for the July 28th Planning Commission meeting? We have several major concerns regarding this application and will be present at the June 22 DRC meeting to diucuss these concerns in detail. Basically, our major concerns are: -We cannot support the "boulevard concept" (10' planter area with a 7' sidewalk behind) on a commercial property with this small amount of frontage. -We cannot support the reduced driveway width of 21' for a two-way drive entering and exiting on to Bascom Avenue. Minimum requirements for a tao-way drive are 25'. -The angled parking on the West Campbell Avenue layout may need some revisions to prevent cars from backing into pedestrians. This application needs to be reviewed and discussed at the June 22 DRC meeting. Gary, Jcan, and I will bE prevent to discuss the issues in detail at that time. ■ -` .Y• CITY OF CAMPBELL 7 0 N 0 R T H F I R S T S T R E E T CAMPBE LL. Eliminatio-n or better integration of the box element of the existing structures with the new shwa roof elements. A higher shed roof element may be a solution. 2. Investigate possibility of expanding and enhancing the entrar.=es to provide better 1•alance with the new roof elements and building massing. 3. Investigate possible use of a greenhouse enclosure for expanding the seating areas to provide a more varied elevation. 3. Addition of raised landscape planters in front of the buildings to formalize planting area Site P1 tps: 1. Eliminate sidewalk ramps. Sidewalks and driveways should be level with existing sidewalk grade. Relocate ramps to doorway entrances. Use consistent aterials for the sidewalks and driveways. CITY OF CAMPBELL Paste 2 2. Revise compact parking stalls located near the entrance of each parcel to diagonal standard parking stalls. Reduction of the planter areas may be necessary to accommodate the larger stalls. 3. Plan indicates 21 foot wide daccessing parkifeet ng spaces near standard paces d. Two-way drive along western portion of the propertyB P g P does not meee two-way drive requirement. la lscaping - The zoning Ordinance requires 10% minimum landscaping of the net site area. The plan indicates about 3% landscaping. Additionally, landscaping along the frontage is not continuous as indicated on the plan and is very minimal. A minimum of 5 feet width along the frontage is required, the minimum 4 foot planter strip al,)ng the abuttingproperty lines is not provided. There is a question regarding landscaping if one additional parking t space is added. The landscaping requirement also provides for interior landscaping area in addition to perimeter and frontage landscaping areas if more than 25 spaces are on the site. EjXking_jpjM - The plan indicates 4 employees requiring 4 parking spaces i„ and 759 square feet of dining area, requiring 19 parking spaces. The plan indicates 23 with the deficiency of 1. However, it is unlikely that only 4 employees would be working on the premises at one time. Therefore, additional parking spaces would be required. r, ach Anclpgure - The location of the trash enclosure in the southwest corner of the property inquire cut -through of the driveway area and landscaping area to access and does not seem like an appropriate location and easy accessibility. The driveway width into the driveway area. Parallel to the northern property line is 22.6 feet whereas the 25 foot wide two-way drive is required. CAM -BELL AVENUE LOCATION Dtfidenda - Two-way driveway does not meet minimum standard. Plan indicates 22 Loot wide driveway, 25 feet required. Two-way dnve along western portion of the property accessing puking spaces near standard spaces does not meet two-way drive requirement. Landscaoil a - Does not meet 10% net lot area, 1600 square feet are required minimum and 200 square feet is provided. No landscape is located along the street frontage and along the perimeters. p r i Spaces - Based upon 4 employees, additional parking spaces would be needed if more employers are on the premises. Traith Enclosure - Question of accessibility, practicality of location, no landscaping along the frontage, nor along the perimeters of the parking areas abutting the adjacent parce's, front and back also minimal - 19 feet. Easement - 20 foot easement along the western property line.
