granted for the Left At Albuquerque Restaurant, the Community Development
Department has verified the completion of the crosswalk painting between the Wells
Fargo Bank and the Prunevard Inn and has received the letter from The Pruneyard
acknowledging and accepting the painted crosswalk.
Please find enclosed Check k13738 for the amount of $550.00 which was subnimed to
the Community Development Department as a bond for the painting of the crosswalk.
The check is being retumed to you in fulfillment of Condition No. 4 of S 96-14.

The City of Campbell Community Development Department has received your revised
proposal submitted by fax on April 24, 1997 to provide a striped pedestrian crosswalk
at the Prunevard Shopping Center in fulfillment of Condition No. 4 of the Site and
Architectural Review Permit (S 96-14) granted for the Left At Albuquerque Restaurant
on November 26. 1996. As a rcrult, the Community Development Department has
conditionally approved your proposal with the following condition:
I. Please submit a statement from the Pruneyard Shopping Center to the Community
Development Department which acknowledges and accepts this pedestrian
crosswalk proposal prior to painting of the crosswalk.
Once the Community Development Department has received the letter from the
Pruneyard Shopping Center and the crosswalk painting has been completed, please
contact me at the Community Development Department so that I may verify that the
crosswalk has been installed and Condition No. 4 of the Site approval has been
fulfilled. When the crosswalk completion has been verificl, the check you have
submitted as a bond in the amount of S550.00 (Check No. 13738) will be returned to

COMMISSION OF THE CITY OF CAMPBELL GRANTING
A SITE AND ARCHITECTURAL APPROVAL TO ALLOW
BUILDING AND SITE MODIFICATIONS ON PROPERTY
LOCATED AT 1875 S. BASCOM AVENUE IN A C-2-S

After notification and public hearing, as specified by law, and after presentation by the
Community Development Director, proponents and opponents, the hearing was closed.
After due consideration of all evidence presented, the Planning Commission did find as
follows with respect to application S 96-14:
1. The proposed use is consistent with the General Plan and Zoning designations which
indicate a commercial land use for this property.
2. The proposed parking, loading and circulation with the recommended conditions of
approval results in a project which integrates the proposed uses on site.
3. Adequate on site parking and circulation has been provided for the proposed project
and the commercial, office and retail uses on site.
4. The proposed site and building design modifications are compatible with uses on site,
the immediate area and the overall design of the Pruneyard Shopping Center.
Based on the foregoing findings of fact, the Planning Commission further finds and
concludes that:

Mr. Darryl M. Jones, Senior Planner, presented the staff report as follows:
• Application is for a Site approval to allow a new restaurant at the Pruneyard in the former
Wells Fargo Bank site.
• Restaurant will include outdoor seating and modifications to the building, including the
addition of windows around the perimeter of the building.
• Staff is supportive of the exterior changes.
• SARC has also reviewed this project.

Commissioner Kearns preswed the Site and Architectural Review Committee report as
follows.
• SARC is supportive of this application.
• While the conditions call for five trees, SARC is comfortable with the addition of dust two
patio trees in the outdoor dining arcs. SARC does not recommend the addition of the five
trees.
• SARC recommended the addition of vines on the trellis and shrubs along the trellis to help
screen.
Chairman re -stated that SARC is supportive of the building modifications, the inclusion of two
patio trees in the outdoor dining area and shrubs and vines along the trellis.
Commissioner Lowe added that after an impassioned plea by the property owners, SARC
agreed to remove the requirement for added trees.
Chairman Lindstrom opened the Public Hearing for Agenda Item No. 5

• Stated that they have designed this restaurant to benefit the Pruneyard and the tenant.
• Added that adding more trees would close up the comer while they are trying to open up
the comer of the center This restaurant will add new life to this comer and maintain the
positive impact of the Pruneyard's recent remodeling.
Mr. Chris Meany, Pruneyard Associates:
• Stated that he has appeared a number of times before the Commission during the planning
and construction of the Pruneyard remodel.
• Advised that it has been their goal to bring in high quality restaurants.
• Left at Albuquerque is a sensational restaurant.

• Reiterated his plea to the Commission that the five trees not be required due to cost.
• Advised that they have installed the required Streetscape Standard along Bascom Avenue

STAFF RECOMMENDATION
That the Planmug Commission take the following action

This project is Categoncalh Exempt in accordance with Section 15101. Class I(a) of the California

DISCUSSION
Background The renovation project for the PruncYard Shopping Center was approved by the Planning
Commission in December of 1994 and the City Council in lanuan of 1995. New buildings and
remodeling of the project have been completed and landscape and sidewalk Improvements have been
installed. The project is complete except for interior improvements being made for new tenams as lhes
begin to move into the renovated buildings
Applicant's Reauesf The applicant proposes to locate the new restaurant use in the northeast comer of
the retail buildings at the Prunevard. and seeks approval to allow building and site modifications
including an outdoor patio. Proposed hours of operation for the restauram are 1 I a in to 2 a. in 7 class a
week The Zoning Ordinance limits hours to ?a in to I I in . and does nor permit outdoor uses without a
use permit. The applicant has submitted an application for a use pemul, which will be considered by the
Planning Commission at the December In, 1996 mating.
ANALYSIS
General Plan and Zorn a i t n The site is
located in a commercially designated property as
shown on the General Plan Land Use diagram, and is
located in the C-2 (General Commercial) zoning
district. The proposal is a commercial use and is
consistent with both the General Plan and the C-2
zoning district.
Existing Conditions
The existing tenant space in this building is
constricted to accommodate a commercial bank.
Typically commercial banks do not have many
winidows for security reasons. Consequently. there is
limited visibility into the existing building. This
tenant space also has a limited amount of pedestrian
circulation access around the perimeter of the
building. and connection with the entire site

I have reviewed the submittal for the subject development and have the following comments:
I . No mention is made where unloading of supplies will occur. It is important that it not
occur where normal circulation patterns will be disrupted. Plan should show location of
unloading area and text should indicate most likely time:, when unloading will occur.
2. Three parking spaces are being lost by creating the outdoor dining area. 1 think that the
amenity of the outdoor seating is worth losing the three spaces. However, in exchange, 1
would suggest that the restaurant owner be required to do a parking study in the adjacent
area (between new mid -driveway and Pruneyard signalized entrance).
3. As redevelopment occurs in the Pruneyard, 1 think that it is important to keep a running
total of square footage by category. I would suggest that Pruneyard management provide
square footage by following categories whenever a major change in use occurs: suggested
categories would be retail, restaurant, banking/services, and office.
4. Handicapped space will be moved from side of building to front, which is desirable. The
supply of handicapped spaces :n the area should be evaluated to see if an additional space
might be required, which be located on the other side of the entrance ramp.

presently I am working on the schematic design of the Left (a@ Albuquerque to be located at the
Pnmeyard. We are preparing to submit for Design Review, but wanted to get feedback from you (if
any) concerning the design. Notice we are proposing to completely remove the covered walkway
in front of the space. including the columns and beams. Previously we were only intending to remove
the roof over the walkway, but found the beams and column were inhibiting the space's exposure.
The proposed scheme has a 3' wall that encircles the outdoor dining area and wraps around the
existing building facade. A trellis over the Bascom Street facade provides some relief to the
building's face and acts m a transition to the file roof. knottier trellis projects over the front door and
connects to the new entry portal at the edge of the sidewalk. The entry portal marks the entrance to
the restaurant and provides a new building facade to display the necessary signage.
The intent of the design is not only to provide the identity of the restaurant, but also to complement

Supplemental Application
PURPOSE
The Site and Architectural Review Area is intended to
promote orderly development; to enhance the character,
stability, and integrity of neighborhoods and coning districts;
to secure the general purpose of the City's Zoning Ordinance
and General Plan, and to assure high quality architectural
design and optimum site design through the architectural
review Process.
PROCESS
pre -Application Review: It is recommended that the
applicant :nuke an appointment with a pl:.nner prior to
submitting an application to.liscuss the preliminary design of
the project. This will help the applicant determine if the
proposal is consistent with existing review standards and
ordwn a requirements -
Eh" of Application: The completed application must be
filed with the Planning Department along with the
appropriate fee and all required data. The staff planner
who is on duty will give the application and data a cursor v
review for completeness. The application cannot be accepted
if the sub—ttsl is incomplete.
After the project his been assigned to a planner, it will be
reviewed in more detail for complesesesa A letter stating if
the application is complete or if additional information is
required will be sent to the applicant within 30 days after
receipt of the application.
Environmental Qeyiew: Nearly all Site and Architectural
Review requests are required to have an environmental
assessment to deermine if it will be necessary to prepare an
Environmental Ira vet Report or a Negative Declaration.
Anolication Review: The Planning Staff, the Site and
Architectural Review Committee, and the Planning
Commission will consider the following it the review of Site
and Architectural Review applications:
Traffic safety, congestion, and site circulation;

Staff Review: The Planning Staff will evaluate the request
by conducting an investigation of the site and considering the
proposal in re'_'ion to adjoining stneetum. Staff will prepare
a written _r art for the Planning Commission which will
analyze the development proposal and provide staff
recommendations. A copy of this report will be sent to the
applicant.
Site and An itectum ?eview Committee (SARC): Prior to
the PL inirg Commission meeting your application will be
reviewed by SARC. The Committee reviews the application
for site layout and building design and then forwards a
reco—rdation to the Planning Commission.
Public Notice: At least 10 days prior to the public hearing,
property owners within 300 feet of the subject property will be
notified by mail of the hearing.. In addition, a notice of the
public hearing will be published in the Campbell Express.
Planning Commission Meeting: The Planning Commission is
required to review and approve detailed site, building, and
landscape plans. Staff will present an oral report and
recommendation for the proposed project. This presentation
will be followed by testimony from the applicant and then by
any interested persons who may wish to comment on the
application. The Planning Commission may ;hen close the
public hearing and make a decision approving or conditionally
approving the request, denying the request, or postponing the
decision to a later date. Unless an appeal is filed, the
Planning Commission's decision is final.
City Council: Site and Architectural Review applications am
not required to go before the City Council, unless the Planning
Commission's decision is appealed within ten calendar days.

TREATMENT CAPACITY ON LAND
DEVELOPMENT APPROVALS PURSUANT TO
DEVELOPMENT OF APN:
Please take notice that no vested right to a building permit shall accrue as the result of the granting
of any land development approvals and applications. Pursuant to the adoption of Ordinance 9.045
by West Valley Sanitation District 4, the agency providing the above described parcel(s) with sewer
service, if the District's Manager and Engineer makes a determination that the issuance of a sewer
connection permit to a building, or proposrd building, on the above described property, will, in his
opinion, cause the District to exceed its ability to treat adequately the waste water that would result
from the issuance of such connection permit, then said per nit may not be issued, and, hence, no
building permit may be issued by this agency.
If the sewer connection permit is issued, it may contain substantive conditions designed to decrease
the waste water associated with any land use approval.
