make parking, landscaping and architectural changes to an existing office/retail building on the
above -referenced property.

BEING A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF CAMPBELL GRANTING A SITE AND
ARCHITECTURAL APPROVAL (S 99-06) TO ALLOW A
GARAGE TO BE CONVERTED TO OFFICE SPACE AND MAKE
PARKING. LANDSCAPING AND ARCHITECTURAL CHANGES
TO AN EXISTING OFFICEIRETAIL BUILDING ON PROPERTY
LOCATED AT 2220 S. BASCOM AVENUE IN A C-2-S (GENERAL
COMMERCIAL) ZONING DISTRICT. APPLICATION OF MR
HOOMAN SOTOODEH. FILE NO, S 99-06.
After notification and public hearing, as specified by law, and alter presentation by the
Community Development Director, proponents and opponents, the hearing was closed.
After due consideration of all evidence presented, the Planning Commission did find as follows
with respect to application S 99-06.
I. The proposed building design and site layout are consistent with the commercial land use
of the General Plan and the (C-2-S) General Commercial designation for the site. The
proposed achieve the following objectives:
iA. Provides an attractive architectural elevation of the build�ny towards the street
frontage
B. Accommodates driveways and parking circulation to serves the proposed use
consistent with the parking standards of the City.
C. Creates an arrhitecturally pleasing project reflective of the other approved commercial
buildings along this portion of South Bascom Avenue.
�. The proposed circulation accommodates the parking and access needs of the propose uses.
3. The proposed project design incorporates the boulevard landscape treatment required for
commercial remodels along this portion of Bascom Avenue.

4. The project site plan indicates that 10 percent of the project will be landscaped.
5. The project will not create a nuisance due to noise, litter, vandalism, traffic or other factors.
6. The project will not significantly disturb the peace and enjoyment of nearby residential
neighborhood.
Based on the foregoing findings of fact. the Planning Commission further finds and concludes
that:

I. The proposed project will aid in the enhancement and the harmonious development of the
immediate area. The establishment, maintenance, or operation of the uses will be
detrimental to the public health, safety, peace, mora's, comfort or general welfare of
persons residing or working in the neighborhood of such proposed use.
2. The proposed site layout provides a desirable site layout for a commercial use along this
portion of Bascom Avenue.
The project is adequately served by streets of sufficient car icity to carry the kind and
quantity of traffic such uses would generate.
The applicant is hereby notified, as part of this application, that he/she is required to meet the
following conditions in accordance with the ordinance of the City of Campbell and the State of
California. The lead department with which the applicant will work is identified on each
condition where necessary. Additionally, the applicant is hereby notified that he/she is required
to comply with all applicable Codes or Ordinances of the City of Campbell and the State of
California that pertain to this development and are not herein specified:
j COMMUNITY DEVELOPMENT DEPARTMENT
I. Project Po, iroval - Approval is granted for a Site and Architectural Review Permit (S 99-
06) allowing the development on property located at 2220 S. Bascom Avenueconsisting
of the following:
A. A 2700 square feet retail/office development and accessory buildings and related
parking and landscape areas. Project approval shall substantially comply with project
plans prepared Hooman Sotoodeh, except as modified by the Conditions of Approval
contained herein.
B. Building Use: Use of the rear building on this property is limited to office use and
shall he reviewed by the Community Development Department staff to ensure that
the proposed use creates no adverse parking impacts.
2. Detailed Building Elevations --Materials and Colors: The applicant shall work with staff
upon the recommendation of the Architectural Advisor to select specific building colors
and materials for the buildings. The conceptual palette is considered acceptable. The colors
shall be referred to the Community Development Director for review and approval prior to
issuance of building permits.
3. Architectural Details: The applicant shall submit plans and illustrated brochures indicating
the location and design of architectural features such as light fixtures and parking lot
lighting for approval by the Community Development Director.
a. Parking and Driveways : All parking and driveway areas shall be developed in compliance
with the approved plans and Chapter 21.50 (Parking and Loading) of the Campbell
Municipal Code, subject to review by the Community Development Director.

5. On -site Lighting: Details of project lighting shall be approved by the Planning Department
prior to the issuance of building permits. Lighting shall be directed to prevent glare on
adjacent properties or on the public right-of-way.
6. Landscape/Screen Wall Plan: The applicant shall submit four (4) sets of the
landscape/irrigation indicating the installation of a landscaped boulevard treatment along
Bascom Ave. Final plan to be prepared consistent with the WELS standards and the Tree
Preservation Ordinance. The plan shall include the following:
AI Provision of irrigation and planting details for all planting areas.
B) Introduce a minimum 24-inch box trees and 5 gallon shrubs as a part of the landscaping
concept.
7. Signage Program : No signage is approved as part of the development applications
approved herein. The applicant shall submit a sign program indicating all signs for the site.
No sign shall be installed until such application is approved and a permit issued by the
Community Development Director as specified in Chapter 21.53. of the Zoning Ordinance
(Sign Ordinance).
S. Construction Mitigation Measures: The applicant shall implement measures as specified in
the Initial :itudy including the following:
I. Construction activities will be limited to daytime hours of 8:00 am to 5:00 p.m.
weekdays and 9:00 a.m. to 4:00 p.m. Saturdays. Construction is prohibited on Sundays
and Holidays unless an exception is granted by the Building Official.
2. No pile driving is allowee for construction of the project.
3. All internal combustion ergines for construction equipment used on the site will be
properly muffled and maintained.
4. All stationary noise generating construction equipment, such as air compressors and
portable power generator, will be located as far as practical from the existing residences
and businesses.
5. All active construction areas shall be watered at least twice daily.
6. Cover all trucks hauling soil and other loose materials stationed or prior to leaving the
site.
7. Pave. apply water, or apply non -toxic soil stabilizers on all unpaved surfaces, and
staging areas at the construction site.
8. Sweep daily all paved access roads, parking areas, staging areas, and adjacent public
streets as directed by the City Engineer.
9. Enclose, cover, water or apply soil binders to exposed stockpiles.
10. Install sandbags or other erosion control measures to prevent runoff to all roadways,
waterways or pubic walkways accessed by the public.
9. Garbage Cot xtion - Trash containers of a size and quantity necessary to serve new or
modified b ,Iding areas shall be located in areas approved by the Fire Department. Unless
otherwise noted. enclosures, shall consist of a concrete floor surrounded by a solid wall or
fence and have self -closing doors of a size specified by the Fire Department. All
enclosures to be constructed at grade level and have a level area adjacent to the trash

enclosure area to service these containers and to be architecturally compatible with the
builaing walls.
10. Mechanical Equipment -All roof -mounted and ground level mechanical equipment on new
or remodeled structures on site, which are visible from the public right of way, shall be
screened with similar building materials subject to the approval of the Community
Development Director.
11. Disabled Accessibility - All new and remodeled buildings shall provide disabled access in
accordance with the Uniform Building Code (UBC), and the Uniform Federal Accessibility
Standards (UFAS) and the Federal Americans with Disabilities Act (ADA).
PUBLIC WORKS DEPARTMENT
12. Preliminary Title Report: Prior to issuance of any grading or building permits for the site.
the applicant shall provide a current Preliminary Title Report.
13. Right -of -Way for Public Street Purposes: Prior to issuance of any grading or building
permits for the site. the applicant shall grant 7 feet of additional Right -of -Way for Public
Street Purposes along Bascom Avenue for the applicant's frontage, as necessary to
accommodate a 50 foot one-half street right-of-way. The applicant shall also cause right-
of-way to be granted to the City for Public Street and Related Purposes, as necessary to
accommodate the new, shared ADA driveway approach and sidewalk as depicted on the
Site Plan. The applicant shall cause all documents to be prepared as necessary for the
City's review and recordation.
14. Easements: Prior to issuance of any grading or building permits for the site, the applicant
shall cause Easements to be recorded for real ocal ingress and egress, as necessary.
I i. Street Improvements: Prior to issuance of any grading or building permits for the site. the
applicant shall execute a street improvement agreement and shall cause plans for public
Street Improvements to be prepared by a registered civil engineer, pay fees, post security
and provide insurance necessary to obtain an encroachment permit for construction of the
public improvements, as required by the City Engineer. The plans shall include the
following:
A. Removal of existing concrete sidewalk and curb and gutter.
B. Removal of existing driveway approach on the northerly side of the property.
C. Relocation of water meters and sanitary sewer cleanouts to the back of new sidewalk.
D. Protection, adjustment and/or replacement of any existing underground utilities, signal
i,.terconnect conduits, street lighting conduits, and PG&E. PacBell. TCI and other
facilities.
E. Installation of new ADA-compliant shared driveway approach which includes that
portion on the contiguous property to the south.
F. Installation of new ADA-compliant streetscape standards along the project frontage
including sidewalk, street trees, irrigation and planting.
G. All conforms necessary to join existing improvements.

H. Install traffic control signs and markings.
16. Water Meter(s) and Sewer Cleanout(s): Existing and proposed Water Meter(s) and Sewer
Cleanout(s) shall be installed on private property behind the public right-of-way line.
17 Utilities: All new on -site Utilities shali be installed underground per Section 20.36.150 of
the Campbell Municipal Code for any new or remodeled buildings or additions. Applicant
shall comply with all plan submittals, permitting, and fee requirements of the serving utility
companies.
18. Utility Installation Plan: Prior to issuance of building permits for the site, the applicant
shall submit a Utility Installation Coordination Plan and Schedule for approval by the City
Engineer for installation of street improvements and/or abandonment of all utilities.
Streets, which have been resurfaced within the previous 5 years, will require boring and
jacking for all new utility installations. Applicant shall also prepare pavement restoration
plans for approval by the City Engineer prior to any utility installation or abandonment.
19. Maintenance Security: Prior to issuance of occupancy approval for the site, all public street
improvements required by the street improvement agreement and the encroachment permit
must be completed and accepted by the City and the applicant must provide a ene-year
Maintenance Security in an amount of 25% of the Faithful Performance Bond.
20. Grading and Drainage Plan: Prior to issuance of any grading or building permits for the
site, the applicant shall conduct hydrology studies based on a 10 year storm frequency,
prepare an engineered Grading and Drainage Plan, and pay fees required to obtain
necessary grading permits. The plans shall comply with the 1994 edition of the UBC
including Chapters 18, 33, and Appendix Chapter 33. Should the development require
hauling of soil or other demolition materials on or off site, the applicant shall request and
obtain approval of a haul route from the City Engineer.
'I . Storm Drain Area Fee: Prior to issuance of any grading or building permits for the site, the
applicant shall pay the required Storm Drain Area fee which is $576.00.
Storm Water Pollution Prevention Measures: Prior to issuance of any grading or building
permits, the applicant shall comply with the National Pollution Discharge Elimination
System (NPDES) permitting requirements and the California Storm Water Best
:Management Practices handbook prepared by the Storm Water Quality Task Force. Santa
Clara Valley Water District and the City of Campbell Municipal Code regarding Storm
Water Pollution Prevention.

'4. Site Plan: Upon submittal of a formal application, the applicant shall provide all of the
information required in the Planning Division's check list for a Site Plan and any other

information necessary to evaluate the application.
FIRE DEPARTMENT REQUIREMENTS
25. Developmental Review: Review of this development proposal is limited to acceptability of
site access and water supply as they pertain to fire department operations and shall not be
construed as a substitute for formal plan review to determine compliance with adopted
model codes. Prior to performing any work, the applicant shall make application to, and
receive from, the Building Department all applicable construction permits. No fire
department conditions or requirements.
BUILDING DIVISION REQUIREMENTS
26, Building Submittal: All building permit submittals shall require that the conditions of
approval shall be printed on the first page of all sets of plans.
27. Permits R: uq ired: A building permit application shall be required for the proposed
structure. The building permit shall include Electr;cal/Plwmbing/Mechanical fees when
such work is part or the permit.
28. Construction Puns: The Conditions of Approval shall be stated in full on the cover sheet
of construction plans submitted for building permits.
29. Size of Plans: 'rhe maximum size of construction plans submitted for building permits
shail be 24" x 30". The minimum size is 18" x 24".
30. Title 24 Energy Compliance: California Title 24 Energy compliance forms CF-IR and
MF-IR shall be blue -lined on the construction plans.
31. Special Inspections: When a special inspection is required by UBC Section 1701. the
architect or engineer of record shall prepare an inspection program that shall be submitted
to the Building Official for approval prior to issuance of the building permits, in
accordance with UBC Section 106.3.5. Please obtain City of Campbell Special Inspection
Forms from the Building Inspection Division counter.
32. The Citv of Campbell Standard Santa Clara Valley Non -Point Source Pollution Control
Program: This specification sheet shall be pan of plan submittal. The specification sheet

36. Conversion: The proposed conversion of the structure to new use shall comply with all

follows:
• Advised that the applicant is seeking a Site and Architectural Approval to allow existing
improvements, which were constructed without permits, .o remain.
• There are two buildings on the site, a former residence, which houses Photo Depot, and
garage, which was converted into office space without permits.
• Informed that the applicant has worked extensively with staff and SARC.
• Said that proposed parking is 9 spaces or one space for each 300 square feet of space.
Typically. 12 spaces would be required with a parking ratio of one space for every 225 square
feet.
• Streetscape improvements will be provided as part of this application.

less can build up to a .50 FAR for a total of 4,000 square feet. Staff suggests that from 8.001 to

After notification and public hearing, as specified by law, and after presentation by the
Community Deve!opment Director, proponents and opponents, the hearing was closed.
After due consideration of all evidence presented, the Planning Commission did find as follows
with respect to application S 99-06.
The proposed building design and site !ayout are consistent with the commercial land use
of the General Plan and the (C-2-S) General Commercial designation for the site. The
proposed achieve the following objectives:
A. Provides an attractive architectural elevation of the building towards the street

Based on the foregoing findings of fact, the Planning Commission further finds and concludes

landscape/irrigation indicating the installation of a landscaped boulevard treatment along
Bascom Ave. Final plan to be prepared consistent with the WELS standards and the Tree
Preset ation Ordinance. The plan shall include the following:

B) Introduce a minimum 24-inch box trees and 5 gallon shrubs as a pan of the landscaping

7. Swage Program : No signage is approved as part of the development applications

8. Construction Mitigation Measures: The applicant shall implement measures as specified in

15. Street Improvements: Prior to issuance of any grading or building permits for the site. the
applicant shall execute a street improvement agreement and shall cause plans for public
Street Improvements to be prepared by a registered civil engineer, pay fees, post securiq
and provde insurance necessary to obtain an encroachment permit for construction of the
public improvements, as required by the City Engineer. The plans shall include the

16. Water Meter(s) and Sewer Cleanout(s): Existing and proposed Water Meters) and Sewer
Cleanout(s) shall be installed on private property behind the public right-of-way line.
17. Utiiities: All new on -site Utilities shall be installed underground per Section 20.36.150 of
the Campbell Municipal Code for any new or remodeled buildings or additions. Applicant
shall comply with all plan submittals, permitting, and fee requirements of the serving utility
companies.
18. Utility Installation Plan: Prior to issuance of building permits for the site, the applicant
shall submit a Utility Installation Coordination Plan and Schedule for approval by the City
Engineer for installation of street improvements and/or abandonment of all utilities.
Streets, which have been resurfaced within the previous 5 years, will require boring and
jacking for all new utility installations. Applicant shall also prepare pavement restoration
plans for approval by the City Engineer prior to any utility installation or abandonment.
19. Maintenance Security: Prior to issuance of occupancy approval for the site, all public street
improvements required by the street improvement agreement and the encroachment permit
must be completed and accepted by the City and the applicant must provide a one-year
Maintenance Security in an amount of 25% of the Faithful Performance Bond.
20. Grading and Drainage Plan: Prior to issuance of any grading or building permits for the
site, the applicant shall conduct hydrology studies based on a 10 year storm frequency,
prepare an engineered Grading and Drainage Plan, and pay fees required to obtain
necessary grading permits. The plans shall comply with the 1994 ediiion of the UBC
including Chapters 18. 33, and Appendix Chapter 33 Sh old the development require
hauling of soil or other demolition matenals on or off site, the applicant shall request and
obtain approval of a haul route from the City Engineer.
21, Storm Drain Area Fee: Prior to issuance of any grading or building permits for the site, the
applicant shall pay the required Storm Drain Area fee which is $576,00.
22. Storm Water Pollution Prevention Measures: Prior to issuance of any grading or building
permits, the applicant shall comply with the National Pollution Discharge Elimination
System tNPDES) permitting requirements and the California Storm Water Best
Management Practices handbook prepared by the Storm Water Quality Task Force, Santa
Clara Valley Water District and the City of Campbell Municipal Code regarding Storm
Water Pollution Prevention.

model codes. Prior to performing any work, the applicant shall make application to, and
receive from, the Building Department all applicable construction permits. No fire
department conditions or requirements.
BUILDING DIVISION REQUIREMENTS
26. Building Submittal: All building permit submittals shall require that the conditions of
approval shall be printed on the first page of all sets of plans.
27. Permits Required: A building permit application shall be required for the proposed
structure. The building permit shall include Electrical/Plumbing/Mechanical fees when
such work is part of the permit.

DISCUSSION
Applicant's Proposal: The applicant, Hooman Sotoodeh, on behalf of the property owner. Em iro
Science, is requesting approval of a Site and Architectural Review Permit to allow the remodel to
an existing office/retail building and the conversion to an accessory structure into offices on the
project site. The project is located on the east side of South Bascom Avenue south of its
intersection with Shady Dale Lane and is currently developed with a residential structure that was
converted to a commercial use in the County's jurisdi,tion. Portions of this conversion have
already taken place, without the benefit of building permits nor planning approvals, and the
applicant is seek approval for these changes at this time.
ANALYSIS
General Plan Designation: The General Plan land use designation for the project site is
Commercial. The proposed office/retail uses are consistent with this designation.
Zoning Designation: The zoning designation for the project site is C-2-S (General Commercial).
The piuposed use is consistent with the zoning designation for the subject site and generally
meets the development standards with the exception of parking provisions and the installation of
standard landscaping/sidewalk improvements along the Bascom Avenue frontage.
Site Layout and Unit Design: The proposed project involves the remodel of the existing
commercial building that is situated in the center of the lot and the conversion of the rear
accessory building to offices. The remodel of the commercial building along the Bascom Avenue
frontage will remove approximately 4 feet of the building frontage. This remodel will allow the
replacement of doors and windows and will provide an improved commercial appearance to the
building.
The conversion of the garage area and modification to those elevations will have minimal
visibility from the Bascom Avenue frontage and will match the style and finish materials of the
building in the front.
Parking: The site plan illustrates the provision of 9 parking spaces or a parking ratio of one space
for each 300 square feet of commercial building area. Typically, an office use is required to
provide a parking ratio of 1:225 or a total of 12 spaces for a project of this size. Due to the
limited space on the site and the small size of the project the proposed parking is considered
adequate. Staff is recommending a condition limiting the use of the rear accessory building to
offices only.
Streetsc:,Vg Improvements:
The project site is located along Bascom Avenue which has been identified as an image street
under the Campbell Streetscape Plan. Due to the limited depth of the site and the constraints of
the existing building placement, a narrower bjulevard treatment is proposed. Staff finds that the
proposed landscape and sidewalk improvements achieve the desired streetsccpc concept.

approved herein. The applicant shall submit a sign program indicating all signs for the site.
No sign shall be installed until such application is approved and a permit issued by the
Community Development Director as specified in Chapter 21.53. of the Zoning Ordinance
(Sign Ordinance).
Construction Mitigation Measures: The applicant shall implement measures as specified in
the Initial Sbtdy including the following:
I. Construction activities will be limited to daytime hours of 8:00 am to 5:00 p.m.
weekdays and 9:00 a.m to 4:00 p.m. Saturdays. Construction is prohibited on Sundays
and Holidays unless an exception is granted by the Building Official.
2. No pile driving is allowed for construction of the project.
3. All internal combustion engines for construction equipment used on the site will be
properly muffled and maintained.
4. All-ationary noise generating construction equipment, such as air compressors and
portable power generator, will be located as far as practical from the existing residences
and businesses.
All active construction areas shall be watered at least twice daily.
b. Cover all trucks hauling soil and other loose materials stationed or prior to leaving the
site.
7. Pave, apply water, or apply non -toxic soil stabilizers on all unpaved surfaces, and
staging areas at the construction site.
8. Sweep daily all paved access roads, parking areas, staging areas, and adjacent public
streets as directed by the City Engineer.

�. Garbage Collection - Trash containers of a size and quantity necessary to serve new or

otherwise noted, enclosures, shall consist of a concrete Floor surrounded by a solid wall or
fence and have self -closing doors of a size specified by the Fire Department. All
enclosures to be constructed at grade level and have a level area adjacent to the trash
enclosure area to service these containers and to be architecturally compatible with the
building walls.

10. Mechanical Equipment -All roof -mounted and ground level mechanical equipment on new
or remodeled structures on site, which are visible from the public right of way, shall he
screened with similar building materials subject to the approval of the Community
Development Director.
11. Disabled Accessibility - All new and remodeled buildings shall provide disabled access in
accordance with the Uniform Building Code (UBC), and the Uniform Federal Accessibility
Standards (UFAS) and the Federal Americans with Disabilities Act (ADA).
PUBLIC WORKS DEPARTMENT
12. Preliminary Title Report: Prior to issuance of any grading or building permits for the site,
the applicant shall provide a current Preliminary Title Report.
13. Right -of -Way for Public Street Purposes: Prior to issuance of any grading or building
permits for the site, the applicant shall grant 7 feet or additional Right -of -Way for Public
Street Purposes along Bascom Avenue for the applicant's frontage. as necessary to
accommodate a 50 foot one-half street right-of-way. The applicant shall also cause right-
of-way .o be granted to the City for Public Street and Related Purposes, as necessary to
accommodate the new, shared ADA driveway approach and sidewalk as depicted on the
Site Plan. The applicant shall cause all documents to be prepared as necessary for the
Cuy's review and recordation.
14. Easements: Prior to issuance of any grading or building permits for the site, the applicant
shall cause Easements to be recorded for reciprocal ingress and egress, as necessary.
15. Street Improvements: Prior to issuance of any grading or building permits for the site, the
applicant shall execute a street improvement agreement and shall cause plans for public
Street Improvements to be prepared by a registered civil engineer, pay fees, post security
and provide insurance necessary to obtain an encroachment permit for construction of the
public improvements, as required by the City Engineer. The plans shall include the
following:
A. Removal of existing concrete sidewalk and curb and gutter.
B. Removal of existing driveway approac: on the northerly side of the property.
C. Relocation of water meters and sanitary sewer cleanouts to the back of new sidewalk
D. Protection, adjustment and/or replacement of any exist..ig underground utilities, signal
interconnect conduits, street lighting conduits, and PG&E. PacBell, TCI and other
facilities.
E. Installation of new ADA-compliant shared driveway approach which includes that
portion on the contiguous property to the south.
F. Installation of new ADA-compliant streetscape standards along the project frontage
including sidewalk, street trees, irrigation and planting.
G. All conforms necessary to join existing improvements.
H. Install traffic control signs and markings.

16. Water Meter(s) and Sewer Cleanout(s): Existing and proposed Water Meter(s) and Sewer
Cleanout(s) shall be installed on private property behind the public right-of-way line.
17. Utilities: All new on -site Utilities shall be installed underground per Section 20.36.150 of
the Campbell Municipal Code for any new or remodeled buildings or additions. Applicant
shall comply with all plan submittals, permitting, and fee requirements of the serving utility
companies.
18, Ljj& Installation Plan: Prior to ssuance of building permits for the site, the applicant
shall submit a Utility Installation Coordination PIP- and Schedule for approval by the City
Engineer for installation of street improvements and/or abandonment of all utilities.
Streets, which have been resurfaced within the previous 5 years, will require boring and
jacking for all new utility installations. Applicant shall also prepare pavement restoration
plans for approval by the City Engineer prior to any utility installation or abandonment.
19. Maintenance Security: Prior to issuance of occupancy approval for the site, all public street
improvements required by the street improvement agreement and the encroachment permit
must be completed and accepted by the City and the applicant must provide a one-year
Maintenance Security in an amount of 25% of the Faithful Performance Bond.

20. Grading and Drainage Plan: Prior to issuance of any grading or building permits for the
site, the applicant shall conduct hydrology studies based on a 10 year storm frequency,
prepare an engineered Grading and Drainage Plan, and pay fees required to obtain
necessary grading permits. The plans shall comply with the 1994 edition of the UBC
including Chapters 18, 33. and Appendix Chapter 33. Should the development require
hauling of soil or other demolition materials on or off site, the applicant shall request and
obtain approval of a haul route from the City Engineer.
21. Storm Drain Area Fee: Prior to issuance of any grading or building permits for the site, the
applicant shall pay the required Storm Drain Area fee which is $576.00.
22. Storm Water Pollution Prevention Measures: Prior to issuance of any grading or building
permits, the applicant shall comply with the National Pollution Discharge Elimination
System (NPDES) permitting requirements and the California Storm Water Best
Management Practices handbook prepared by the Storm Water Quality Task Force, Santa
Clara Valley Water District and the City of Campbell Municipal Code regarding Storm
Water Pollution Prevention.
23. Legal Lot: The applicant shall provide documentation to ascertain that the Lot has been
Legally created.
24. Site Plan: Upon submittal of a formal application, the applicant shall provide all of the
information required in the Planning Division's check list for a Site Plan and any other
information necessary to evaluate the application.

FIRE DEPARTMENT REQUIREMENTS
25. Developmental Review: Review of this development proposal is limited to acceptability of
site access and water supply as they pertain to fire department operations and shall not be
construed as a substitute for formal plan review to determine compliance with adopted
model codes. Prior to performing any work, the applicant shall make application to. and
receive from, tl,e Building Department all applicable construction permits. No fire
department conditions or requirements.
BUILDING DIVISION REQUIREMENTS
26. Building Submittal: All building permit submittals shall require that the conditions of
approval shall be printed on the first page of all sets of plans.
27. Permits Required: A building permit application shall be required for the proposed
structure. The building permit shall include Electrical/Plumbing/Mechanical fees when
such work is part of the permit.
28. Construction Plans: The Conditions of Approval shall be stated in full on the cover sheet
of construction plans submitted for building permits.
29. Size of Plans: The maximum size of construction plans submitted for building permits
shall he 24" x 36". The minimum size is 18" x 24".
30. Title 24 Energy Compliance: California Title 24 Energy compliance forms CF-IR and
MF- I R shall be blue -lined on the construction plans.
31. Special Inspections: When a special inspection is required by UBC Section 1701, the
architect or engineer of record shall prepare an inspection program that shall be submitted
to the Building Official for approval prior to issuance of the building permits, in

SITE HISTORY
Pursuant to a research effort conducted at the County of Santa Clara, regarding
the past history of the above -referenced property (Site), I would like to bring my
findings to your attention.
The County of Santa Clara Planning Department was visited on or about July 28,
1998. A microfiche search was performed by Mr. Derrick Farmer (Tel: 408-299-
2454 ext. 252). Subsequent retrieval of the microfiche by Mr. farmer, indicated
that the tale did not correspond to the subject site. According to Mr. Farmer, the
site records had been miss -tiled and no records can be retrieved. Any questions
regarding this matter may be directed to Mr. Derrick Farmer at (408) 299-2454
9xt. 252 or to Mr. Mike Lopes at ext. 228.
Subsequent to the above -mentioned research, I requested in writing a search of
all permits issued for the subject site from the County Building Inspection
department. Mr. Thomas Shih, County's building official returned a Building
Permit Record Search (N° 98,91), a copy of wl.�ch is attached. Two building
permits were issued for ',:�c subject site. A permit for re -roof and adjustment of
windows was issued on 5/27/68, and another for addition of two bedrooms and
storage space was issued on 9/11/68.

OUR FINDINGS
At the time of our purchase of the subject property (3/1/98), the detached structure
at the rear of the site was divided into a couple of different rooms (using 2x4 and
drywall interior partition walls) and a larger open space existed at the center.
Furthermore, an electrical panel and availabilih, of outlets and wall switches
throughout the space indicated the prior use of the separate structure as initially
living quarters and more recently as a place of business.
A close inspection of the main residence indicates one homogeneous structure.
The permit issued by the County in 1968, clearly indicates the conversion and
use of the separate structure as additional bedrooms and storage space.
PROPOSED USE
As current owners, we attempted to improve the aesthetic appearance of the
already partitioned detached structure for use as office space. We also enclosed
an adjoining porch to add 240 sq. ft. of enclosed space.
In lieu of this addition to the total building square footage we are proposing to
remove 500 sq. ft. of rentable office space and convert to parking. This is shown
by the shaded area in the attached floor plan.
As a result of .his cones rs nn, we have reduced the overall rentable square
footage of the buildings on -site from 2,272 sq. ft. to 2,012 sq. ft.
ON -SITE PARKING
Based on the required ratio of one parking space per 225 sq. ft. of rentable
general office space, we are required to provide 9 on -site parking slots.
As shown on the attached plan, we are converting an enclosed rentable office
space to a carport (already equipped with roll -up garaga door), and are providing
8 additional striped parking slots on -site. At the front of the structure, facing
Bascom Avenue, we have provided 5 compact slots and one handicapped slot,
which harmoniously blends in with surrounding uses, both to the north and south.
Next to the carport at the rear, are providing 2 additional standard size parking
slots for a total of 9.
LANDSCAPING
In lieu of the reduced landscape strip facing Bascom Avenue, we are proposing a
number of innovative landscape solutions to provide alternate or more effective
greenery at the Site.

Gallon trees (one existing and one new). This amounts to over 15 % of the lot
coverage.
FUTURE PLANS
In an effort to further enhance the appearance of the site, we are proposing a
number of improvements in the near future. These include.
1 . Nsw lawn and flower beds in the front
2. A new tree (palm, oak, etc.) lacing Bascom Avenue
3. New pavement and striping
4. A new facade with matching windows facing Bascom Avenue
5. New planter boxes in front of windows
6. New roof, fascia boards, and gutters
7. Elimination of the rooftop antenna
8. New exterior paint
Given the age of the current structure, we believe that the proposed
improvements will only enhance the appearance and usability of this aged,
' converted residential property.
We appreciate the Planning Department's cooperation with us on this project and
look forward to a mutually beneficial resolution.

PURPOSE
The Site and Architectural Review Area is intended to
promote orderly development; to enhance the character,
stability, and integrity of neighborhoods and zoning distracts;
to secure the general purpose of the City's Zorung Ordinance
and General Plan, and to assure high quality architectural
design and optimum site design through the architectural
review process.
PROCESS
Pre -Application Revitw: It is recommended that the applicant
make an appointment with a planner prior to submittvig an
application to discuss the preliminary design of the project.
This will help the applicant determine if the proposal is
consistent with existing review standards and ordinance
requirements
Fihne of Application- The completed application must be
filed with the Planning Department along with the appropnate
fee and all required data. The staff planner who is on duty
will give the application and data a cursory review for
completeness. The application cannot be accepted if the
submittal is mcomplcie.
.After the project has been assigned to a planner, it will be
reviewed in more detail for completeness. A letter stating if
the application is complete or if additional information is
required will be sent to the applicant within 30 days after
receipt of the application.

not requued to go before the City Council, unless the Planning
Cominussion's decision is appealed within ten calendar days

any land development approvals and applications. Pursuant to the adoption of Ordinance 9.045 by West
Valley Sanitation District 4, the agency providing the above described parcel(s) with sewer service, if
the District's Manager and Engineer makes a determination that the issuance of a sewer connection
pennit to a building, or proposed building, on the above described property, will, in his opinion, cause
the District to exceed its ability to *rest adequately the waste water that would result from the issuance
